SOUTHOLD TOWN PLANNING BOARD
GREENPORT VILLAGE PLANN/NG BOARD
April 30, 1963
A joint meeting of the Southold Town Planning Board and the
Greenport Village Planning Board was held 7:30 P.M., Tuesday, April
30, 1963 at the Town Office, Main Road, Southold, New York.
There were present: Southold Town Planning Board: John Wickham,
Chairman, Henry Moisa, Archibald Young, andWilliam Unkelbach.
Greenport Village Planning Board: Mr. John Sherwood, Chairman,
Bernard Van Popering, Harry. Monsell and Leo Goldin.
Also present: Supervisor Lester M. Albertson, Consultant Otto
W. Van Tuyl and Building Inspector Howard Terry.
Special Guests: Mr.. Richard May, Jr. of Raymond & May Associates,
Planning and Urban Renewal Consultants, and Norman Foote of the Long
Island Agricultural and Technical Institute, Farmingdale.
Mr. Wickham opened the meeting by stating that agriculture
should be the main object in this plan, also we are lo~king for
expansimn with regard to the expressway, etc. Mr. Sherwood stated
that Greenport wants to cooperate with the Town on this plan and
consolidate it.

Mr. May advised that they want the town's ideas and want them
to make suggestions and point out the p~rtinent problems. This
should definitelybs a joint venture between the Town and Village.
Mr. May stated that he is a graduate of Columbia University
and did graduate work at the University of Wisconsin. He has had
extensive planning experience and has worked with some agricultural
towns. He has worked in East Hempstead, Glen Cove, New Haven, West-
chester County, Town of Poughkeepsie, Orange County, Town of Newburg,
New Windsor, Town of Warrwick and several villages.
In working on the plan they will coordinate with the County.
We are part of the Eastern Seaboard Development of 30,000,000 people.
we also need great transportation study. Raymond and May is going to
assist in the Nassau-Suffolk overall plan with the Federal-State Aid
Program. This program is not set up yet, however. Tri-State Trans-
portation will do the transportation studies. Federal funds will be
used and the counties pick up where Tri-State leaves off to do north
and south highways, secondary roads and so forth. They will want local
assisuance and ideas.
Mr. Wickham questioned the Orange County jet port and Mro May
stated there is no real feeling one way or another fr~m the Plan~ing
Board, the Board of Supervisors are in favor, the Chamber of Commerce
is in favor but some farmers are opposed. They have an economic
problem, there are onion farms which are failing. No one can stop
it as it is a State and Federal decision, however, they are planning
to control allof the aspects.
Mr, May feels the land should be classified to put it to the
best use. He said the State and not locality should make the decision
on the overall needs of agricultural output. Mr. Wickham continued
to stress the need for special treatment where agriculture is concerned
and transportation in the east and water in the west as our greatest ~c
problems. Mr. Unkelbach stated that most farmers will sell for a
reasonable price, there is too much agricultural competition. Mr.
May indicated that there are changes in retail and manufacturing
that will change even our ideas some, farming is decreasing. He
further stated that the town will need a special consultant on
agriculture for the master plan. Mr. Foote stressed that he must
keeD some plan for agriculture until it either picks up or fails.
~With regard tO the plan, Mr.. May stated that the maps must come
first, then the land use ~Study (present)$ economy and base and trends;

fiscal study (he showed posters of layout); population study and
trends; housing survey and trends; fiscal analysis and financial
ability; capital improvements; traffic patterns and analysis; business
survey, parking, etc.; community facilities, parks and recreational
areas~ libraries, present and future; traffic study, present and
future proposals, with highway study, present and future proposals;
water, sewage and drainage, study present and future development.
This will take two years plus and need continuous follow-up from
time to time since there are too many unseen things that come up.
There should be a layout of business districts and conservation of
historical sites.
Four tools for a master plan are a revised zoning ordinance,
subdivision regulations, official map and capital budget program.
Mr. May displayed topographic maps in multi-color, land use
maps~ and zoning use maps.

Gensral discussion on the ideas of a master p~an/and a suggestion
was made that we coordinate with Riverhead Town and the County
Planning BOard. There was also discussion on water and sewage
development, wetlands and open space program.
The next joint meeting was set for 7:30 P.M., Tuesday, May
21, 1963 at the Town Office, Main Road, Southotd, New York~
