A regular meeting of the Southold T'~wnPlanning Board
was held 7:30 P.M.s. Tuesday., April 1~~ 1964~ at the Town
Office~/Main Road, Southold~. New York.
There were present: Messrs: JohnWickham~. Chairman~
Henry Moisa~ Archibald Young~ and William UnkelbaCho
Absent: Mr. Alfred .Grebe,, weather did not permit flying
from Fishers Island.
Also present: Mr. Otto Van Tuylw, Consultant~; and Mr.
Howard Terr~-Building Inspector.
PUBLIC HEARING: On the question of approval of the following
plat: Plat of property owned by Eastern'Shores~ Inc.~ entitled
,Eastern'~hores at Greenport"~ consisting of a parcel of land
of 35.588 acresa situated at Greenport~ in the 'Town of
Southold.,.-Suffolk-Countyw New York, and bounded and described
as follows:
Begging at a point-on the northerly side of Middle Road
(C.R. 27) (North Road) distant 410.78 feet westerly.whenmeasured
along the northerly side of said Middle Road from the south-
westerly corner of land now or formerly of Frederick Ho Tasker

and from said point of beginning running thence westerly along
the northerly side of said Middle Road along an arc'of a curve
bearing'to the left having a-radius of 3852.72 feet~a distance
of 140.91 feet to land now or folly-of Dennis~ formerly of

courses and distances; (1) North 15 degrees 26minutes'West
115~73 feet; (2) South 75 degrees 20 minutes 40 seconds~West

The Chairman stated that he had maps signed by the Board
of~Health, Mr. Davis. He also read a letter of recommendation
from the Superintendent of Highways,
TheChairman read legal notice of hearing.~ and affadavit
attesting to its publication in the official newspaper.
The Chairman read a letter from the Suffolk~County'Department
of Planning. He also stated that Mr. Van Tuyl has submitted
m~ to the Board.
CHAIRMAN: Is there anyone present who wishes to speak in
opposition to this subdivision?
(Therelwas no response)
CHAIRMAN: Hearing none~ Is there anyone present who wishes
to speak for this subdivision?

as it complies with,all particulars of the requir~nents"
CHAIRMAN: Our regulations provide that the Town'Superintendent
of Highways will report to the Planning Board after a field
inspection~ I take it from Harold's letter that he didn't inspect
it. This is a technical point~ I don't considerit particulary
important.

Because the Planning Board and the Town Board has to reach
an agreement on the procedu-~for dedication~ they at,the present
time completely do net accept new highways. We have been waiving
the requirements that within'a certain.periodof time the subdivider
will either dedicate to the Town or file a bond.
I want to make it clear that~I don't know what the Planning
Board is going to do on this. They are going to be a little more
stricta it will be waived for a specific period. At the present
times with nthe new recent ruling of the Town Board.~ we can't expect
a subdivider to obtain or make dedication within 90 days from the
day of approval. We have said that within 90 days of the time
the subdivision is approved the subdivider'will either dedicate or
put up a bond for the installation of the highways. I am sure that
we are going to put a date on it. The Planning Board does not
want to cause undo hardship.
MR . SCHNEIDER: You can't have roads completed in 90 days.
You can't do anything until the reads are finished~ and we want
to.finish the roads so we can get moving.
The members of the Board discussed the length oftime
necessary for cmmpletion of roads and dedication of same.
TheChairman asked if there was anything further for or
against this subdivision. There was no response.
The Chairman declared the hearing closed and told the applicant
he would be contacting him.
Cleaves Point was next brought up for discussion by the
Planning Board.
The Chairman explained thatthis was not a hearing~ but all
of the meetings of the Southold Town,Planning Board are open to
the public and he stated he would be g~kd have any questions or
comments.
Mro HarryMolitor appeared before the Boardand wanted to
know wh~re the proposed~change of zone was.
The Chairman explained the application ~as-for a change of
zone for the whole area from the Main Road to ~he bay sides of
Maple Lane.
Mr. Corwin corrected the Chairman on the boundriesz and
explained where the property ran to~ and. its surroundings. Mr.
Corwin also stated that the applicant might'be wiser to change
his application in some way.

The Chairman thought it might be a good idea to divide the
property into two (2) Business zones.
The Board discussed how much residential.property shou~ be
zoned to business. Mr. Young suggested that they file a new map.
The Town Board might look more favorably on a map that has been
disputed and changed. The applicant said he would do this.
ThelChairman advisedMro, Corwin~ representing-Cleaves Point~
that the Board would discuss the case latter.
Anthony"Wisowaty and Mr. and Mrs. Leroy Brown appeared before
the Board to discuss the map of~Cleaves Point. They discussed what
could happen if too mach area was zoned to business.
The Board again discussed Eastern~Shoreso
discussion on requirements and bonds for roads,

RESOLVED that nine (9) months be given to complete roads.

Mr. Wickham signed the m~s on'Eastern Shores,
The Board then again discussedCleaves Point. Mr, Young and
Mr~ Moisa gave a report on this area. They both felt that not too
much of this area should be zoned to business. Mr. Young felt
that they should try to look into the future and see what will be
coming~ such as countyroads that will cut off propertywhich the
Board has rezoned.
The Board felt that they'could approve 300 feet on the Main
Road to be changed to business.
On motion by-Mr, MOisa~ seconded by Mr. Young~ it was
RESOLVED that 300feet be the maximum area given to business
from a residential area,

On motion by Mr. Moisa, seconded by Mr. Unkelbach, Jit was
RESOLVED that the Planning Board set 7:30 P.M., Tuesday, May
5, 1964, Town Office, Main Road, Southold~ New York, as time and
place for hearing upon the question of approval of the following
plat:
1. Plat-of property owned by Rene' Gendron, entitled South
Harbor Homes, at-Southold, consisting of a parcel of land of 10
acres~ situated at Southold in the Town of Southold, Suffolk Countya
New York and bounded and described as follows:
Beginning at a monument set in easterly side of South Harbor
Road, said monument being distant 1262.22 feet northerly as measured
along the easterly side of'South Harbor Road from the corner formed
by the interseCtion of the easterly side of-South Harbor'R~ad with
northerly side of BayWater~Avenue~ running from the poin~beginning
along land of G. Nawrocki Estate North 85 degrees 13 minutes East
289468 feet to a monument; thence running North 3 degrees 23 minutes
40 seconds'West along land of said estate and land of Northfork
'Wafer'Company 375.59 feet to a monument and land of J. H. Lehr;
thence running along lastmentioned land North 85 degrees 35 minutes

The next thing tocome before the Board was "Arrowhead Cove".
The Board~discussed this matter briefly. Mr.. Wickham asked to see
the minutes~f'January.15~. 1964.
The Planning BOard received -from the To~n Board a petition for
a change of zone from "A" ResidentialandAgricultural District to
"B" Business~District:byMichaei Wieczork with instructions to
prepare an official report defining the conditions described in the
petition and determine the area so effected with the recommendation

of the Planning Board. The request for this change~.of zone is
made for the display of new and used motor boats and sail boats°
This property is bounded and described as follows:
Beginning at a monument set on the westerly line of New Suffolk~
Road about 481 feet southerly as measured along said westerly~line
from an'"un-named" public highway and about 2~75 feet northenlyalong
said westerly line from New Suffolk Avenue~ said point-of ~2beginning

location and talk to~s~me of the people in the area. Mr~ Young
said he would look at the'area.
On motion by Mro Moisa, seconded by.Mr. Wickh~m~ it was
RESOLVED that'the minutes of March 10~ 1964~ and March 24a 1964~
be approved as submitted.
The Planning Board discussed their trip to ShelterIsland on
April 22~ 1964~ to meet with the Shelter Island Planning Board.
The nextmeeting of the Southold Town Planning Board will be
held 7:30 PoM. z Tuesday~ May 5~ 1964,, at~the~Town Office, Main Road~
Southold~ New york.
