A new maintenance contract will be issued to Lopez for a three year duration at no increase for the three year duration. (The contract price has increased over the previous three years. A towing contract has been issued to a towing contractor located in Riverhead who will tow cars that do not display a PBF sticker. Fee to recover a car will be about $235. Cars will be towed after the first offense has been recorded. Pebble Beach Farms Lot Owners Association. • Minutes Of Annual Meeting Saturday, August 6, 2011 Lopez is also to have snow removal contract for the coming year. Tony also mentioned that Kieth Baker, Board member and chief of the EMFD, requested members' have house numbers on both sides of their mailbox so emergency vehicles can see the number from either direction. Kieth also suggested that members keep driveways clear of snow and foliage so that they are accessible to emergency vehicles. TREASURER'S REPORT: Edward Hayward Lot424 - questioned who is authorized to sign checks for PBF. Response: Tony Vivona, Barbara Teepe and the treasurer are authorized at the bank to sign checks. This is updated each year. Edward Hayward, Lot#24 - also suggested snow removal be billed per amount, not on a flat fee. Michael Sande presented a summary of the budget and expenses for the current fiscal year, attached. A surplus of $11,000 from the fiscal year budget is expected. Two categories were over budget, maintenance and the annual barbecue for a total of $1255 which is taken from contingency. Total in all accounts is $ 182,576.54. Revenues collected for the year reflect one member who has not yet paid dues. Legal proceedings have been initiated to place a lien on the property. A summary of the revenues collected and projected is also attached. George Tsavaris, Lot 4111 - Requested projected bank balance at the end of the fiscal year. Projected bank balance is $136 George also questioned how the surplus is reflected in the summary and that the surplus is being treated as revenue. Response: The surplus is being returned in the form of a lower assessment. The question was deferred, since the bottom line is the same. The surplus for the fiscal year was then explained. Stella Lagudis, Lots 128 & 129 - Questioned how the contingency amount was determined. Response: The method used to determine contingency was reviewed. The contingency will be reflected in a lower assessment. Abe Cohen, Lot497 - Questioned spending money on a landscape architect. George Tsavaris, Lot 9111 - Questioned that the insurance bill is for the next fiscal year, but paid for in August. Response: The insurance bill has been is received in August, it is included within this fiscal year, as in past years. MAINTENANCE COMMITTEE REPORT: The majority of maintenance is covered under two contracts: one with Lopez for general maintenance and one with Blue Water for the irrigation system. Other work not in the contract included removal of broken branches, trees and dead animals. Completed trimming of the swales and the entrance to the beach parking lot. Additional work to be done includes removal of dead trees at the beach entrance and on the Main Road, and trimming the swales on private lots. We have requested a proposal for new drip lines at the trees on The Long Way. The five year project for roadway resurfacing has been completed. Received bids for the general maintenance contract for the coming year, and bids for repair of the new tennis court and to replace the bocce court. The Board also received preliminary bids for the beach entrance area to replace the steps and retaining wall. Cost of the landscape architect was taken from the maintenance bud Joanne Paladino, Lot#18 - Questioned why grass on The Long Way was not watered. Response: The irrigation system has not been turned on because it increases the number of cuttings required and incurs additional cost. Richard Trowbridge, Lot438 - Suggested that irrigation on the Long Way be turned on ensure survival of the trees, that they are under stress. Mary Kontothanassis, Lot461 - Question why there is a budget for the bocce court which no one uses. Response: The current court in its present state is unusable. Marion Pecora, Lot #15 - Questioned why the shrubs at the beach were removed. Response: This was done during a previous year and the shrubs were replaced. George Misthos, Lot#51 - Questioned how much property is east of retaining wall. Response: The survey shows approximately 8 feet and shows that the retaining wall is on PBF property. Stella Lagudis, Lots 128 & 129 - Asked if there is any recourse for cutting swales on undeveloped lots. Response: The swales are only trimmed on PBF property, about 12 feet from the pavement, so there is no way to seek reimbursement. Mark Warfal, Lot# 130 - Requested that poison ivy at the tennis court be eradicated. Response: This will be done as soon as possible. Jane Marlowe, Lot# 80 - Informed the Board that there is a wasp nest near basketball court that also needs to be eradicated. GRIEVANCE COMMITTEE: One grievance was received regarding damage to a lot owner's mail box. The lot owner was asked to take this matter directly to the contractor. There were also complaints of flooding at the end of The Strand and on The Short Lane. The budget includes a new catch basin for The Strand. Carol Wirtz Lot#22 - Informed the Board that flooding occurs on The Crescent Cul-de-Sac, which needs to be addressed as soon as possible. \ Response: A second catch basin will be added to the work planned for next year. Mike Bellero, Lot#110 - Discussed catch basin problems on The Strand. PROPOSED BUDGET 2010-2011: Artie informed the members that any collection fees for the unpaid assessment are covered by the lot owner and not passed on to the members. The proposed budget was presented and is attached. Abe Cohen, Lot#97 - Suggested that any guards hired for security have proof of liability insurance. George Tsavaris, Lot #111- Asked for breakdown of maintenance items. Response: The basic contract is about $23,000 to $24,000, what makes up the difference. Bob Abbott gave examples of expenses not included in the Lopez contract which were incurred during the year. The Lopez contract increased by $3,000 per year and will be maintained at the new price for the next three years. Bob Abbott summarized bids and options for beach entrance. Four bids were sought and three bids received which indicate that the proposed budget is reasonable. The retaining wall was priced as railroad ties, interlocking blocks and boulders. The stairs were priced as railroad ties and gravel, or stone and polysand. A final selection will be made after additional meetings with the contractors later this year. The Board recommends a 2 year special assessment as proposed which will produce $61,490 over the two years. Abe Cohen, Lot497 - Claims Costello Marine was asked not to bid. Response: Costello received bid documents and will again be asked to furnish a bid. Abe Cohen, Lot497 - Claims there are pot holes that need to be repaired. Gina Cinelh, Lot#63 - Made a statement that although the economy is not good, our home values will be retained by keeping up appearances within the community. We should not be looking to reduce amenities in the community, but we should maintain the beauty of our surroundings and keep up the value. George Tsavaris, Lot 9111 - Suggested that the assessments should have been shown based on the full fiscal year budget with the surplus applied separately. Response: The difference in the presentation results in the same bottom line. Anthony Paladino, Lot418 Suggested that the guard rails at the beach entrance should be changed. Response: This would be part of a future beautification project for the beach entrance. The first priority is the repair of the steps and retaining wall. Mary Kontothanassis, Lot461 - Requested that pine cones and debris on stairs be cleaned. Richard Trowbridge, Lot#38 - Suggested that the beach renovations include consideration for handicapped accessibility. Response: Although complete access may be impractical, accessibility will be considered in the design. Joan Beletsis, Lot 4134 - Suggested using the vehicle ramp for handicapped access. A general discussion ensued regarding requirements for accessibility as part of the proposed stairway at the beach entrance. The requirements are uncertain at this time, but will be investigated as part of the design. Ken Meyer, Lot#29 - Asked if the estimate includes a new railing on the beach stairway. Response: Yes. It was suggested that irrigation should be considered as part of any beautification of the beach entrance. The current scope of work proposed for the stairs and retaining wall does not require any irrigation. Richard Trowbridge, Lot#38 - Asked what the demand for use of the tennis and bocce courts. There are town facilities in the area that could be used. Response: About 5% usage is estimated, but these are community assets and need to be maintained. Richard Trowbridge, Lot#38 - Asked about cost of a security guard and hours of work. Response: An active off-duty Southold policeman would be $20/hr. The hours of patrol have yet to be determined, although patrols are being considered for weekends. Richard Trowbridge, Lot438 - Suggested the Board consider patrols on weekdays, as well. Response: The guard would be patrolling the common areas of the community. Spiro Beletsis, Lot4134 - Suggested that Seps should be asked to fund items within PBF due to the value of the land rented to the family. Bill Austin presented a summary of the funds collected and expended for the road resurfacing and catch basin project, attached. MOTION: A motion was made by Shelia Abbott and seconded by Joanne Cordano to vote on the proposed budget. Voting was 65 in favor, 8 opposed. Motion carried. Bob Abbott presented a proposal which would allow completion of the entire beach entrance project in the spring of 2012. The proposal would allow funds to be borrowed from savings and repay with the special assessment from the second year. This would result in an overall savings to the community. George Tsavaris, Lot #111 - Stated that the proposal should have been included in the meeting agenda. Response: Although this point is valid, the overall budget does not change. George Misthos, Lot#51 - The proposal should result in a lower second year assessment. A brief discussion took place about the relative benefits of the proposal and alternative voting options. MOTION: A motion was made by Richard Trowbridge, Lot#38, and seconded by Ronald Ribaudo, Lot#114, to take a vote on the proposal. Additional discussion was allowed prior to taking a vote. George Misthos, Lot451 - There is no actual reserve fund, just our savings capped at $118,000. George Tsavaris, Lot #111 - Suggested that not having the proposal announced in the agenda sets a bad precedent. Additional discussion took place regarding the proposal. Stella Lagudis, Lots 128 & 129 - Suggested that although there should have been two budgets presented, there is a motion available for a vote. MOTION: A motion was made and seconded to table the original motion (motion to complete the beach entrance project in the spring of 2012 and fund the project partially from savings). Response: Proxies are issued in conformance with the bylaws This matter was brought up in the past and changes to the existing policy were rejected. Stella Lagudis, Lots 128 & 129 - Asked what is the board doing about boats and RV's in driveways. Response: One of the issues is being resolved through the sale of a house. Abe Cohen, Lot#97 - Suggested term limits for the Board members. NEW BUSINESS No new business was discussed.
