A regular meeting of the So~thold Town Planning Board was
held 7:30 P.M., Wednesday, March 7, 1962 at the Town Clerk Office,
Main Road, Southold, New York.
There were present: Messrs. John. Wickham, Chairman, Henry
Moisa an~Archibald Young. ' '
Absent: Messrs. Alfred Grebe, due to weather conditions,
andWilliam unkelbach.
PUBLIC 'HEARING: On the question of approval of the following
plat: 1%' plat-of property owned by Greenway'Realty Corporation,
entitled Green Acres a% Orient, consisting~of a parcsl of land of
approximately'.3~60 acreS, situat~dat'Orient, in the Town of
So~thold~ Suffolk County~ New York, and Bounded and described as
follows:
Beginning at.a monument on the northerly line of State Road
at the' Sout'neasterly corner of land of Orville.Terry, running thence
along said land of"Orville Terry-three courses, as follows: (1)
N. 05°30'I0"W. 768~39'feet; thence (2) S.82~24"00"W~i 419~50 ~fe~t;
thence (3) N. 09o24'~00"W, 1829.00 fe~t to Long Island Sound; thence

along Long Island Sound two courses, as follows: (1) N. 68°30'20"E.
550°00 feet; thence (2) N. 65°54'20"E. 193.14 feet to land of Irving
C. Latham; thence along said land of Irving C. Latham S.06°48~10"E-
2726.57 feet to the northerly line of said State Road; thence along
the northerly line of said State Road S.68°42~50"W. 239.16 feet to
the point ofbeginning.
The Chairman opened the hearing byreading legal notice of
hearing and affidavit attesting to its publication in the official
newspaper.
T~E.iCHAIRMAN: Does anyone wish to be heard in opposition to
this subdivision?
(There was no response.)
T~E CHAIRMAN: Does anyone wish to be heard in favor of this
subdivision?
.MR. GRAFiL ICH:
THE CHAIRMAN:
I wish to see it approved.
What are your plans for dedication?
MR. GRAMLICH: I plan to dedicate the roads within three months.
THE~CHAIRMAN: We have not yet receiveda report from the
Superintendent'of Highways as to the condition of the highways.
If this subdivision is approved it will be pending the approval
of the Highway ~Superintendent.
THECHAIRMAN: Since there is no one present who wishes to
say anything else in regard to this application for a subdivision,
I will declare the hearing closed.

Lefferts Edson, Esq. appeared before the Planning Board to
discuss final approval 'of"Oakridge Hills at~Southol~$ owned and
developed by Southold Builders, Inc~, 23Wayne Drive, Plainview,
New York. This proposed subdivision is located on the west side

of Horton Lane, Southold and contains 10 lots, each containing
over 20,000 sq. ft. Tentative approval was granted on May 10,
1961.
After discussion layout of the roads in connection with future
development of the area, Mr.~Edson was advised that a date for
public hearing would be se~~ for the next regular meeting of the
Planning Board which will be sometime in April.
Mr. Edson next spoke informallyto the Board relative to an
application to be made to the Town Board by Fay 8pera, 196-28
Northern Boulevard, Flushing 58, New York, for a change of zone
from "A" Residential~and Agricultural District to "B" Business
Distr~ct on lots 187, 188, and 189, "Map of!Pecon~c Bay Estates,
Amended Map A", total size 150 ft. on Main Road and 125 ft. on
Pipes Neck Road, Arshamomaque. Mrs. Spera desires to conducta
reta±t business on the premises which will consist of the sale of
marine artifacts and related items.
Th~ Planning Board advised Mr. Edson that it is unlikely that
a chan~ge' of zone would be granted on such a sm~ll area. However
the Board discussed the development of this particular area with
relation to an extension of the "B" Business zone from the golf
drivin9 range to Kerwin Boulevard.
On motion of Mr. Moisa, seconded by Mr. Young, it was
RESOLVED that the Planning Board recommend to the Town Board,
on the Town Board's own motion, changing from "A" Residential and
Agricultural District to "B" Business District~all property'situated
between Kerwin Boulevard and the Golf-Driving Range on the south
side'of Route 25, ~rshomamoque.
Between Kerwin Boulevard and Pipes NeckRoad it is suggested
that the depth of this ,,B- Business'Districtlbe to the railroad
property, and between Pipes Neck Road and the Golf Driving'Range
the depth be the same as the GolfDriving.Range Business District.
The entire north side of Route 25 in this area is zoned "B"
Business and the~Planning Board feels it is good planning to zone
the property on'the south' side of the road "B" to ~conform..Also,
t_here are several non-conform~ing businesses'now in existence on the
south side Of the road and it is believed there will be applications
made in the near future for-rezoning to "B" Business by some of the
property owners.

The'Planning Board discussed a possible amendment to the
Rules and Re§ulations for the Subdivision or'Land whereby they
would require a copy of the highway layout and profile maps to
be filed with the subdivision map when highways in a subdivision
are to be dedicated to the Town of 3South0'ld~' The Board also dis-
cussed an amendment whereby it would be mandatoryfor a developer
of ~subdivisi0n with waterfront property, to provide a 100 ft. by
100 ft. area fronting on the water.
The Planning Board also discussed dead-end roads in sub-
divisions and a Ietter was forwarded to Supervisor Albertson
stating that the Planning Board feels there should be some clarif-
ication on the subject. The highway specificatiOns call for 100
ft. turn-around for alt dead-end streets, however the Planning
Board has occasionally approved highwaylayouts in subdivisions
with what might~be called a spur, namelyla 5 0 ft. highway one
lot in depth which we have requested the developer to make available
at a specific location to connect.up with the highway system of
another development which-we felt certain would be commenced in
the near future. The~real problem arises only if~the Planning
Board approves a subdivision with such spur roads and the Town
Board refuses to accept dedication without the 100 ft. turn-
around. This means that the developer'only dedicates the primary
road system and leaves the very shortspur to be dedicated when and
if the adjacent property is develg~ed~ It would seem more business-
like to the Planning Board for the TOWn to accept dedication of
these spurs even though the road is not cut. through so that when
the adjacent property is developed it will be unnecessary to
reopen the whole problem and have a separate dedication for each
one o~ these spurs.
On motion of'Mr. Young, seconded byMr. Moisa, it was
RESOLVED that the minutes of the meeting of February 6, 1962
be approved as read.'

RESOLVED that the~Planning Board forward a letter to

Mr. Henry Gallien, Jr., Director and Mr. John F. Deming, Regional
Manager, Bureau of Industrial Development, State of New York,
Department of~Commerce, Albany, New York, expressing our 'Sincere
thanks and appreciati0~ for their appearance at Custer on February
17th.
Mr. Young and Mr, M~isa reported that they had investigated
the sa~d pit referred to in an affidavit by Leander B. Glover,
Frank J, McBride and~Leander Glover, Jr. as'having been in operation
continuously from the time before the Town Sand Pit and in the last
ten years' the san~ pit,located in .the woods. They found that this
sand pit has not been actively used in recent years.
A letter was forwarded to Mr. Glover, Mr. McBride and Mr.
Glover, Jr. stating the findings of the committee and suggesting
that they consider making application for a "C" Industrial District
on the property referred to. It is believed the~Planning Board
would look favo~rably upon such an application.
The Planning Board received a letter from H. Mo Bishop,
Commissioner of the Suffolk-CountyDepartment'of Publ'ic Works~
Yaphank~ requeslting 'a map showi~g~the location-~0f ed
new road in'relation to the culvert and New ., mentioned
in the Planning Board~s letter of January-16th.- Mr. van Tuyl
supplied maps of the proposed road (Charlie~s Lane)and the culvert
to 'the Planning Board to be forwarded to the Department of Public
Works. ~
The Planning Board received from the Board of Appeals map of
property Of-W° Harry Lister for consideration for a possible sub-
division.
After examining this map and discussion held on same, it was
on motion of~Mr~ Moisa, seconded by Mr. Young that it was
~E$OLVED that~ ~he Planning Board recommend to the Board of
Appeals~that under the~preSent layout of property of~W. Ha~rry
"Lister if a central water'sUpply system were used for all lots
the plan would be satisfactoryand the Planning Board recommends
that variances be granted on the lots with reduced frontage.

The Planning Board received a letter from the Board of
Appeals in reply to the Planning Board's letter regarding conform-
ing and non-conforming signs. The Board of Appeals assured the
Planning Board that they will do their best to effect a smooth
transition after the five year period of grace has expired.
The~Planning Board received from the Town Board a resolution
cover$~ng proposed amendments to the Building Zone Ordinance and
requesting that the Planning Board make an official report to the
Town Board. The proposed amendments are as follows:
t. By amending the Southold Town Building Zone Ordinance as
follows:
I, By amending Article III, Section 300, by inserting~therein
a new subdivision to be subdivision lA to read as follows:
iA - Two (2) family dwellings, when authorized as a
special exception by the Board of'Appeals 9s hereinafter
provided.
II.' By amending Article III, Section 300, Subdivision 7 to
read as follows:
~.7 - Accessory buildings, including one (1) private garage,
when such accesso~y~3buitdings are located in.the rear
yard, or a private garage within or attached to the dwelling.
III. By amending Article IV, Section 408, subdivision (b),
subsection 2 to read as follows:
2. Exceed in width one hundred (100) percent of the
horizontal measurement of such watl~
IV. .By amending Article IV, Section 408, by inserting therein
a new subdivision tO'be subdivision (c) to read as follows:
(c) ROOF SIGNS - In lieu of a wall sign authorized
by the preceding subdivision~ (b), a roof sign~sball
be permitted provided that the same is attached to
or incorporated in a roof, which sign shall advertise
only the'business conducted in the building ~upon which
it is attached, and provided that'such sign does not:

1. Exceed 'two (2) square feet in total area for
each lineal foot of such roof~ and
2. ~Extend above the highest point of the roof in
t~e~ case of a pitched roof, and in all othe~-~ases
exceed two (2) feet six (6) inches in height above
the highest point of the roof, and

By amending Article VII, Section 705, to read as
SECTION 705 - For each application O~lAppeat to the
Board of 3Appeals as hereinafter provided, there shall
be a fee of five ~ollars ($5.00) accompanying the
Application or Appeal.
.On motion~of Mr- Young, seconded by Mr. Moisa it was
RES~VED that the Planning Board recommend to the Town Board
all of the proposed amendments as cited in the resolution of the
Town Board dated March 6, 1962.
The Planning Board feels that these proposed amendments to
the Building Zone Ordinance are in the best interests of the
Town of Southold.
Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, and Mr.
Young.
The next meeting of the Southold Town Planning Board will
be a closed meeting for the purpose of discussing planning
problems and master drainage plans, and will be'held 7:30 P.M.,
March 20, 1962 at the Town Clerk Office, Main Road, Sou thold,
New York.
GREENACRES: A report from the Highway Superintendent
relative to highways in Green Acres eould'not be~ obtained prior
to the Ma~ch 20th meeting therefore the Board decided to take
the matter up a~ain on the 20th. See minutes Of that date for
final approval of Green Acres Subdivision.
