July 16, 1963
A joint meeting of the Southold Town Planning Board and the
Greenport Village Planning Board was held 8:30 P.M.~ Tuesday, July
16, 1963 at the Town Office, Main Road, Southold, New York.
There were present: Southold Town Planning Board: John
Wic~ham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young,
and William Unkelbach.
Greenport'Village Planning Board: John J. Sherwood, Chairman~
Bernard Van Popering, Harry Monsell and Leo Goldin.
Also present: Otto W. Van Tuyl, Consultant, Howard Terry,
Building Inspector.
Special Guest: Mr. Sullivan, Graduate student from Rutgers
University.
Mr. Wiekham opened the meeting and introduced Mr. Sullivan who
is a graduate student at Ru~gers University and is with the Suffolk
County.Planning Board studying agricultural zoning in~.the eastern
five townships and is going to write his thesis on this subject.

Mr. Wickham reported that he had received a letter from the
New York State College of Agriculture, Cornsll University, Depart-
ment of Rural Sociology, who stated that they would like to visit
Southold Town relative to making a study of the area and could not
do this before the early part of October.
He also reported that he has spoken with Bob Rosa of the New
York State Water Resources Board relative to a study in this County
and Mr. Koppelman of the County Planning Board advised that they
would ask that Southold Town Be the first town to be studied.
Mr.P Wickham also spoke with ~alcolm Pirenie, Engineers, who
will be in Southold on Friday for a conference, relative to the
water resources survey for Raymond and May and they will give an
estimate for the job.
Mr. Wickham advised that he wants to get as much as possible
in surveys from all agencies possible. He read the Brown and Anthony
proposal and supplied Greenport Village with a copy of same.
Discussion was held relative to ~oil Conservation District
for Long Island. The Soil Conservation District would do a new
soil map and Southold Town will probably be the first area to be
done. The last map was done in 1928 on a small scale. Mr. Sullivan
advised that the present soil map is not too accurate and is incomplete.
Dr. Goldin stated that we must speed this plan up as rapidly
as possible as we are being overrun. Mayor Levine stated that
Greenport was the first to use zoning and land use for the Village
over 12 years ago supplied~by Suffolk County-Planning Board, and
this service was used because it was found to be the cheapest. He
spoke about the proposed bridge from Orient stating that we need
a super-highway to take care of it. We have no time to waste.
Mr. Wickham stated that representatives of the Department of
Commerce have been here but unfortunately not on a serious study.
Mayor~Levine advised that the proposed atomic plant is a real
possibility as they.now have a new plan and site. The charge~ for
the waterproduced by this salt water conversion unit~would be 30¢
per thousand gallons, electricity will be 2¢ per KW; ~the Village
offered 20¢ per thousand gallons for water and 1½¢ for electricity.
The plant will be partially financed by ~onds. The village is
pushing their planning on this project as fast as possible.

Mr. Wickham stated that the Planning Board of Soutbold Town
feels it is necessary to speed this up also. There was a discussion
relative to the lot sizes in the Town, 12,500 sq. ft., 20,000 sq. ft.
and 2 and 3 acre zoning. He stated that more than half of the farms
want to sell land. The agricultural outlook and income Was reviewed
and the letter from Raymond and May.was read.
Discussion was held on water authority and geological surveys
with maps and reports.
Mayor-Levine spoke on a development corporation to do industry
and residential for personnel.
Mr. Wickham asked whether an opin±~n ~hould be expressed on
the bridge to Connecticut, as to what the best route would be, but
it was suggested that maps ~nd plans be acquired and nothing else
be done for the time being.
Another joint meeting will be called upon receipt of the
proposal from RaY~a~ond and May.
Meeting adjourned at 10:00 P.M.
