PLANNING BOARD MEMBERS John ~./ickham, Choirmon l-lznr¥ Moiso Alfred '~rebe Archibald Young ~illiam Unkelbecb JOINTMEETING SOUTHOLD TOWN PId%NNING BOARD GREENPORT VILLAGE PLANNING BOARD May 21, 1963 A joint meeting of the Southold Town Planning Board and the Greenport Village Planning Board was held 7:30 P.M., Tuesday, May 21, 1963 at the Town Office, Main Road, Southold, New York for the purpose of discussing a master plan. There were present: Southold Town Planning Board: John Wickham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young, and William Unkelbach. Greenport Village Planning Board: Messrs. John Sherwood, Chairman, Bernard Van Popering and Harry Monsell. Also present: Supervisor'Lester M. Albertson, Consultant ~Otto W. Van Tuyl and Building Inspector Howard Terry. Special Guests: Messrs. Robert Carlson, David Rodetsky and Adam Krivatsky members of the Brown and Anthony staff. Mr. Wickham opened the meeting by reviewing the position of Southold Town in agriculture (the second in the State), also the shellfish industry, shoref~Dnt, fresh water resources, summer residents and tourists. He feels the most essential is a careful Joint Meeting -2- May 21~ 1963 study of agriculture and water. He then asked the members from Brown and Anthony to explain their qualifications and outline their program. Mr. Adam Krivatsky stated that he has done work in Woodstock area. Bm~ is a P.E. consultant and Dr. Anthony is the head of planning at Columbia. Twelve members of their staff have a masters degree in planning. They have done twenty-five 701 projects in the State of New York and know Mr. Charles Crangte. They have done East Greenbush, Corning and Athens and are now working in'Jersey. They want to work in aesthetics as well as planning. Both Brpwn and Anthony are highway and sanitary engineers. They have worked in foreigh countries as expert special engineers to do highway and water and sewers. Their engineers have contacts in each special field. They showed revised plans of Woodstock, New York and stated they rely a great deal on the people of the community to lay out policies and plans. They hold community meetings once a month and special meetings with officials and planning board members. They feel Wood- stock is the nearest to Southold Town that they have done. Mr. Rodetsky described the development of Woodstock which has a population of about 2000 and is near Kingston and the Thruway. They had subdivision expansion trouble but got control of everything by financing it themselves. The project was done in one year. They held a lot of meetings, of which some ran smoothly and some were rough. They changed roads, had new zoning, large and small lots mixed. There is an artists colony, etc. mixed in farm area. They set up density of p~!pulation~ales and made maps. Topographic and drainage, soil and grade maps, watershed map, wooded area map (special for agriculture an~ location of lumber, etc.) land use map -trans- portation and circulation. They made a special study of assets and problems of the community, utilities and danger spots and gave distribution of suggestions and plans to the public° They prepared a downtown plan with parking, etc. and had a tree map for the streets. Mr. Robert-CarlSon stated that he has been with the Huntington Planning Board for eight years as a consultant and is a landscape architect. He knows all the State and County officials in this rea. Huntington has a population of 150,000 at this time and they did not follow the master plan laid out in 1934. He cited mistakes and future problems Southold can expect. Joint Meeting~ -3- May 21, 1963 Supervisor Albertson asked what other places nearby they have done and Mr. Carlson stated Plattsburg, Painted Post and the City of Corning and towns and villages surrounding it, as well as Atlantic Highlands, New Jersey and Ellenville,New York. They will supply all of the required material of the 701 plan and can specialize study if necessary. Mr. Carlson would do most of the work. Mr. Unkelbach wished to know if the basic fee would cover the water survey cost and he was advised that they can't go too much on one item and they can't do a real study under a 701 program. Mr. Wickham reviewed our subdivision problems and our development to date and stated that water and sewer are too expensive for us. Mr. Rodetsky stated they can have a special engineer do a water survey if $outhold wants it included. Mr. Monsell gave ideas on water and conservation of shorefront and woodland areas. MR. Rodetsky described the 702 program where the government loans funds for study and engineering for utilities (water and s~ewer). There was a general discussion on water supply and distribution systems. Mr. Sherwood asked for everything they could give under the 701 plan and the cost. Mr. Rodetsky explained the entire~program. (This is the same as Raymond and May described.) They advised they would supply a proposal based on the studies the Town would want. Supervisor Albertson advised of our problems and stated they expect the agency who does the work to give an intense study and competent results are expected. Southold needs updated zoning and growth plans and expanded ideas of increasing lot sizes, and other means of hO~gdOWn population expansion and density of occupancy, etc. Mr. Rodetsky advised that BT~n and Anthony can supply competent personnel and will cooperate oneverything required in the Town as far as 701 will go. They can do extra work for ~ fee. They gave a list of the places they have worked and advised Southold should contact them for references, They will sen~ a complete proposal.
