PLANNINC~ BOARD MEMBERS Jehn ~'ickham, Chairman Henry Moisa Alfred Grebe Archib,~ld Youn8 William Unke~bach JOINT MEETING SOUTHOLD TO~/'N" PLANNING BOARD GREENPORT VILLAGE ' PLANNING BOARD APRIL 4, 1963 A joint meeting'of the Southold Town Planning Board and the Greenport Village'Planning Board was held 8.:30 P.M., Thursday, April 4# 1963 at the Town' OffiCe, Main Road, Southold, New-york. There were present: Southold Town Planning Board: Messrs. John Wickham~ Chairman, Alfred Grebe, Archibald Young, and William Unkelbach. Greenport Village Planning Board: Mr. John Sherwood~ Mrs. John Mullen and Dr. Leo Goldin. Also present: Messrs. Lester'M. Albertson, Supervisor,. Robert'.W. Tasker, Town. Attorney and OttoW. Van.Tuyl,. Consultant. Supervisor Albertson introduced Mr, Lee Eo K~oppelman~ Suffolk~County-Planning-Consultan% and Mr. Thorsen. Mr. Koppelman stated that he wo~ld describe the 701 Program. This is a'combined grant.program worked in cooperation with the.local municipality, County~ State and Federal government. It-is designed to carry outcomprehensive plannin~ without financial burden. The Federal government pays two-thirds of the costs the'State on~-sixth and Joint Meeting -2- April 4, 1963 the municipality one-sixth. This program can only be used in municipalities with less than 50,000 population. There are no Federal strings attached; they~do not tell you what to do orhow, however, you must actually accomplish the program. Riverhead is presently starting a 701 Program and Shelter ~sland and East'Hampton are considering it. Mr. Koppelman suggested that consultants with experience in working in communities with basically an agricultural economic base be considered. Several consultants should be interviewed and the Planning boards should go to the towns where these consultants have done work and speak with the planning boards there and find out how their plan is working. There are sixsegments of this program. 1. Existing circulation~ 2. Existing land use; 3. Existing Community facilities; 4. Future circulations the road piCture; 5. Future land use~ how the Town should be developed; and 6. Future community facilities~ such as hospitats~ parks, municipal .facilities,. fire fac'~/~ities~ town hall~ etc. The extension of the Expressway and the future Long. Island- Rhode Island bridge should be kept in,ind. Mr. Koppelman stated that some studies already prepared by the County can be used in this plan to the cost down and to make itpossible to put more time and ,~into phases of-the pr0~ram that are important to the town. It will take almost three to six months for'the application stage a~d about 18 to 24 months drawing the comprehensive plan. The members present discussed the importance of a thorough water.study~and agricultural study. Mr. Koppelman feels this is very important. The next joint meeting of the Southold Town'Planning Board and GreenportVillage Planning Board will be held'7:30 P,i~.~. Tuesday~ April 30, 1963 at the Town Office~ Main Road, SOuthold~l New York,. forthe purpose of further discussinga comprehensive plan.
