Adoption of Meeting Minutes: · Acceptance of meeting minutes from June 26, 2012 and July 10, 2012 MOTION made by Eric Keil, seconded by Maureen Cullinane, to accept the 6/26/2012 LPC meeting minutes, as revised. Motion carried: 5/0/2 (Lillian Ball and Allan Connell abstained as they were not present at the 6/26/2012 LPC meeting) MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the 7/10/2012 LPC meeting minutes, as revised. Motion carried: 5/0/2 (Maureen Cullinane & Eric Keil abstained as they were not present at the 7/10/2012 LPC meeting) Land Preservation Applications and Inquiries: The members entered into EXECUTIVE SESSION. · SCTM #1000-112.-2-1 8, 2 (MACARI Property) Review status of offer [executive session] Melissa Spiro and Stephen Searl met with Joe Macari, Jr. and Joe Macari, Sr. and informed LPC of landowners' counter-offer and request for a 2 to 4 acre Reserve Area. END OF EXECUTIVE SESSION Melissa explained to committee that this project may be eligible for USDA-NRCS federal grant funding, as a revised project may meet the federal qualifications. Landowners have been notified of the possibility of a grant funding opportunity, including the grant eligibility requirements and need for additional restrictions that may be placed upon the property. The LPC offer that was made to the landowners will expire on August 3, 2012. Committee agreed to let offer expire while they consider new options for moving forward on this farmland preservation project. MOTION made by Eric Keil, seconded by Maureen Cullinane, to direct Melissa Spiro, Land Preservation Coordinator, to commission a revised appraisal on the Marari property reflecting standard federal easement requirements. Motion carried: 7/0 Stephen Searl will meet again to continue negotiations with the landowners. SCTM #1000-55.-6-37.1 & 63.-3-1.1 (MEYER Property) Review inquiry LPC members unanimous in having no interest in moving forward on the amended project application at this time. Addition to Agenda: · SCTM#1001-7.-5-19 (EXXON-MOBIL Property) Stephen Searl gave update on status of Exxon-Mobil property. Exxon-Mobil approved donation of the property to Peconic Land Trust. PLT has retained environmental legal counsel and is working on due diligence of environmental analysis. Greenport Village Board closed its public hearing on this project. It appears that Greenport Village will participate in the Town s conservation easement as 3 party right of enforcer. Applications & Inquiries for Uses or Structures on Preserved Property: · None Stewardship and Management: · Arshamomaque Pond Preserve (Laura Klahre- 7:00 p.m. appointment) Kiosk sign Laura Klahre presented LPC with revised narrative and mapping for Arshamomaque Pond Preserve kiosk signage that incorporated many LPC comments that she had received from the committee members. Discussion resulted in an informative display for the kiosk to be used by Preserve visitors. Laura will prepare final version of signage. LPC recommended that an "Active Rail Road Crossing" sign be posted at the crossing to warn visitors of on-coming trains, as well as adding this warning to the kiosk signage. General Land Preservation Items: · NRCS GRANT STATUS The Town of Southold was recently awarded grant funding on a proposed project application. At this time, the proposed project recipient has been inactive. Melissa will contact landowners' real estate broker as to current status of the LPC application to ascertain if landowners' are willing to pursue farmland preservation opportunity. If landowners are willing to proceed, then Melissa will request that broker and/or landowners attend an upcoming LPC meeting, or have broker present an acceptable design and letter of authorization from landowners that he is acting as their agent on this application. Short time frames will be set in place as Committee needs to move forward on other applications and grant funding opportunities. COMPREHENSIVE PLAN: LAND PRESERVATION CHAPTER Heather Lanza, Planning Director- 7:30 p.m. appointment Planning Director Heather Lanza provided LPC member with a Revised Draft Plan Team (July 23, 20'12) to the Land Preservation Chapter of the Southold 2020 - The New Comprehensive Plan for the Town of Southold that incorporated LPC comments/revisions from last LPC meeting, and separate meeting with the Comprehensive Team and contributing Town personnel. Heather reviewed the revised draft with LPC. Several suggestions were made to further enhance the Land Preservation Chapter. Additional comments can be directed to Heather Lanza via e-mail (heather. lanza(D~town.southold.n¥.us) until August 6, 2012. Heather will meet again with the Committee at its next meeting to be held on Tuesday, August 7th. Readiness of the final draft of the New Comprehensive Plan is now being projected for public review by early to mid-September 2012. Annual Town Board Meeting at Fishers Island: Wednesday, August 8, 2012 Confirmed attendance: Melissa Spiro, Melanie Doroski, Laura Klahre, John Sepenoski RSVP required by Friday, August 3, 2012. Next Regular Meeting: · The next regular meeting will be held on Tuesday, August 7, 2012 at 7:00 p.m. in the Annex Executive Board Room.
