There were present: Messrs. John Wickham, Chairman, Henry Moisa,~ Alfred Grebe, A~.~hibald Young.,~ and William Unkelbach. .Also present: Messrs. Howard Terry, Building Inspector and Rod Van Tuyl appearing for Otto W. Van Tuyl, Consultant. The Chairman opened the hearing by reading notice of hearing~. affidavit attesting to its publication in the official newspaper ann letter from the Highway Superintendent. THE CHAIRMAN: Is there anyone present who wishes to speak in opposition to the proposed subdivision? (There was no response.) THE CHA~: Is there anyone present who wishes to speak in favor of the proposal? MR. HAROID REESE appeared in favor of the application. (The Board discussed the final map and found it to be in order.) THE CHAIRM3kN: If there ~ nothing further to come before this hearing.and in view of the fact the applicant has met all of the requirements I will declare thehearing closed. Beech of Mattituck~ New York relative to a change of zone from "A" Residential and Agricultural District to "B" Business District-on certain property situated in Mattituck~ New York~ with instructions to prepare an official report defining the conditions described in the petition and determine the area so effected with the recommendation of the Board. Southotd Town Planning Board -5- August 14, 1963 The. applicants state the reason for the requested change is for the purpose of operating a riding academy on the premises° The Board examined the map by Otto W. Van Tuyl & Son dated October 19~ 1962 which appeared in the file and discussed the character of the area. On motion of Mr. Grebe, seconded by Mr. Moisa, i t was RESOLVED that the Plannin~ Board recommends favorablyto ~e Town Board the the property of Carl Henry.Besch and Ethel R. Besch he.changed from "A" Residential and Agricultural District to "B" Business District° It is further~RESOLVED that the Planning Board recommends that the Town Board on its own motion zone "B" Business the property on the north side of Main Road from the westerly side of property of C. A. Price & Co..,~ Inc.,. presently z~ed'"B" Business~. to the ~esterly side, of the property of William Maston adjoining a private right-of- way. This property~should be zoned the full depth tothe property of the Long Island Railroad Company. In view of the fact Henry Kersnowski has requested that he be included in this change of zone, and he presently ope'rates a non- conforming farm stand on his property~ it is the opinion of the Plan- ning Board this entire area should be zoned"B" Business. This area on the northerly side of Main Road~. Laurel~ is fast becoming a commercial area and should be zoned correctly for that use. Vote of the Board: Ayes:- Mr. Wickham~ Mr. Moisa~. Mr. Grebe~ Mr. Young.~ and Mr. Unkelbach. On motion of Mr. Mc~a,~ seconded by Mr~ Young~ it was RESOLVED that the minutes of July 16, 1963 be approvedas submitted. Vote or'the Board: Ayes:- Mr. Wickham,. Mr. Moisa~ Mr. Grebe~ Mr. Young, and Mr. Unkelbach. Planning Southold Town/Board -6- August 14, 1963 Mr. Van Tuyl presented to the Board the final map of "Stars Manor" atEast Marion,. New york, and advised that the map is now ready for the final hearing. The last detail is the report of the Highway-Superintendentwhich 'will be secured by Mro Costas Stars~ attorney. On motion of Mr. Moisa, seconded by Mr. Young, it~was RESOLVED that the Planning Board set 7:30 P.M.~ Tuesday, September 17,~ 1963,~ TOwn Office, Main Road, Southold, New York, as time and place for hearing upon the question ofapproval of the following plat: Plat-of.property owned by'Costas Stars~ entitled "Stars Manor~" cons&sting of a parcel of land of 17.50 acres, s?it~wa~d atEast Marion, Town of~Southold, Suffolk-County~ New York~ and bounded and described as follows: Bee page 9 for legal description.) Vote of the Board: Ayes:- Mr. Wickham, ~Mro Moisa, Mr~ Grebe~ Mr. Young,~ and Mr. %~nkelbach. Mr. Young brought up the point before the Board that~he felt alt future proposed business~reets should be 70 ft. in width to allow for parking on either side and sufficient room for two cars to pass. The Board was inclined to agree with Mr. Young and kept that point in mind in connection wfth ~he~next. application. After reviewing theaforementioned petitions the Board,. on motion of Mr. Moisa, seconded by Mro Young RESOLVED that the matter be held for:the next-meeting of'the Planning Boardand in the meantime the BOard would~meet~with MOnsignor Brennan and Wiltiam J. Baxter relative to widening~ straightening Grilling-Street. The BOard feels the road ShOuld be 60 ft. or 70 ft. wide. The' Chairman advised that he owns property in the area and he would also be willing to give up 10 ft. additional towiden the road. Southold Town Planning Board -8- August 14, 1963 A letter was forwarded to the Southold Town Board advising that the matter is being held for the September 17th meeting so that the Board may~meet-with Monsignor Brennan~ and Mr. Baxter. The next meetihg of the Southold Town Planning Board will be held 7:30 P.M.~ Tuesday~ September 17, 1963 at the Town Office, Main Road, Southotd~ New York. ~he Board received a bulletin from the Suffolk-County Health Department WhiCh states in part that after January 1~ 1965 public sewage facilities will be required for all realty subdivisions. The Chairman stated that he had received a letter from Malcolm Pirnie giving a report on the ground water resources in theTown cf Southo~b~ the State Water Resources Commission which he found very interesting. They plan to have Mr.~Whitlock meet with the Board in'the near future to discuss this subject further. Correspond- ence was also ha~ k~ theChairman and Dr.- Olaf~Larson, Head of the Department of Rural Sociology at-Cornell. Dr., Larson and Mr. Howard Conklin propose toVisit~with the Planning Board in early. October to get a first'hand understanding of the situation. In September Mr. Wickham will meet~with:the Director of Cornell University~ W. K. Kennedy. The dates of October 15th or 22nd were suggested for meeting with~Dr.~ Larson and Mr. Conklin. The Board briefly discussed the forthcoming budget for 1964. It~ras felt an increase in the salaries of the Planning Board would be in order since a great deal of work lies ahead in the formulating of the Master Plan. It.was further felt Mr. Grebe should be compensated slightly~hiqher than the others be-cause of his difficulty in traveling to and from FishersIsland for the Planning Board meetings. should be revised because dedication cannot be,accomplished wi~ the regulations the way they. are now. Further, construction methods should be revised and standardized for all subdivisions. The proposed sand pit ordinance was briefly discussed.
