PLANNING BOARD MEMBERS John Wicld~nm, Chairman Henry Moisa Al'~red Grebe Archibald Youn~ William Unkelbach MINUTES SOUTHOLD TOWN PLANNING BOARD January 7, 1964 A regular meeting of the Southold Town Planning Board was held 7:30 P.~. ~Tuesday, January 7, 1964 at the Town Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman, HenryMoisa, Alfred'Srebe, Archibald Young, and William Unkelbach. Also present: Mr. Otto W. Van Tuyl, Consultant and Mr. Howard Terry, Building Inspector. Lefferts P. Edson, Esq. appeared before the Planning Board accompanied by Mr. Henry-Smith, Mr. Frank'Sturn%~ Mr. Morgan andMr. Schneider to discuss the pre-preliminary map of a propose~ subdivision to be known as"Eastern Shores at Greenport", map by-OttO W, Van Tuyl-&-Son dated December 17, 1963'~ This property is a portion of the former McCann property and is located on the north side Middle Road, Greenport and runs tot he Long Island Sound. This proposed subdivision will contain 66 lots of 12,500 sq. ft. ~Rd up. Public waterwill be available in this subdivision therefore an area of 20~000 sq. ft. per lot is not required. Southold Town Planning Board -2- January 1964 Lengthy discussion was held between all parties concerning the layout of Sound Drive as it crosses the subdivision° The Board felt it should follow across the subdivision rather than terminate at TaskerLane and then a sharp right and then left.onto North Sea Drive. This will be the main secondary road in this subdivision. It is also the proposedSound Drive which will run from orient point through Southold Town. It was decided thatSound Drive should continue across the subdivision, eliminating North Sea Drive and slight- ly changing the layoutof the lots on the shore° It would be necessary to have a lot with less than 100 ft. frontage but it was felt this would be approved by. the'Suffolk'County Department~of Health. Brief discussion was held on the location of a crosswalk in the center of the main block. This is necessary because this block is over 900 feet in length. The next important point brought out. was that of a turn- around at. the shorefront. Since this subdivision layouthas only about 600 feet of shorefront the Board did not feel a turn-around would be necessary, however, they did feel the developers should submit a letter of intent to the Planning Board indicating~ that they intend to dedicate an area of 100 ft. by 100 ft. on the shore in the next section of their subdivision to the west. The owners indicated that they'would probably-dedicate four acres to the west for the p~rpose of recreation and beach area. Mr. Edson advised the Board he would have the map revised and prepare a letter of intent regarding the beach area° 'A map of the property of HoJ. So Land and Development Corp.~ F.H.S. Land and Development~Corp.~ and J.M.S. Land and Development Corp~, all former propertylof McCann was presented to the Board for their reference. Map by Otto W. Van Tuyl &.Son dated November 20~ 1963. The Board received the layout of the projected Sound Drive in the Greenport area. On motion of Mr. Unkelbach, seconded by Mro Grebe, it was Southold Town Planning Board -3- January 7, 1964 RESOLVED that the minutes of the Southold Town Planning Board dated December 10, 1963 be approved as submitted. Vote of the Board: Ayes:- Mro Wickha~.~, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbacho Mro Wickham advised the Board that all arrangements have been made for the widening of Griffing-Street, $chool~Street Extension and North. Street and all that is now needed is a new map. Therefore a letter was forwarded to the Town Bo~rd advising that a recommendation on the proposed change of zone from "A" Residential and Agricultural District to "B" Business District on the property of (1) William J. Baxter, Jr., and (2) William Jo Baxter~ Jr., Patricia Baxter, Robert-A. Goeller, Jr., Jane P. Goeller and William J. Baxter, Sro will be forthcoming in the near future. Mr. Wickham also reported that Raymond and May met with the Greenport Village Board and Planning Board recently and they feel everything is now in line and the proposal for the Greenport share now meets their approval° Mr. May~advised that he could meet with the Planning Board withln~the~'week and~ma~e an amended proposal an~ the Chairman sUgges~ted ~that this meeting be ~tso held w~th the 701 aPplication and since the Planning Board has been over most of this we feel the Town Board would do well to study it rather carefu!lyand reach some decision. The~ Planning Board is in agreement with it. It was also suggested that the Town Beard might like to invite some of the other members of the PlaNning Board to the meeting on the afternoon Of the 14th. The Board received a proposed layout of property of~the Estate of Thomas F. Daly located on the east si~e of Town Harbor Lane, Southold. Lots have been cut in on the map but not numbered as yet. The lots are shown at an average of 100 by 125 ft. since this proposed subdivision will have public water available. Southold Town Planning Board -4- January 7, 1964 The Board found this layout to be satisfactory with a few minor changes, one being a 100 ft. by 100 ft. at the water. Mr. JosephP. Hoey will appear at the next Planning Board meeting to further discuss this map. Mr. Van Tuyl presented for the Board's attention a prelimina~ymap of "Sterling Homes at Greenport", owned and developed by Christ Stratakis, Steve Moraitis and Emanuel Moraitis. Maphy Otto Wo Van Tuyl &~Son dated October 4, 1963~ and November 4, 1963. This proposed subdivision will contain 17 lots~ all having 124500 sq. ft. or better as there will be public water available. The plat is located on the south side of ManhansetAvenue opposite Anglers Lane~ Greenport. The only suggested change on the map is that~Stratmors'Lane be called Landing Lane as originally proposed. Th~se developers have a filed subdivision on Rocky-Point Road~ East Marion and one of the roads is Stratmors Road. The Board felt a duplication of this kind would not be wise. On motion of Mr. Mois~ seconded by Mro Grebe, it was RESOLVED thatChrist Stratakis~ Steve Moraitis and Emanuel Moraitis be given Preliminaryapproval of their proposed subdivision to be known as "Sterling Homes at Greenp~rt." Map by.Otto W. Van Tuyl dated November 44 1963. vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa~ Mr~~ Grebe, Mro Young~ and Mro Unkelbach. The Chairman nextbrought to the attention cf the Board a suggestion of the Extension Service for a ferry s~rvice from an inlet on the Sound in Southold Town to-Connecticut to facilitate faster transportation of produce to Boston. It was the general feeling of the Board that this would not be wise and the cost would be prohibitive° The next-meeting of the Southold Town Planning Board will be held 7:30 P.M., Tuesday~ February 4, 1964 at the Tov~a Office~ Mai~ Road,~ $outhotd, New York. In the line of future planning the Board discussed the proposed bridge to Connecticut, ferry service to Connecticut and the extension of. the Expressway on Long Island~.
