SOUTHOLD TOWN PLANNING BOARD
OCtober 6,~ 1969
A regular meeting of the Southold Town Planning Board was
held at 7:30 P~'M.~ Monday~e~ October 6~ 1969e at the Town Office~
Main Roade. SouthOld~ New York,
There were present: Messrs: John Wickham~ Chairman; Henry
Moisae Vice Chairman~ Henry Raynor~s Alfred Grebe; Frank Coyle,
Also present: Howard Terrya. Building Inspector
M~s, Louise Ford presented :the Planning Board with a proposed
plan for minor subdivision Of her property located on east s~de of
SoUth H~bo= Road~ Southold, New York, The planshoWe~ 4 lots each
containing over 20~000 sq. ft, of area, Access to be obtained from
existing 20 ft, northerly right-Of-way and existing 50 ft, southerly
right-of-waY, The Board inspected and dis=ussed the ~roposed Plan,
The Chairman suggested dropping the northerly right-of-way 'line 5ft,
to make the right--of~way 25 ft, wide instead of 20ft~ andmarked
the map aCcordingly, Revised map to be drawn up by Vs_n Tuyl and
presented at next meeting, Mrs, Ford was given minor subdivision
application to complete,

The Planning Board was presented with a revised division
of lot lines for the subdivision "Shorecrest",. owned by Valentine
Ruch~. located on south side of Middle Road ~R27) Arshamomaque~
Sout~old. The revised plan showed a re-arrangement of the lot
l~ines .-on the two northwesterly lots $'s 1 & 2, The Chairman
said ithis could not be done unless .they file anew map~ which
would mean paying another fee and possibly changing some sf the
requirements. The following letter was sent to Mm. Ruch:

Dear Sir;
By motion of the-Planning Board it was decided not to accept
the revision.marked September 29,. 1969 on subdivision entitled
"Shorecrest"~Arshamomaquea Southold~
Of coursea it is possible, if you wish,, to enter an entirely
new application for preliminary approval. This would entail
forfeiting the fee you have already paid.
May I say in shorter explaination, that the Planning B~ard
is consistently attempting to reduce the population density and
does not look with favor on increasing the number of lots in any
subdivision.

Mr. Stanley Sledjeski presented the PlanD-ing Board with a
revised drainage Plan for his subdivision "Sunset Knolls,. S-ec~ II
l~Cated at Mattituck, Mr, Sledjeski stated that ~the revised plan
c~ntained 56 rings~ one per lot~ as recommended by the Town
Engineer~. '~y Tuthill. The roads have not been roughed in yet~
werk is' e~pected to start on Nov~ 1st. The water has been~ spproged
by the Board of Health. Eight i(8) inch ~U~bs will be installe~
the Town only-requires six ~(6) inCh. Hr, Sledj~Ski Presented the
Board ~ith the following proposals for the uncompleted ~work:
Paul Corazzini & Sons -- Oil Roads -- $18~980; ~Turf' Excavating
curbs~ etc, -- $37,848.; These two c~mbined give a figure of
$56,828. adding 20% for administrative & increase .costs~ gives
a grand total of $68~193. Hr, Sledjeski requested the ~lanning
Board ~to recommend a bond *f $68,000. to the TOWn Board,
On motion by Mr. Wickham, seconded by Mr. Moisa~ it was

RESOLVED that the Southol4 Town Planning Board recommend
to the' South01d Town Board a performance bond in the amount of
$68~.000. for the completion of roads' and other improvemer~ts in
the subdiVision .to be known as "Sunset Knolls~ SectiOn II"~
located off W/$ Breakwater i~uthers) Roa~a Ma~tituck~. New York'
This recommendation is made subject to the approval Of the
bond, in writing~ by Supt. of Highways and 'the Town' Engineer.

Wa. Clark,~ Esq. appeared before 'the Planning Board in regard
to settin~ a Performance bond for the uncompleted work in the
subdivision "N~rthwoods".,, owned and developed by Northville
Construction Co.~,~ located E/S-Cox Lanew Cutchogue. ~. Clark
presented the Board with the following proposa~ : contract
from Paul Corazzini & Sons in the amount of $2~'980.~ for 'the
find grading and stabilizing of roads to meet the TowD~pec-
!~ications. ~he Chairm_~_n read the engineer's report stating that
the leaching basins -and curbing have been i~s~alled and api~roved-
On motion by'Mx, Grebe~ seconded by Mr, Coylea it was
RESOLVED t hat the Southold Town Planning Board recommend
to the Southold Town Board a performance-bond in,the amount of
$3,600. to complete the unfinished part of work on roads as
originally approved, This amount includes 20%for administrative
& increase costs. -This recommendation is made subject to applicant
submitting executed contract for the completi.n of the roads.

The Planning Board was presented with a =evised plan for
minor subdivision of property owned by George Braun~ located
on.west 'side of Stillwater Avenue~ Cutchogue.
On motion by' bir~ Moisa~,i seconded by Mr. Coyle~ it was
RESOLVED that the Southold Town Planning Board grant
final approval to the minor subdivision'~ofGeorge Braun~3
located on west side of ~tillwater Avenue~ Cutchogue~ This
approval is granted subject-t~Mr. Braun submittinggfinal
maps~ formal applicati.na and fee.' Upon receipt of the fore-
going the Chairman is hereby authorized to sign final maps.

Mr, Terry read the status report of the condition of the
roa~ in "Harbor Lights~ Section I",~, requested, to be completed
by him by .the Aetna Insurance Co.~0nding company}~ The report
Stated that the roads are 99% complete. An .offer of dedication
of the roads is pending before the T~wn Board at the4r next
meeting on October 7.~ 1969.
The Planning Board 'reviewed again the original petition of
Abe Goldrich~ Southold~ New Yorka received from the Town Board,
relative to a change of zone from "A" Residential and Agricultural
District to '~B" Business District on certain real propertyw~
together, with the instmuctions to prepare an official report
defining the conditions contained therein.
This property is situated at Southold~. in the Town of
Southold, C.unty of Suffolk and State of New York~ and more
particularly bounded and described as follows:
BEGINNING at the point ~$nere the southwesterly line of KennY's
Road is intersected by .the northwesterly ~line of the existing B..Zone
said point being 95.88 feet northwesterly along said southwesterly
line from the northerly corner of l~nd of DeWar; from said point of
beginning running along said existing B' Zonea S, 33" ~1® 40" W. --
524,27 feet to ~land of Charnews; thence along said land of Charnews~.
N~ 4i' ~3' 10" W. -- 36.19 feet; thence .through land of Goldrich, N.

The Board discussed ~this proposed change of zone at some length'
This application ~will set precedent for all future applications
along CR27 in the ToWn of Southoldl
On motion by' Mr. Coyle~. seconded by Mr, Moisa,. it was
RESOLVED that 'the S®uthold Town Planning Board .recommend
~.avorably to'the Southold Town Board this change of zone from
"A" Residentia~ and 'Agricultural Distzict to '~B"' Business
District on the. above described property~ by extending it to
a d~p~h of 200 feet ~rom ~he present property line of CR27.

Mr. Moisa read the minutes of the Special Meeting of $oUthold
and Shelter Island Town' Off~icials with the Suffolk County Sewer

Mr. Terry-.presented the Planning Board with a notice from
Riverhead ToWn pertaining to amendments of their Zoning Ordinance
for raising building, permit fees,
The Chairman informed the Board that the County expects to
pass one i(1) acre zoning within the month, He suggested that we
amend .our zoning ordinance to a m/nimum requ/~ement of one
acre. Any subdivisions in process will not be affected,
-A letter wa~zreceived ~rom th~ Shelter Island Planning Board
asking us what enabling section of the ToWn Law we work unit. It
seems that Shelter Island Town was never given authority over high-
ways when land was re-subdivided. They only have authority over
the originil subdivision map.
The Town Board has authorized a me~ber of the Planning Board
to attend the State planning commission Convention at HomohoCk,
Lodgea. Spring Glen, New York. on October ~19. 20~~ & 21.
On ~motion by Mr. Coyle~. seconded by Hr. Wickham~ it was
RESOLVED that a final hearing be set up f.r the subdivision
"Northwoods" for the next meetingw, subject to the bond being
acceptedcby the Town Board.
