There were present: Messrs: Archibald~Young, Acting'Chairman, Henry Moisa, Alfred Grebe, William Unkelbach, john Wickham. THERE were also present: Messrs: OttO Van Tuyl~.~Consultant; Howard Terryt Building Inspector; Lawrence Tuthill, Engineer. Lefferts Edson, Esq., and Mr. Schneiderappeared before the Board to discuss the preliminary map ora proposed subdivision to be known as "Eastern shores at Greenport, Section II", map by OttO Van T~yl &'-Son, datedNovember 18, 1964. This property is located on the Middle Road, Greenport, New York, and is an extension of the subdivision "Eastern shores at Greenport; Section I". This subdivision will contain 17 lots of 12,~500 square feet and up. Lenghty discussion was held on thematter of setting aside an area for recreational purposes. When Section I of this subdivision was filed, the subdivider was instmucted to submit a letter of inten~ to the Planning Board, indicating that they .intended to dedicate an area of 100';by 100' on the shore in the next section of their subdivision to the'west, The owners indicated that theywould probably dedicate four acres to the west for the purpose of recreation and beach facilities. On motion by-Mr. Wickham,~ Seconded by'Mr. Moisa, itwas RESOLVED that Mr. Schneider be given approval of his subdivision to be known as "Eastern Shores at Greenport, Section II". This will be preliminary approval~ Map byOtto Van Tuyl &'-Son, dated November 18, 1964. This approval is subjectto a proposal that will set aside an area in the subdivision for recreational purposes. Vote of the Board: Ayes: Mro Young, Mro Moisa, Mr. Grebe~ Mr. Unkelbach, Mr° Wickham. Lefferts Edson, Esq.¢ again appeared before the Board to discuss the preliminary map of a proposed subdivision to be known as "Village Gardens"¢ map by Otto Van Tuyl &'~Son, dated November 23, 1964. This property,~ located in Southold,. is owned and developed by Benjamin and Ira Selv~n,. 74-Wagon Road,~ Rosyln Heights, New York. This subdivision will contain 62 lots of 12~!500 square feet and up. The subdivision will also have city-water. On motion by Mr. Moisa, seconded by-Mr. Unkelbach~. it was RESOLVED that-Benjamin and Ira Selvin be given preliminary approval of their~subdivision to be known as ViIlage Gardens. He felt~that the highway super- intendent might not approve all'the,turn aroundSo The possibility Of the'subdivider securing property from George.Braun; in order to have access to theMiddle Road was briefly discussed° $outhold Town,Planning Board -~-- November 24# 1964 Mr.~.Walter Kapp, Esq., appeared before the~Board to ask that the~requirements for the dedication of a road, in regard to the assessed valuation on the road, be waived for a road 341.75 feet olong on the west side of OaklawnAvenue, $outhold, New Y~rk. The Board viewed the survey by-Otto Van Tuyl &Son~ dated April 1, 1964, revised July 3, 1964. On motion by'Mr. L~kelbach, seconded by Mr. Young, it was RESOLVED that the planning Board recommend to the Town Board that the requirements for the assessed v~lUa~ion required on a road in order to dedicate to the Town, be waived by request of'Walter-Kapp, Esq., on a r~add341.75 feet long on the west side of~Oaklawn Avenue, Southold,: New York. Vote.of the Board: Ayes: Mr. Young~ Mr. Grebe. Mr. Moisa~ Mr. Unkelbach, Mr. Wickham Mr. Julius Zebroski next appeared before the Board. He presented a map of a proposed subdivision to be located.-on Bayview Road, Southold, New York, This subdiv~ision will con- tain approximately 28 lots to be '12,500 square feet~and upe Mr. Zebroski also requested approval of the road~~ Waterview Drive, m road in the subdivision. On motion by Mr. Wickham, seconded by Mr. young, it was RESOLVED that-Julius~Zebroski be given tentative-approval of a proposed ~subdivision to be locatedBayview Road, Southold, New York. It-was further-RESOLVED thatthey layout of the road -WaterviewDrive also be approve. vote of the Board: Ayes:-Mr. Young, Mr. Moisa, Mr. Grebe, Mr. L%akelbach, Mr-.Wickham Mr. Clement'Booth presented his finalapplication for approval ofpla~to the'Planning Board. This subdivision, entitled Melrose Manor, will contain 13 lots of 12~500 square feet and up. This subdivision will have water supply from the Village of Greenport if arrangements may 'be made to extend the water pipes to his subdivision. Southold Town "P~&nning Board November 2.4, 1964 On motion by'Mr~ Wickham~. seconded byMr. Moisa, it was RESOLVED that the Southold Town Planning Board set the last meeting in December, 1964~ as the date for a public hearing on Clement Booth's subdivision to .be known as Melrose Manor, subject to a contract with~ the Greenport water 'Company, and the approval of the County Health Board. ? Vote .of the Board:-Ayes:Mr. Young., M_r. Moisa~ Mr. Grebe, Mr. Unkelbach, Mr. Wickham Joseph P. Hoey and Thomas F. Daly appeared before the Planning Board to discuss the preliminary map of a subdivision to be known as Town Harbor Terrace, map by Otto Van Tuyl and Son, dated November 16~ 1~64. This subdivision is located on Town Harbor'Road,. Southold. It-will contain 15 lo~s of 12,500 square feet and up. There will be a 100 foot turnaround' at Hippodrome C r e e~2~ There was lenghty discussion concerning the turnaround at Hi~i~gdromeCreek. Mr, Wickham made it very clear that~access to ~ippodrome Creek~ was definitely required. This was discussed previously with the parties involved. Mr. ~ickham felt~that to have a turnaround would be no hardships, since there is an over- sized lot on Hippodrome Creek. Mr.~ Daly advised that they had people interested in large lots. Mr. Wickham felt there lwas enough frontage on Hippodrome Creek to require access to the CreeSe Qn motion by Mr. lWiCkham~ seconded by'Mr~ Moisa, it was RE$OAVED that preliminary approval be given to Joseph P.~e@~ and Thomas F.~ Daly on the subdivision to be known -as "Town Harbor~Terrace"w mapby'Otto Vanl Tuyl &~,$on~ dated NOVember 16~ 1964. It Was further RESOLVED that a hearing will be set for this subdivision as soon as ir'meets the requirements of the'Superintendent~of Hi~hways~CountyBoard of Health~ and~there is a contractwith the Greenport.Water ~Company ~Dr'water mains. Young, Mr. Moisa, Mr, Grebe, Mr. Unkelbach, Mr.~Wickham Southold TOWn Pla ng Board -5- Nove~er 24,. 1964 Mr. Wickham brought to the attention of the Board the amount of storm~waters that are wasted and not returned to the land. He 'requested permission from the Board to write to the'~istrict. Engineer and the Departmentof Public Works to express his concern in this matter. On motion byMr~ Moisa~ seconded by-Mr. Grebe, it was RESOLVED that the~Sou-thold Town Planning Board authorize Mr~ John Wickhamto.write to the District Engineer and the Department of Public Works to express concern in the matter of the amount of storm waters that are wasted. Vote of the Board: Ayes:-Mr. '~oung~ Mr, Moisa,'~ Mr. Grebe, Mr. Unkelbach. Mr. Wickham felt that it was necessary to check on the subdividers who had promised to dedicate the roads in their subdivisions to the Town,~ but~have never done anything about dedication. It was felt that a letter should be sent'to these subdividers requesting that they make some dispostion as to what they will do with these roads, and when they-will dedicate to the Town~ Mr. Wickham als0 felt that-no building permits shouldbe issu~in these subdivisions until the roads are in good conditions. ~ On motion by Mrl Wickha~, seconded by'Mr. Grebe, it was RESOLVED that-a letter'be sent to all subdividerswho promised to dedicate roads to the TOWn but ha~e not yet~done so. This letter would require subdividers to make some disposition of What they plannto do about-dedication to the Town within the nextsix months. It was further'RESOLVED that in all cases where the'Planning Boardhas waived performance bonds~bythe statement of the subdivider'~that.they-would dedicate to the Town,i theBuil~ing Inspector is instructed not to issue building permits without the explicit authorization of the Planning Board, pending the inspection of the high~ay by the Planning Board. The Boardbriefly discussed making stronger restriction in connection with the development of waterfront property. - On motion by Mr. Wickham~ seconded by'Mr. Moisa,. it was RESOLVED Thatthe Planning Bra rd notify' the Town Board and the Town Trustees that theyare contemplating a change in the rules andregulations for the subdivision of land inconnection with man-:made canals and that theywill probabtyspecify mininumwidth and depth and m~ximum. Also 'that the' nnder~water lines to these canals be dedicated .to the Town and finally the Planning Board would want the Town Trustees to establish a pier and bulkhead line on suCh man made canals. On motion by Mr. Wickham, seconded bp Mr. Grebe~ it was RESOLVED that the Planning Board favorably.recommend to the Town Board the change of zone from~"A" Residential and -AgriculturalDistrict to "B" Business District on the property or.John M. Rodden as described above. The Board feels that this is an ideal location for a nursing home, .in view of the fact that.access may-be obtained from the'old'Main Road. The Board also feels that this is a mu~%Caneeded used in the Town of~Southold. The Planning Board also recommends to the Town Board that~the properties adjoining this particular piece of property-be xz~ned"B" BUsiness District. Vote of.the Board:-Ayes: F~r. The~i~lann'~ing Board reviewed theapplication for~a change of zone by-the Town Boar~own motion on the property or,cove Beach Estates from "B" Business Distmict'to."A" Residential and Agziculturat District~and from~"B" Business~District~to "M" Multiple Residence. This property'will.be used for a Motel Resort Site, This property is, bounded and'described as follows: ~(See page 11 for desc~tion) Southold Town Pla~ing Board -8- Nov~r~ber 24, 1964 On motion by'Mr.~ Wickham, se~o~db~y Mr. Grebe, it was RESOLVED that the Planning Board recommend to the Town Board the change of zone from "B" Business District to "A" Residential and Agricultural Districtand from "B" Business~District to"M" Multiple Residence on property of'Cove Beach Estates, as herein described. The Planning Board held a lenghty discussion with the president ofCove Beach'Estates and the Supervisor was also present at this meeting to discuss the change of zone. This change of zone meets the approval of all parties involved. Vote ~f the Board: Ayes:-Mr. Young, Mr. Moisa, Mr. Grebe, Mr. Unk~lbach, Mr. Wickham. On motion by Mr. Moisa, seconded by Mr. Grebe, it was RESOLVED that the minutes of-the Southold TownPlanning Board dated 4~htof November, 1964, beapproved as submitted. Vote of the Board: Ayes:-Mr. Young,Mr. Moisa, Mr, Grebe, Mr.'~akelbach, Mr. Wickham. The Board again viewed the mapof the proposed subdivision "Blue Horizons", owned and developedby-CjP,F. Land-Corp. This subdivision is located off the North Road, Peconic, New York. This subdivision will contain 11 lots of 12,500 square feet and up. On motion by Mr. Wickham, seconded by Mr. Young, it'was RESOLVED that t~ative approval be given to the subdivieion to be known as "BLue Horizons", map by'Otto Van Tuyl & Son, dated.October 14, 1964. It.was further RESOLVED that the maps be sent to the'County Planning Board for approval of access on the North Road. Vote of the Board: AYES: Mr. Young~ Mr. Moisa, Mr. Grebe, Mr. ~nk~lbach~ Mr.-Wickham. There was brief discussion in relation to the location ~of the park and playg~Dundarea. On motion by/Mr. Wickham~. seconded byMr. Grebel .it was RESOLVED that a letter be sent to Lefferts P, Edson, Esq., attorney-for'Mr. Schne:ider~ advising himthatthe Board.will approve the s~bdivision to be knownaas Easter~Shores~ Section II. The Board will require two.and.one-half i~) acres of the low area on the west side'of~the new road to be somewhat d~edged and lad scaped~forlpark area. The Board will also require 200- 300 feet of access to salt-water.
