The Chairman read the affidavits attesting 'to its publication in the Long Island Traveler--Mattituck Watchmana and the-SuffOlk Weekly 'Times, THE CHAIRMAN: 'We have here a report of the Planning Board Enqineer for-what he considers to be the cost of c.nstruction of the h/~hways in this subdivision. Also a letter~, dated January 13, 1969~, from the Superintendent of Highways -stating that he has inspected the map and approves the lay-(rut of ~the roads~ road profiles~, etc. In view of the fact t_hat Mr, Douglass has been in several times 'and has met the requirements of the Planning Board~l I will .pen this hearing for anyone who wishes '~ 'Southold T~mn'~l~n~"~g Board -3-- June 9,. 1969 to speak in opposition to this subdivision. ~There was no response.) THE CH~: I will now open this hearing for anyone who ~wishes to speakin favor of this subdivision. MRj ROBERTJ~' DOUGLASS: I would appreciate ~he Board'helping us out and getting us going. Here is a letter from Long Island Lighting Company,. I have one.from the Telephone Company but I left it home. The engineer was downSaturday, He ~alied me today~ they are ready to go ahead with poles and wiring. Theywill have to increase ~he height of the poles to service-the new houses. If there is anything else~. I will be glad to answer-any questions. MRS' FRY: I ama home owneradjacent to this subdivision. It is 'a pleasure to see ~these services being installed~, and the roadsgoing in ~ith catch basins. When I moved here quite a few yearsago~.I had to pay dearly for my services and road up keep, I t~ink this is going to be a very'nice subdivision. T~E CHAI~: I understand that most of the ,work has been done. MR~ ROBOT J.' DOUGLASS: The ~only thing ~at has not been done is the oil finish. The Chairman read a contract for Paul'~ra~z~l to.finish the paving of '~e roads in accordance withT~Wn Highway ~Speeifications. Contract in the amount of $5~125. THE CHAIRMAN: The Town Board will require a bond. ROBERT J~ .DOUGLASS: I didn't know that. THE CHAI~: Therequir~d bond to be-in the amount of $5~125~ plus increase costsa plus_administrative costs~ 'MR~ ROBERT~J~"DOU~ASS: I would like to reduce ~he bend by reimbursing the Town'Engineer. ~ CHAIRMAN: The Town Engineer has already been paid out of the filing and inspection fee. Anything else? -' $outhold Town Pla~'ng Board -4- June 9, 1969 :~There was no response~ ) ,On motion by Mr. Moisa~ seconded byMr, Grebe~ it was RESOLVED: WHE~REAS: Robert J, Douglass~ Orienta has petitioned the Southold Town Plann/~g Board for final approvat .f his sub- division WillowTerrace, located off south side King Street, Orient~ and ~ WHEREAS: TheSuperin~end~t of Highways has approved the lay-out of the roads~ and the~'Planning Board accepts his reporta and WHEREAS: ~he signing sf the final map is waived until such time as a perfo~/nance bond ispostedand said bond is accepted bytheSouthold~Town Board, b~OW, TMEREFORE BE'ITRESOLVED: that final approval be gr~nted to the subdivision. Mr, Kapp presenteda contract fromWm. Payne for complete installation of'water system. Larry Tuthill was to bring in a revised estimate~ but he did not show up~ Mr. Wickham adwised Mr. Kapp thathe-and ~he TownEngineer will have to come to terms on this estimate.. Mr, Kapp said he would get a contract from Corazzini for the roads, Mr. Wickh~m will recommend the bond estimateto the Town'Board based on these two contracts plus excess as figured by'Larry Tu~hill. Mr. George Matthews~ ,Nassau Point~ CutchOguepresented a survey of.pr:operty tocat~d on Nassau Point Road and Wur~weta Rsad. M~. Matthews,asked the Board for'suggestiOns as to how hecould divide the 'property. He.asked if it could be split into 4 1.ts. He was 'told that this w.uld not be acceptable to the~Town. The~Board advise-d him to have M~, Van Tuyl survey ita and then file an amended ma~. Fir. Jim Reeve presented ~he Board with'~a revised preliminary plan for proposed Bennetts~Pond subdi~is~ion~ lOCated '0ff,-Westphalia Road~, Mattituck. The~ first lay-out created a problem of access to one 'of the lots. The Board .inspected ~the revised map andsuggested that'he submit it together'~ith an application for a subdivision. He was authorized to precede withthe lengineering~work~ Health Dept. required test~'holes~ water samples.~,etc~ '~- Mr, HaIlack of~NorthvilleConstruction Inc, appeared before the Board in regard to subdivision known as North Woods, located E/S Cox'Lane~"Cutchog~e~ Larry TuthiI1 was to submit'estimate for performance bond~ but did not apl~ar. Mr~ Hallack.-was given subdivision applications to file. · A hearing is to be set ~up on this subdivision for the next-meeting. Mrl Terry.presented the Board~itha copy of the .new Zoning Ordinance of ~he Town of Riverhead. The Town of.~outhold was not n~ified or'their proposal to amend their'zoning ordinances, and was not sent ~a notice of public'hearing~ They haverequeste~ us to sign awaiVer'approving 'their~new~ordinan=e~ ~Mr. Robert W. Gillispie~ Jr. met'with Riverhead Town Officials to discuss 'the .matter,. Apparently the only thing that concerns us ~is-the industriai zoning of the area bordering~iSou~hold Town on the ,westerly line~ At present we have a 500 ft. buffer zone b~tween us and the ToWn'of'Riverhead's industrial diStriCt~ They propose to extend their indus%rial zoning right up to out, line. Mr. Gillispie,re~d the report ofthe New Yore'State Department of ~ $outhotd Town Plan~,%g Board --6- /'~ June 9~ 1969 Conservation~ Water i Resources-'Commission~ and~ explained Why this would not-be desirable to us. The main oppos~ition ~ing that-this ,project ~iI1 destroy 'the fresh water t~ble in the area and cause salt water intrusion~, and the-water lost ~cannot be replacedl Recharging ~ of -well d~&wn 'water 'will not overcome the fresh water lost through .t~heir man ;made harbor~ On moti,n by Mr. Grebem, s~conded by-Mr~ Raynor~& it was 'RESOLVED ~hat the ~outholdTown'Planning Board.send a letterto the~Southold Town B~ard recommending disapproval of ~he Town of Riverhead extending their industrial zoning to our westerly border. Vote oft he Board: Ayes:-- All Mt. Kenneth Schold appeared before-,the Board for'an informal discussion regarding Pine .CrestDUnes~, Inc, He explained that he cannOt afford to, operate .as 'a childrens camp anylongerdue to 'the high cost of-empioyin~g suitable labor. ~He a~ticipa~es closing down his present operation ina year'or so a~d/ask~d the~Board for suggestions as to the future use of the property. He suggested opening ,a tz~nsient'trailer uamp which wouldextendhis seasonal operat/~nf=om April 15 to November 15 and give himadditional income, or subdividingand selling 'the property. Th-e ~Planning Board has ~recommended thisarea to theTown Board~fora recreation park. The subject parcel contains anarea of approximately 40 acres w~th,960 ft~ frontage ,on-~he' sound and morethan I000 ft. fr~n~age'~n~the'lake. The possibility of the .Town purchasing the land,~as-di~cusSe~ The Board decided ~that since .this-matter did not ~equire immediate-attention, they 'would give it moreth~ght a~d discuss it further ~ith the Town Board and try to arrive at a plan in ~th~near future~ DiekLark,~Esq. presented prel/minary plan ~f map 'of property o~ned by Nic~io~as &'Frank ~and~ro~ Griffing Street~-C~tc~og~e~, It was decided to' start fromm.
