TPU~REwere present: Messrs. Archibald Young, Acting Chairman, Alfred Grebe, William unkelbach. Mr. John Wickham, Chairman, came to the meeting at approximately 8:30 P.M. Absent: Mr. Henry-Moisa Also present: Mr. Otto Van Tuyl, Consultant and Mr. Howard Terry, Building Inspector. PUBLIC HEARING: On the question of approval of the following plat: Plat of property.owned byRene' Gendron, entitled South Harbor Homes, at Southold, consis%~i~gof a parcel of land of 10 acres, situated at'Southold, in the Town of Southold, Suffolk County, New York, and bounded and described as follows: Beginning at a monument set in the easterly side of South Harbor ~Road, said monument being, distant 1262.22 feet northerly as measured along the easterly side of South Harbor Read from the corner formed by the intersection of the easterly side of Southold Town Pl~ing Board -2- May~', 1964 South Harbor Road with northerly side of Bay Water Avenue, running from the point beginning along land of G, Nawrocki Estate North 85 degrees 13 minutes east ,289.68 feet to a monument; thence running North 3 degrees 23 minutes 40 seconds West along land of said estate and land of Northfork Water Company 375.59 feet to a monument and land of J. H. Lehr; thence running along last mentioned~ land North 85 degrees 35 minutes 40 seconds East.il64.89 feet to a monument set in the westerly side of Bayview Road; thence running along the westerly side of Bayview Road South 26 degrees 22 minutes West 479o64 feet to a monument and land of B.~Wo Stepnoski; thence running along last mentioned landSouth 85 degrees 09 minutes 50 seconds West 1213.07 feet to a point on the easterly side or'south Harbor'Road; thence running North 8 degrees 00 minutes~West along the easterly side of South Harbor Road 43.91 feet~to the p~int or place beginning. The Chairman read the legal notice of hearing~ and affadavit attesting to its publication in the official newspaper. The Chairman stated that he had maps signed by the Board of Health~ Mr, Davis. He also ~ead a letter of recommendation from the Superintendent of Highways. TPIECHA~: Is there anyone present who wishes to speak in opposition to this subdivision? (There was no response.) THECHAIRMAN: Is there anyone present who wishes to speak in favor of this subdivision? MR. GENDRON: I feel by having this subdivision it will be an improvement-in the Town. We will have village water and propert roads, Anyone shouldn't have anyopposition to it, being done the way it is. That~'s all I have to say. On motionby Mr. Unkelbach~ se¢onded by~Lr. Grebe~ it. was RESOLVED that the plot plan presented by-Rene~ ,Gend~on for the subdivision~South Harbor Homes~. beapproved as presented. Vote of the Board: Ayes: Mr. Young~ Mr. Grebez. Mro Unkelbach. Southold Town Pl~=~ing Board --3- Masn-~ 1964 Mr. Lohr~,Rivezhead~ appeared before the Board to discuss putting sidewalks and Broadwalk in-Captain Kid Estates~ Block No. 4. He also wanted to use 1½ lot to build each house, The Board looked at his plans. They approved using ~½ lot to build each house Oho The sidewalks were approved subject to the approval and necessary arrangements made with the'Superintendent of'Highways° A letter was forward to Mr. Lohr advising him of the Board's decision. Mr. Schneider came before the Board to discuss with them changing the grade and level of the roads in the Eastern Shores subdivision. On motion byMr, Grebe~ seconded by Mr.~ Unkelbach~ it was RESOLVED that the Board approve the revisedmaps of the road level in Eastern Shores~ dated.April 30~ 1964~ for upgrading the level of the roads. Vote of the Board: Ayes: Mr. Young~ Mr. Grebe~ Mr. Unkelbacho Mr. Schneider also discussed with the Board the type of stone wall he is proposing to put at the entrance or'Eastern Shores atMcCann, Lane. The Board advised him that he couldn~'t put up anything that would impair the view for traffic. Mr. Schneider assured the Board that he would not do this. On motion by Mro Grebe~ seconded by Mro Unkelbach~it was RESOLVED that the Board approve the entrance to McCann Lane at Eastern'Shores subdivision. Vote of the Board: Ayes: Mr. Young~ Mr, Grebea Mr. unkelbacho The Planning Board received from the TownBoard a pstition for a change of, zone from "A" Residential,and Agricultural District to "B" Business District by Matthew Mullen with~the instructions to prepare an official report defining the conditions described in the petition and determine the area so effected withthe recommendation of the Planning Board. The request for this change of zone is made for the erection of a carpenter shop, This property is bounded and described as follows: Southold Town Pla~ng Board -4- May ~ 1964 Ail that piece or parcel of land situated at-cutchogue~ New York on the'Easterly side of-Cox Lane; beginning at a point 200 ~t~r~'~ the intersection'of]Cox Lane and the northerly line of Main Road.. being-the present-"B" Busine~ zone line~ running thence a northerly direction along the present-"B" district zone line, parallel to the northerly line of the Main Road about 175 feet to a point on l~d of applicant; thence in a northwesterly direction along land of applicant 75 feet parallel to the easterly side of Cox Lane to a point on land of applicant; thence in a southwesterly direction along land of applicant parallel to northerly line of Main Road 175 feet toeasterly line or'Cox Lane; thence along the easterly line of-Cox'Lane 75 feet to the point of beginning. The Board discussed the location of the property and its surroundings. Mr. George Ahlers~ agent of!Matthew Mullen~ appeared before the Board to speak in favor of this change of zone. On motion by Mr' Unkelbach~ secondedbyMro Grebe~ it was RESOLVED that the Planning Board does reco~¥m%end favorablyto the Town Board the change of zone from "A" Residential and .Agricultural District to "B" Business District on the property ~of Matthew Mullen on the above application. The Board finds no objections in changing this property to Business. The change is within the natural developement of the area. The property will be used for a carpenter shop~ which seems reasonable to the Board~ Vote of the Board: Ayes: Mr. Young~.Mr.~ GrebeS! Mr. unkelbach. Mr.. Reese~-Lynbrook~ New York~appeared before the Board with a preliminary map ofHarbor~Lights Estates~ Bayvi~-Southold. The Board and Mr. ReeSe held a discussion on the roads ahd lots of the proposed subdivision.' The Board offered some suggestions for improving the layout'of the subdivision. On motion by Mr. Younga seconded byMr. Unkelbach~ it was RESOLVED that tentative.approvalbe giventhe maps of Mr. Reese for the subdivision HarborLights. Mr. Van'Tuyl willm~ke the suggested changes and show them on the ~ext map. Vote of the Board: Ayes: Mr. Young~ Mr, GrebeCMr. unkelbach. So~thold. Mr. Young brought.oRt the fact that it should be known exactly where the canal is going to run. On motion by Mr. Grebe~~ seconded by Mr. Unkelbach~ it was RESOLVED that the Board give tentative approval to the map of Fordham. Acres for extending the canal am discussed by the Board. On_motion~byMr~iWickt~um~! seconded.byMr, un~elbach~ it was RESOLVED that the Planning Board does not recommend favorably to the Town Boardth~e change~ofzone from("A" Residential and Agricultural District to "B" Business~District on,the property of Michael Wie~ork at'New Suffolkas described above, Southold Town Pla~ing Board -6- May~', 1964 The general feeling of the people surrounding this area is that they did not object to the change of zone from "A" to "B" for the sole purpose of the display of boats, however, they would object to the storage of boats on cradles° If the property~was changed from "A" Residential rand.Agricultural'to "B" Business District~ there would be no limitations as to what the property could be used for as far as a Business District is concerned. The Planning Board also feels that changing this one piece of property from "A" Residential and Agricultural District to "B" Business District would be considered spo~ zoning. Therefore, the Planning Board recommends to the Town Board that they on their own motion consider-rezoning this whole area from Curt Horton's Machine Shop to Charlie~s Lane from "a" Residential and Agricultural District to"B" Business District. ~ote of the Board: Ayes: Mr. Young~ Mr. Wickham, Mr. Grebe, Mr. Unkelbach. Mr. Van Tuyl~presented'to/the Board the final map of "Sterling Homes,.~ The Board had not received the recommendation from the Super~intendent of Highways, however~ they were sure they could have it by the next meeting. On motion by Mr. Young, seconded byMr. Unkelbach, it was RESOLVED that the Planning Board set 7:30 P~M., Tuesday, June 9, 1964, Town Office, Main Road, SOuthold~ New York~ as time and place for hearing on the question of approval of the following plat: Plat of property owned by Christ'S%ratakis, entitled Sterling Homes at Greenport, consisting of a parcel of land of 5.738 acres~ situated at Greenport, in the Town of Southold, Suffolk'County, New York~ and bounded and described as follows: Beginning at the intersection of the eaSterly~line of Beach Road.~. with the southerly line of Manhanset~Avenue; from said point of beginning running along said southerly line of Manhanset~Avenue, S. 68~ 35' 50" E. -462.27 feet to a monument and land of Bumble; thence alDng said land~ of Bumble and along the several lands of LaVe~lia, Renner, Case, ~etches~ Capuano, Trilcott~ & Olsen, S. 2° 55~ 00" W.-638,54 feet to a monument on the northerly line of said Beach Road; thence along said northerly line of Beach Road~ N. 83° 15' 10" W. 26.35 feet; thence northwesterly along the northeasterly line of said Beach Road Southotd Town Pla~,~ing Board -7- May~ 1964 on a curve to the right having~a radius of 386°0 feet, a distance of 533.25 feet; thence~along said easterly line of Beach Road~ N. 4° 06' 00" W.--448~76 feet to the point-of beginning. Vote of the Board: Ayes: Mr.. Wickham, Mr. Young~ Mr. Grebe~ Mr. Unkelbach. The Planning Board received a letter from H. F. Bishop~ Commissioner~ Department of~Public Works~ and maps of proposed extension of'Middle Road, (Route 27A)o Supervisor Albertson came to the meeting as the Board was looking at the maps. All held a discussion on the proposed extension of the road. SupervisorAlbertson and the Planning Board set Tuesday,, May 12~ 1964~ 7:30 P.M.s, Supervisor's Office~ 16 South Streetw. Greenport, New York~ as a tentative date for'a joint meeting of the Town Board and the Planning Board. Supervisor_Albertson discussed with the Planning Board James V. Calfa~s application ~or a change or,zone. They discussed the fact that~the land is ver~ swampy and if!Calfa's application was granted the problem he may face with the land. Mr. Wickham read a letter from Raymond and May Associates in relation to the airport. On motion by Mr. Grebe~ seconded by Mr. Wickham~ it was RESOLVED that the minutes dated April 14~, 1964 and April 22~ 1964 be .approved as submitted° vote of the Board: Ayes: Mr. Wickham~ Mr. Young~ Mr. Grebes, Mr..Unkelbach. It was ~e opinion of the Board that-a letter'should be sent to Mr... Schneider advising him that-in order to put-np his prop0sed stone.wall he would have to have the approval of the Board of~Appeals. The maps of the subdivision have been approved and meet~the requirements of the Planning Board~ however~ final approval for'the stone Wall must.come from the Board of~Appeals., $outhold Town Pla~ng Board -8- May'~ 1964 The next meeting of theSouthold-Town Planning Board will be held 7:30 P.M.s.
