The existing, developed site has been historically improved with and supported and protected from flooding and erosion by a bulkhead, and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead and construction of the extended retum, the subject property would be exposed to severe erosion, flooding, and damage to the residential stmctures located thereon. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III -Policies Pages 8 through 16 for evaluation criteria ®Yes ? No ? Not Applicable All work will occur landward of an existing bulkhead, and at completion of constmction, the proposed return will be buried and the disturbed portion of [he embankment restored and replanted with native vegetation. The return will only become exposed if the severe erosion occumng at the adjacent property continues unabated and unmitigated, in which case the retum would serve its intended purpose of protecting the subject property from being avulsively eroded and undermined along its northeasterly property line. The structure would otherwise have no interaction with the adjacent waterway or beach and will have no adverse impacts thereupon. The project will therefore employ the minimum stmc[ural measures necessary to protect against the potential loss of the embankment, the site's natural protective features, and will vegetatively restore and protect [hat embankment in the meantime. The project is therefore consistent with Policy 4. Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold.
