There were present: Messrs. John' Wickham, Chairman, Henry Moisa, Alfred Grebe~ Archib&~d Young, and William Unkelbach. Also present: Messrs. Howard Terry~ Building and Otto W. Van Tuyl, Consultant. Attorney, attended this meeting with reference rotan for an OpenDevelopmentArea made by Anthony GazZola~LeSlie Gazzola, Aaron Blakeman,~Arthnr Marini~ Elias Larocca~andl Jul:ins Zebroski on property located at the South side of Bayview~Road between the lands of Zukas and other lands formerly.owned~byJulius Zebroski. The property is'bounded north by Main Bayview Road 7'9.25 feet~ east~by other lands of Julius Zebroski 635 feet, south by a dredged canal 320 feet-and west by.land of~'Zukas 650 feet. This application was referred to thePlanning Board by the Town Board with a request that the Planning Board pre,are an official report-defining the conditions described in the petition and determine the area so a~ected with the recommendation of the Board. '$outhold Town Planning Board -2- October 8, 1962 The map attached to the application shows 9 lots, containing between ~2~500 sq. ft. and 27~000 sq. ft. On the westerly side of the parcel there is a 25 ft. right-of-way and on the easterly side there is a 50 ft. right-of-way. The Planning Board is aware that the Board of-Appeals has denied recognition of access due to the fact the lots Within the bounds of this property should be a sub- division. The Board advised Mr. Sn~tlenb~rg that they would study the matter further and thanked him for appearing. Af~er.~onsiderable study of this application, on motion of Mr. Moisa, seconded by Mr. Young, it was RESOLVED that the Planning does not reconuuend to the Town Board that this property beestabl~hed as an Open Development-Area. There are more than four lots, which by definition would make this a sub- division and it should be pointed out that-the Board or'Appeals has refused to grant recognition of access on the westerly side of the 50 ft. right-of-way shown on the map because they declare this property should be a subdivision. The Planning Board recommends therefore that petitioner be informed that the only solution to this problem.is to file a map showing this property as a subdivision served by a 50 foot right- of-way. The Board does not think a turn-around is necessary because the road is so short. After fur. ther discussion, on motion of Mr. Grebe, seconded by Mr. Unkelbach, it was RESOLVED that the Planning Board grant-Christ-Stratakis tenative approval of his subdivision to be known as'~tratmors Estateg'atEast Southold Town ~lanning~ Board -3- October 8, 1962 Marion. Van Tuyl &.Son dated August 10~ 1962o A letter was to be forwarded to Mr. Stratakis stating that he may now instruct his engineer or surveyor to proceed with computing the map, preparing the finished map, submit cloth prints to the Health Department for approval and proceed-~ith other matters necessary prior to submitting them to the Planning Board for final approval. These prints must be submitted to the Planning Board at least 15 days prior to a regular meeting. Vote of the Board: Ayes:- Mr.. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The PlanninglBoard re ceived from the TOWn Board the petition of Martin'Charles. Pfeffer for a change of~zone from "A" Residential and Agricultural District to "M" Multiple Residence District-on certain real property situated at Greenport, and more particularly bounded and described as follows: Beginning at a point on the northerly side of'North Road (Middle Road) where it is intersected by'the easterly side of'land now or formerly of~Carey~Sawinson; thence along said last mentioned land the following two (2) courses and distances:- 1. North 231° 21~ 40"iWest 125.87 feet; 2. North 26® 07~ 00" West 568 feet to the high watermark of Long Island Sound; thence .sa~terly along said h~igh water-mark to a point where it is intersected by a tie line from the preceeding course having a bearing of North 44° 00' East and a distance of 160 feet; thence~South 26° 07~ 00" East 734.24 feet to the northerly side oflNorth Road~ (Middle Road); thence along the northerly side of North Road (Middle Road) South 58° 48~ 20~West 175.13 feet to the point or'place of beginning. Van Tuyl &'Son dated July 19~ 1962o The applicant~wishes to build and operate a motel with additional cottages on part of the land and build a .residence fDr himself on the balance' of the land. The Chairman appointed~ir. Young to investigate the property and the Board will make a recommendation at'their next meeting. Mr. Nathanael O...Al~l'sonappeare~ before the BOard ~ithMr. Walter~Luce and present ~is preliminary map and formal application for a subdivision to beknown as Arrowhead Cove at Indian Neck, Peconic, New York. This matter was before the Planning Board. at their'September meeting but there°was some diSCUlSsion relative to the location of the lane terminating at the Bay. Mr. Abelson has Southold Town~ Planning Board -4- October 8, 1962 changed the location of the road and the Board approved of the new location. He anticipates dredgingthe pond and prowiding boat slips for each lot owner and this was approved by the Board. Mr. Abelson stated that he intends to build roads in accordance with the highway s pecificationsof the To~n of~Southold but does not intend to dedicate them. The Board asked thathe reeonsider this plan and further~ discussion would beheld at the next-meeting with the Board. On motion of'Mr. Young, seconded by Mr. Grebe, it was RESOLVED thatNathaniel~O. Abelsonbe granted tenative approval of his subdivision to be known as "Arrowhead Cove" at Indian Neck, Peconic, New York. Map by Otto W. Van Tuyl &~Son-dated August 6, 1962. Southold Town Planning Board -5- October 8, 1962 Mr. Grebe advised t~e Board that the West End Land Company is selling a parcel of la'nd to the Fire District~ on Fishers Island to build a new fire house. ~ne location of the property iS Equestrian Avenue and Athol Crescent~ Avenue. He wished to know ifa change of zone to "B" Business would be necessary for the use of the property by the Fire'District. It was agreed that a governmental function such as a fire hou~e~does not require a "B" Business Distr~t~ there- fore a change of zone would not-be necessary. The next meeting of the Southold Town Planning Board will be held 7:30 P.M., Monday, November 19, 1962 at the Town Office, Main Road~ Southold, New York, Mro Young reported that he has come to a standstill on the matter of revising the highway specifications. He discussed this with Superintendent of Highways Price and was advised that the Town is going to take up the matter'of revision of the highway specifieatic~s verysonn, however, Mr.. Price asked Mr. Young if he would continue his research and prepare a memorandum forlthe Town Board giving his suggested changes. The Planning Board agreed that they.would take up this matter at the next meeting and discuss and try to formulate revised highway specifications for submission to the Town Board. Mr. Wickhmm reported 'that he and Mr. Young have attended two meetings with members of the Town Board and Board of Appeals relative to signs~ but no decision has been reached as yet° Meeting adjourned at 10:15 P.M.
