Mr. Unkelbach advised the subdivision is filed in the~Suffolk ~n not be changed~ and the beach area ~g lots. ~Mr._Axien~s next question .to the Board dealt with a piece of propertyadjoining this subdivision w~ichis presentlyzoned Industrial. Mr. Axien pointed out that on the 1map itsaid that "all land hereon and abutting is within an."A" Residential and AgricUltural District".'He felt that the-use of those words implied that there was' no land adjacent to this subdiwision that was industrial. The Chairman stated that it was up to the Town Board to make a change or'zone on their own motion. However~ the Chairman said that the Planning Board would discuss this withMr. Reese and see what his att'~tude was on the matter. This matter can be discussed when Mr_ Reese appears for the hearing. Fir. William Pollert also at .the hearing was in favor of upzoning this industrial property to residential property. The~Cha~ advised that Mro Reese should first be consulted before any action be ~aken on the zoning of his property. Mr. Pollert agreed that it would be a good idea to go and talk withMr. Reese. The Chairman also advised that the Planning Board is always in favor of upz'oRing an area. (Both Mr, Nelson Axieneand Mr. William Pollert are members of the Southold-PeconicCivic ~ssociatbn) The Chairman reported thathe had talked with Mr. Whitlock of MALCO~ PIRNIE ENGINEERS, and Mr. Whitlock sent a copy of the 1963 hydrological studyof the Town of~Southold. It is apparent that the ground water supply is more limited than was thought. Mri~W~itlock inten~s to start within the next three months to make laboratoryanalysis of specific areas of the Town. Mr. Wickham alsomade a report on theCOrnell Study. He reported that the~Cormell people had very excellent response This group interv~ew.ll00 farmers~ there were farmers that refused to be interviewed. About 85% of the farmers in Southold Town were interviewed. THe Chairman-sta~d that:he hadletters f~les from people in other' Towns, stating that they or:City would undergosuch a project. The Chai~m~n pointed out tha~:the man incharge of'this project hasdone the same thing in. Sacramento County inCaIifornia, so that this type of thing is not:new to them. The'Chairman stated that the Board feels very fortunate. Southold Town PlaShing Board -4- S p~mb~r"21, 1964 M_r~ Lawrence Tuthill had a question pertaining to the new highway specifications in r~gard to the planting of new trees. The Chairman stated that theyhave not been requiring it. He felt that the less control in this respect the better it would be, providing, however, that the people did not,take advantage of it. Mr.~ Lawrence Tuthill presented the estimate for the bond for the roads in "Harbor:Lights Estates". His estimate was $25,000.00. However, there was a change in the plans where the road is to come out to the existing public road, therefore, a new estimate has to be made. Mr. Frank:Zaleski appeared before the Board next to discuss his proposed subdivision. In May, 1963, Mr. Zaleski was given preliminary approval of~Section I of this subdivision. He has some lots on the public highway, and there was question 'in his mind of-maintaining _t~h. ese lots, and not-makingthempart of the subdivision. The Chairman advised that it would be better to include them in the subdivision. If they were to be sold separately he could Only see two lots a year. At't hat-rate, it would take ten years to sell the lots on the public highway. Mr. Zaleski stated thathe was just looking for information from the Board at the present time. Mr.~ Young brought out the fact that he should get the approval of the water from the County Health Department. TheChairman asked how the Boardwould feel about having 100 foot lots near the water:and the rest~of the lots 20~000 square feet. Mr. Young felt that all the lots should be 20~000 square feet. The Chairman ad~isedMrl Zaleski thata proformance~bond would be necessary for'the roads. He also stated that there will have to be five or six houses on the road before the Town wouldaccept-them. Ifa'he doesn't want-to put up a proformance bond, then the raods would have'to be completed before the subdivision map is filed. Mr.-Zaleski asked. What'the best thing would be to do. The~Chairman advised.him that if 'he was doing it,~he would do one section at a time.and Put up~a profermance bond. The~Chairman then explained to Mri.~ Zaleski exacttywhata proformance bond is, and_ihow he would go about haveing~an estimate made up. The Chariman also advised Mr. Zaleski that it would be wise to get.approval on this before the first of the ~oming year. Southold Town Pi~ning Board -5- Se~Zember 21, 1964 On motion by-Mr. Wickham, seconded byMr. Young, it was RESOLVED that preliminary approval be given to Donnar Drive i~Mrl Zaleski's subdivision, and that the Board ask Mr.. Zaleski to put a 10 foot crosswalk in each block of lots, on both the east and west of Donna Drive. Vote of the Board: Ayes: Mr. Wickham, Mr. Moisa, Mr. Grebe, Mrl Young, and Mr. Unkelbach. On motion by G~r~be, seconded by Mr. Young, it was RESOLVED that the Southold Town Planning Board authorize Mr. Lawrence Tuthill to do the estimates for a proformancebond on the roads in Mr. Zaleski'~s subdivision. Vote of the Board: Ayes: Mr.~ Wickham, Mr. Moisa, Mr. Grebe, Young, and Mr. Unkelbach. On Motion by Mrl Young, seconded by Mr. Grebe~ it was RESOLVED that the Southold Town Planning Board authorize Mr~ Lawrence Tuthill to do the estimates for pmoformance bonds for "Eastwood Estates, Section II". Vote of the Board: Ayes: Mr~ Young, Mr. Moisa, Mr. Grebe, and Mr. Unkelbach. Mr. Wickham abstained from voting due to the fact that he is directly connected with this application. He has rented this land for'many years. On motion by Mr. Young, seconded by Mr.'Moisa, it was RESOLVED that the So~thold Town Planning Board set'~7:30 P,M2, Thursday, October 156 1964, at the Town Office, Main Road,. The Planning Board received from the Town Board a petition (amended) for a change of zone "A" Residential an~ Agricultural District to "B" Business Districtby'Paul 'Si and Lois T. Wilson with the instructions to prepare an official report-defining the conditions described in the petitionand determine thearea sw effected with the recommendation of'the'Planning Board. The request is m~de for this change of zone for amarina. On motion by Mr. Moisa, seconded by Mr. Grebe, it. was RESOLVED that the Planning Board favorablyrecommends to the Town Board the change of zone from"A" Residential and Agricultural District'to "B" Business District on the property of'Paul S. and Lois T. Wilson as described above. This ~roperty is going to be used for a marina, if the change of zone is granted. The Planning Board feels that'there is a growing need for this typeof business in ~e Town of'Southold. This land is low and the Board feels that this is an ideal use for this land, in view of the fact, it is separated from residential area by streets, a cemetery, and propertyof the Town of Southold. The Board feels that this will be an excellent addition to the economyof the Town. Vote of the Board: Ayes: Mr. Wickham, Mr. Moisa, Mr. Young, Mr. Grebe, and Mr. Unkelbach. On motion by'MR. Unkelbach, seconded by'MrS Grebe, itwas RESOLVED thata letter be sent to the Town Board justifing their requested increase in salary, and also requesting the salary of the engineer to be increased in view of the fact that the Boardhas beenasking a great deal more work from him. The Board Board alsorequests that the fee for subdivision applications be increase. Vote of the Board: Ayes: Mr. Wickham, MrS Moisa, Mr. Grebe, Mr. Young, Mr. Unkelbach. On motion by Mr. Wickham, seconded by Mr. Grebe, it was RESOLVED that the fee for applications forsubdivision be increase, in view of the fact that estimates have to be made for proformance bonds. Vote of the Board: Ayes: Mr.. Wickham, Mrl Moisa, Mr. Grebe~ Mr. Young, Mr. Unkelbach. Southold Town Pi~hning Board -9- Se~ember 21, 1964 On motion by'Mrl Grebe, seconded byMrl Young, it was RESOLVED that the minutes of'the Southold Town Planning Board dated August 17, 1964, be approved as submitted. Vote of the Board: Ayes: Mr. Wickham~ Mrl Moisa,' Mr. Grebe, Young, andMr. Unkelbach. The Planning Board received from the Suffolk'County"Department of Health an amendment to Section~2, Article VI, of the Suffolk County-Sanitary'Code . This new amendment-which was enacted .September 16, 1964, is effective immediately. The Planning Board briefly discussed this new regulation. The Subdivsion map of Joseph P. Hoey was next brought before the Board. Mr. Van Tuyl presented a'new map with some changes. On motion by Mr. Moisa, seconded by Mrl Grebe, it was RESOLVED that in regard to the map submitted for the subdivision of Joseph P. Hoey the Planning Board will not go along with a U-shaped highway, without access to the water. HO~y Lane is to continue down to water with a 100 foot turn-around, or'else the original plan will have to be used. Vote of the Board: Ayes: Mr. Wickhamf.. Mrl Moisa, Mrl Grebe, Mrl Young, and Mr. Unkelbach. The Planning Board viewed the maps submitted by theCounty for the further extension of~Country'Route 27. Mr. Van Tuyl presented the subdivsionmap of "Blue Horizons", located in Peconic, New York. The Board viewed this and briefly discussed the layout of the property. On motion by Mr. Moisa, seconded by Mr'.Grebe, it-was RESOLVED that preliminary approval be given ~ the subdivision "Blue Horizons", situated in~Peconic, in the Town of Southold, SUffolk-County, New York. Vote of the Board: Ayes: Mr.- Wickham, Mr~ Moisa, Mrl Grebe, Young, and Mr. Unkelbach.
