A regular meeting of the ~:$outhold Town Planning Board was held
7:30 P.M., Tuesday, September 4, 1962 at the Town Office, .Main Road,.
$outhold, New York.
There were present: Messrs. John Wickham, Chairman, Henry Moisa~
Alfred Grebe, Archibald Young, and William Unkelbach.
Also present: Mr. OttoW. Van Tuyl, Consultant, and M_r. HoWard
Terry, Building Inspector.
PUBLIC HEARING: On the question of approval of the following
plat: 1. · Plat of property owned by George H. Fleet-Estate,.
entitled EastwoodEstates, consisting of a parcel of land of~appr'ox-
/mately 7.87 acres, situated at<Cutchogue, in the Town of Southold,
Suffolk County, New York, and boundedand describedas follows:
Beginning at a monument on the northerly line of !South Cross
Road 175 feet. westerly along said line from the westerly line of
Fleet~s Neck Road; thence along said northerly line of' South Cross

Mr.~Wickham did not part~icipate in this heaming as he is
interested in this property. Mr. Young, Acting .Chairman, opened
the hearingby reading legal notice of hearing, affidavit attesting
to its publication in the official newspaper and letter from the
Superintendent of Highways stating that he has inspected the roads
and att his stage find thatthey are being constructed in compliance
with the Highway Specifications of the Town of'Southold.
ACTING CHAIRMAN: Is there anyone present who would like to
speak in favor of this subdivision?
JOHN 'OmKEEFFE, ESQ.~ Riverhead: I appear for the Fleet'~Estate
in support of this subdivision and say we wish you would see fit
to approve ito
ACTING CHAIRMAN: Does anyone wish to speak in opposition to
this proposed subdivision?
(There was no response.)
MRo JOHN'WICKHAM: I have talked with superintendent of Highways
Price on this and he says that in order to have the Town accept
dedication of the highway-it would be necessary to have some arrange-
ments made for drainage.
ACTING CHAIRMAN: I think we can grant this and stipulate that
~adequate drainage will be required by the Super~endent of Highways.

WHEREAS the Superintendent of Highways of the Town of!Southold
has inspected the highways and found at this stage they are being
constructed in compliancewith the Highway Specifications of the
Town of Southold, and his report is hereby approved by the Planning
Board, and
WHEREAS theSouthold Town Planning Board,. pursuant to due notice
thereof~, held a public hearing on the matter of approval of tbs plat
at which time all interested persons were given an opportunity to be
heard, and
WHEREAS the Southold Town Planning Board waives the provisions
in the Rules and Regulations for the'Subdivision of~Land requiring
park and playground area or cash equivalent;

With relation to "Eastwood Estates" the Board discussed other
road grades in the area. Mr. O~Keeffe stated he is Willing to h~ve

Chairman Wickhamopened the hearing by reading legal notice of

to Price about putt~g in the roads and he suggested ~hat the layout
is satisfactory, I mentioned wells of'Mattituck to do the job ~d
Mr. Price stated he would be satisfactory, and I told.Wells to get
Mr. Price's approval about the construction of the road$~.

There was discussion relative to easements for drainage and
Mr. Baxter'stated he would agree to giving deeds to the town for
easements. ~There was a suggestion that the pond should be dredged
so there wilt be constant water level in it'~~
THE CHAIRMAN: Are there any otherquestions? Does anyone
wish to say anything further?

RESOLVED: WHEREASWilliam Jo Baxter, Jr° and Jane P..~Goeller
have petitioned the $outhold Town. Planning Board for final approval

WREREAS the Superintendent-of Highways of the Town of:Southold
has inspected the.map and approves the highway layoub of roads to be
constructed~ and his report is hereby approved by 'the Planning Board,

Mr. Walter Luce appeared before, the'Board on behalf of
Nabbaniel O. Abetson to discuss the preliminary plan of proposed
subdivision to be k_n0~wnas "Arrowhead.Cove"~at Indian Neck, Peconic,
New iY~rk, This proposed subdivision would contain 31ol acres and have
approximately 40 lots. Mrs..AgnettaEwer also appeared before the
Board with referenc~ to this matter. She owns propertyatthe point
where Campfire Lane ends at a turn-around at Peconic Bay.~She does
not approve oflthis location for the road end as it abutts her property.
This problem was discussed and the Board stated that Mr.~.Luce should
discuss this matter,with Mr. Abelson and see if he has an alternative
idea. He has indicated a desire to keep ~he roadsp~ivate.
Mr. Van Tuyl presented for the Board~ review a preliminary map
of property or'christ- Stratakis on the west side of Rocky 'Point Road,
East~Marion. The map ~shows six lots on Rock~?~oint~Raad and four
interior lots. 'According to the subdivision rules there must ~be 'over
four lots off of a public highway to be considered a subdivision.
Howevez~ the Board is always favorable toward .an' individual filing a
subdivision m~P because it is easier for mappin~ and t~-x purposes~
On motion of Mr~ ~oisa~ seconded by Mr. Young~ it was
RESOLVED that ChristStratakis be granted preliminaryapproval
of his map of'propert~ at Rocky Point Road, East'Marion. Map by

The-Planning Board received from the Town Clerk the petition of
Alec Zuhoski, Bertha Harris~ Frank J. McBride~ Leander B. GlOver,
Albin Pietrewicz, Jennie S. Golembeski, as a~ministrat/x of Frank
Szawinski Estate~ Jennie S. Golembeski, as Executrix of'Katie Szawinski
Estate for a change of zone from "A" Residential andAGricut~ural to
"C" Industrial District on certain real property situated at Cutchogue,
New York, and more particularly bounded and described as follows:
Beginning at the intersection of the southeasterly line of
'Oregon Road with the southwesterly line of Cox Lane; running thence
southeasterly along said line or'Cox.Lane about 2,000 feet to a point
on the direct extension northeasterly of the northwesterly line df

The Board discussed the matter'of the TOwn property being
excluded and it was determined that according to the Town Attorney
it would not be legal to zone town property. It was also pointed
out that on page 3 of the petition it states the parcel contains
130 acres, and the~Planning Board wished it noted that the petition
should read 130 acres excluding the Town of~Southold Property.
On motion of Mr. Grebe,~ seconded by Mr~ Unkelbach, it was
RESOLVED that the Planning Board recommend to the Town Board
this change of zone from "A" Residential and Agricultural District
to "C" Industri~lDistricto Map of proposed "C" industrial zone
at Cutchogue by.Otto W. Van Tuyl dated August 8, 1962.
The ~,Planning Board feels that this is the best possible use
for the property.in question as the area is unsuitable for residences.
There' are no adequate undeveloped industrial areas in the Town and
the Planning Board feels this area is ideal and of sufficient size
to admit a great deal of industrial activity.
The Plannin~ Board does feel, however, that since it is the
POlicy of the Town to abolish, whe~ever possible~ nonconforming uses
the Town propertY'should be included in this "C" Industrial District
if it is proper to do so.

Mr~ Moisa, Mr. Young, Mr. Grebe and Mr~ Unkelbach,..along with
Mr. HoWard ~Price and County~Executive'Dennison,~
ski on Fishers Island on August 21st during the
annual visit. Mr..Zabahonski discussed subdivision procedures with
those present. He had a blueprint of the property he is interested
in developing. They advised him that for any further information he
should contact the Planning Board.
Mr. Young brought up the problem of the highway specifications°
He feels~ along with the other members of the Board, that the Highway
Specifications of 'the Town of Southold should be tightened upo Everyone
agreed that Mr.-Price should be consulted and advised ofthe Board's
plans.
On motion of Mr. Wickham~ seconded by Mr. Moisa, it was

RESOLVED that Mr. Young be appointed to prepare a resume~ of
the highway regulations of the Towns in this County and propose
standards for the Town of Southoldo Mr. Young requested that-Mro
Terry and~Lrs. Boken aid him in this project.
Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa~ Mr. Grebe,
Mr. Young~ and Mr. Unkelbach.
On motion of Mr. Unkelbach, seconded by. Mr. Grebe, it was
RESOLVED that the minutes of August 6~ 1962 be approved as
submitted.

The next meeting of the $outhotd Town Planning Board will be
a brief meeting to approve the 1963 Budget and will be held 7:00
P.M.s. Wednesday, September 12, 1962 at the Town Office, Main Road~
Southold, New York.
The next regular meeting of the Southold Town Planning Board
will be held 7:30 P.M., Monday, October'8~ 1962 at the Town Office,
Main Road, $outhold, New York.
The Chairman stated that he and Mr. Young would attend the
joint meeting when a date is set, and eitherMr. Moisa or Mr.
Unkelbach would attend in the event he or'Mr. Young could not°
