There were present: Messrs. John Wickham, Chairman, Henry Moisa,~A~hibald Young~ William Unkelbach. Absent: Mr. Alfred Grebe, weather did not permit flying from Fishers Island. Also present: Mr. Otto W. Van Tuyl, Consultant, Mr. Howard Terry~, Building Inspector. ~Lr. Lefferts P. Edson and Mr. Joseph M.. Schneider appeared before the~Planning Board to request tentative approval of "Eastern Shoresat GreenpOrt". Mr. Edson presented the three cop~es of the tentative map and profiles to the Board forexamination. Southold Town Planning Board -2- March 10~ 1964 Mr. Young brought up for discussion the connection of the cross-roads to the adjoining property and it was found that this has been taken care of for future projection° Mr. Van Tuyl advised that he had spoken with Mr. Price regarding the road layout and he recommended that the entrance have a single 50 ft. road rather than include the proposed island in the center. In doing this, the area on either side of the entrance can be shown as drainage area. On motion of Mr. Unkelbach~ seconded by Mr. Moisa, it was RESOLVED that Joseph Mo Schneider, President of'Eastern Shores, Inc. be granted tentative approval of his proposed subdivision to be known as "Eastern Shores at Greenport~" Map by'Otto W. Van Tuyl & Son dated March 6~ 1964. Vote of the Board: Ayes:- Mr. Wickham~ Mr, Moisa~ Mr. Young, and Mr. Unkelbach. Mr. Schneider was advised that~he may now instruct his engineer or surveyor to proceed With the staking of lines~ taking all necessary p~oflles and establishing street grades as required by the Rules and RegUlatiOns.for the Subdivision of land~ computing the,map~l~prepa~i~gthe finished map., and submit ~/aree cloth t~ri~ts to the HealthDepartment for its approval. Then at least fifteen days before a regular meeting of the Planning Board the developer or his agent will file with the Planning Board the finished cloth prints, approved by the Health Department, together with all other necessary details required by the Planning Board. Southold Town Planning Board -3- March 10~ 1964 The Planning Board received from the Town Board the petition of Cleaves Point-Corpo, East Marion~ New York, for a change of zone from~"A'' Residential and Agricultural District to "B" Business District with instructions to prepare an official report defining the conditions described in the petition and determine the area so affected with the recommenda- tion of the Board. The requested change covers two parcels of land on the south side of'Main Road owned by C~eaves Point. Parcel II:- (west of Maple Lane from Main Road 400 feet south): beginning at a point'on the southerly line of Main Road at the northwesterly~corner' of the premises herein described and adjoining land of Charles King; running thence along said line of Main Road, north 66° 39~ 50" east, 335 feet to the westerly line of a private road known as Maple Lane; thence along said line of'Maple Lane~ two courses~ as follows: (1) south 42° 00' east~ 280.68 feet; thence (2) south 31° 304 east~ 135.43 feet; thence on a line parallel to said line of Main Road and 400 feet southerly therefrom~ south 66° 39' 50" west, 509.91 feet to land Yuma Corp; thence along said land of Yuma Corp., north 21° 04'-_west~ 250o31 feet to land of Charles King; thence along said land of King~ two courses, as follows:- (1) north 66° 39' 50" east, 50 feet; thence {2) north 21° 04' west, 150 feet to the point of beginning. Containing 4.016 acres. Attorney. for the application for this change of zone~ Stanley~S. Corwin, appeared to discuss this petition with the Board and answer any questions the Board might have. Mr. Corwin stated that he represents the people in charge of the estate of~Charles Cornibert. An almost identical application for a change of zone on th.is property ~as made fi~e Or 6 years ago ,-with less depth on the roa~ b~t the application was not recommended favorably by the Board, due to the f~ct the area under aPPlication was too eX~ensive. They have been~rYi~g to dispose of the property but-ha~e been unsuccessful because there has been a restriction in the areaagainst a Business zone. There is now an interested partyz but only if the zone is changed° They-pla~ a seasonal type of motel-restaurant operation with a gift~s~op and iother related facilities° He explained that there is an'industrial use at'the end of~Shipyard Lmne, adjacent to the- southerly end of the property in question~ and non-conforming business property on the ~ain Road~ westOf the property inquestion, Southold Town Planning Board -5- March 10,~ 1964 and on the north side of the Main Road there is a golf course~ cabins with a snack bar~ and a sea food s~ack bar. The Chairman advised Mro Corwin that the Board has been very reluctant to recommend changes to "B" Business zone on extensive ac~age. The Board.questioned if an "M" Multiple Residence zone would solve the~r~lem since~changing to "B" leaves quite a number of busines~that can be erected. Mr. Corwin stated that "M" is not what the applicant has in mind and would like the petition considered as it is presented. The entire Board will make a field study of this proposal and Mr. Young and Mr. Moisa will make a report and the matter will be discussed at the next meeting. Mr. Matthew Mullen appeared before the Board to discuss his property on the east side of'Eugene's Road~ Cutchogue. He wishes tO Sell lots on this Town highway and would have seven lots in all, The Board advised that if he is going to sell the lots gradually he would not have to file a map since he is on a Town highway and the Board approved the layout of the lots. On motion~f Mr. Unkelbach~ seconded by Mr. Young, it was RESOLVED that the minutes of February 4~ 1964 be approved as submitted. Vote of the Board: Ayes:- Mr. Wickham~ Mr. Moisa~ Mr. Young.z and Mr~ Unkelbach. The matter of the connection of Lane to County~ROute'26 a~ ~ed. Th'e -of Public no application for the attachment'to had been~filed with the COunty~ there:fore no ac%ion can be taken. ~ A letter was forwarded to'Mr. Joseph Ao Krupski~ attorney for?:iMro Charles Krukoski advising him'of the above and suggesting that he fileapplication requesting approval of drainage emptying into the box culvert-under New'Suffolk Lane. Southold Town Planning Board -6- March 10, 1964 The Board again considered the application for a change of zone from James Vo and Frances Jo Calfa, 82 Brightwood Street, Patchogue, New York. This request~ was for a change from "A" Residential and Agricultural District to "B" Business District-on property located on the west side of, Main Street, Greenport~ bounded and described as follows: Beginning at the northeast corner thereof at a point on the westerly line of Main Street~ said point being at the southeast corner of land of Hergrueter; thence running southerly along said westerly line of Main Street S. 26° 31' 50" E. a distance of 169.86 feet to the northeast corner of land now or formerly of!Coveleski; thence running on a straight line westerly partly along said land. of~Coveleski and partly along land now or formerly of~Davidson S. 63° 28' 10" W. to a point 150 feet from said westerly,line of Main Street; thence running northerly along land belonging toDavidson on a line No 26° 31' 50" W. a distance of 169.86 feet to land now belong- ing to Hergrueter; thence running easterly.S. 63° 28' 10" W. 150 feet along said straight line of property of Hergrueter to the point or place of beginning. On motion of Mr. Wickham, seconded by Mr. Young~ it was RESOLVED that the Planning Board does not recommend favorably the change of zone from "A" Residential and Agricultural District to "B" Business District on the property of James V. and Frances J. Calla at Greenport as described above. The Planning Board has thoroughly investigated this property and finds the land as it is at present unsuitable for business use. There is less than 50 ft. of high land in this parcel and the Board cannot envision a business use with adequate parking area. If this land were filled and adequate parking area provided for a professional building, it is the feeling of the Planning Board that~this request-wOuld be reasonable. (A copy of the above was sent to~Mr~ Calfa.) vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa~ Mr. Young, and Mr. Unketbacho Mr. Wickham advised the Board that on this date the Town Board signed the contract with~CornelI for CorneliUs part of the Master Plan. At the last Town Board meeting the Southold Town Planning Board -7- March 10~ 1964 Town Board gave authorization for the Town of-Southold to go into the 701 Plan with Greenport Village. The only new development to date is that Mr. John'Diffigos of the State Bureau Of Planning wishes a study of the airports added to the Master Plan work. The Planning Board examined the revised Scope of Services of Raymond & May dated'~eb~'~y,28~ 1964 as re- written by Mr. Richard May and Mr. Jghn Diffigos. On motion of'Mr~ Moisa~ seconded by Mro Young, it was ~ESOLVED that the Planning Board of the Town of Southold approves the revised'S~ope of Services of'Raymond & May dated February 28~ 1964. Vote of the Board: Ayes:- Mr. Wickham~,~Mr, Mcisa, Mr. ¥oung~ and Mr. Unkelbacho The Planning Board received from the Town Board the original petition of Vail Brothers~ Inc, for a change of zone from "A" Residential and Agricultural District to "B" Business District on property on the north side of Main Road~ Peconic adjoining existing business property on the corner of Peconic Lane and Main Road. The applicant states the reason for the proposed change is to extend used car display and provide parking for employees~ customers and new cars~ and space for additional buildings for serviceand storage. Southold Town Planning Board -9- March 10~ 1964 In connection with other proposed ~mendments set forth at the same time, the Planning Board would like to have an opportunity to study them further. vote of the Board: Ayes:- Mr.-Wickham, Mr. Moisa~ Mr. Young, and Mr. Unkelbach. With further reference to other proposals to amendment of the Building Zone Ordinance regarding stables and riding academies; Offices,~ banks and financial institutions; and minimum square foot area for residences~ the Planning Board forwarded a letter to the Town Board requesting a joint meeting on these points to further discuss them. The Planning Board received from the Town Board a proposal to amend the Building zone Ordinance by'Amendment to Article III~ Section 300 by adding thereto a new part to be Paragraph 1 (a) to read as follows: 1 (a) The conversion of any building in existance at the effective date hereof to two family dwelling when authorized as a special exception by the Board or'Appeals as hereinafter provided° On motion.of-Mr. Young, seconded by Mro Moisa~ it was RESOLVED that the Planning Board favorably recommends to the Town Board this proposed amendment. The Planning Board feels this amendment is very necessary in cases of large older dwellings which are too large for one family use but perfectly suitable for .two families. It should be pointed out that on March 8, 1962 the Planning Board favorably recommended a similar amendmentto the Building Zone Ordinance.
