Absent: Henry Moisa Mr. & Mrs. RuSsell Tuthill appeared before the Planning Board with a proposed plan~ for minor subdivision of their property locatod at north side of center Street and south Side of BungalDw Lane, Matti~Uck~ N,'Y~ The ptan showed 4 lots. ~ Lot $ 1 has a ~ontage of 102,25ft. on Bungalow Lane and contains 20~O00 sq. ~t. of area. Lot 9-: a frontage of 102.25 ft. 'on Bungalow Lane and contains- 15~000 ft. of area. Lot % 3 has a frontage of 85 ft. on Center Street and contains I8~'000 sq. ft. of area. Lot' % 4 has a frontage of 85 ft. on center Street and contains 'i7~'000 sql f~. of area.. · Southold ToWn Ptan~g Board -2-- November 17~ 1969 Application was made to the Board of Appeals for permission to set offthe two,lots on Center Street with insufficient frontage. This appealwas granted by 'the Board of Appeals. After some discussion the BOard decidedto check the.frontage ofthe surrounding lots in the area. If the majority of th~ lots have reduced frontage the Board would be inclined to grant~e' 4 lots. But iif the majority of the lots' have 100 ft. frontage, the applicantmaybeforced to reduce the number of the lots in thisminor subdivision to 3 instead of 4. A decision Will be reached atthe continuation of this meeting to be held on November 18~ 1969. Dick' Lark~ Esq. presented.the Planning Board with a revised preliminarymap of proposed subdivision ofF rank ~n'daro~ entitled "Wheatfield Park", located at ~Griffing Street, Cutchogue~ Ni-Y~ A question had been raised at the previous meeting concerning a ~arcel of land adjoining this subdivision on, the southerly'end, Mr. ,Lark' informedus that the title on this had been settled~ it is not partof the subdivision, it is a single and seperate parcel owned by Mr. Manda~o; Mr. Lark said that the roads had been final- ized with the Supt. of Highways~ letter Stating such. to be received from Mro Dean. There will be, 2 'east-west cross roads to provide 'for any possible future development of 'the surrounding area. The Chairman.was of the opinion thatthe proposed road running p~allel with School H.use Road should be paved. On mo~ion by Mr. Coyle~,seconded by Mro Wickham~ .it was RESOLVED thatthe Southold Town Planning Board grant preliminazy approval tot he proposed subdivision of Frank Mandaro, .entitled "WheatfieldPark"~ l~cated at Grilling Streeta Cutchoguel New York,, subject to'the approval of the road lay-out by ~the superintendent of Highways. Dic~ Lark~ Esq. presented the Planning Board with a revised preliminary map for proposedsubdiviSion~ entitled'"Bennetts Pond" located o~Westpha~ia Road~ Mattituck~ N%'Y~ Mr. Larkinf~rmed us that one, Of the co-owners~,~Joh~,Re~ve~ will purchase~lots ~ ~ 6, on which he plans~to bu'ild atreside~ce. Mrl Lark-asked the Planning Board's opinion on taking~hese 2 lots off:lthe subdivision map, and eliminating the turn in thee roa~. The Beard'was ofthe opinion that sincetheyhave ~one this farwith the map the '10ts should.staywithin the subdivision. As to the turn in the road~ the Board f~els that this is ~imperative as a connecting road if the adjoining'property is evem develope~, The Board ~questioned the round contour of the turn which takes in part of lots 5 & 7. · Southold Tc~n Plann~j Board -3- vember 17,~ 1969 Mr. Lark said that the Supt. of Highways had requested this to facilitate, snow removal. On motion by the Chairman,. seconded by Mr. Raynor, 'it was RESOLVED that the Southold T~.wn .Planning Board grant preliminary approval to the proposed subdivision map of "Bennetts Pond"~ located on Westphalia Road, Mattituck, N~¥~~ Vote of the Board: Ayes:-.MeSsrs: Wickham,i Raynor, Grebe~ Coyle. Dick Lark informed the Board that further activity on the proposed minor subdivision of Jenny Lester will' be held 'up temporarily because of h~r death. Dick Lark~, Esq. presented th~' Planning Board with preliminary map for minor SubdiVision of CasbDr~,. Inc.,, located at 'corner of Westphalia Road and County Road 27,1 Mattituck~ N~Yo The Planning Board is on record as 'favoring this parcel to remain as an "A" Residential-Agricultural zone. The plan showed 5' lOts~ all Containing at least 20~,000 sq. f~J of area~ with the exception of lot $ 5' w~ch Contains !55~653 ~sq. ft. of area. Mr. Lark suggested that lots 3~ 4~ & 5' may have a problem with water. The Chairman instructed Mr. Lark to request a letter from the County Health Dept.~ stating ~at they approve of these lots~ and to present it to the Boar~-. On motion by Mr. Grebe, seconded by Fir. Ralrnor~, it was RF. SOL~ that the Southold Town Planning Board grant tenative approval to th6 proposed minor subdivision map of Casbor'Inc, w. property located at corner of We~tphaliaRoadan~ County Road 27~ Mattitu~k~ New ¥orka subjectt° the approval~ in writing~ of the County Health Dept, Vote of the Board: Ayes:-- MessrS: Wickham~. Raynor~.'Grebe~ Coyle, In reference tothe Celic farm&, located on the north side of Bergen Avenue~. Mattitucka two seperate applications have been received for two seperate proposed subdivisions of this property~ "Mattituck Ridge"~ byLouis F, Simeone~. & "Mattituck Hills"~by JoS. T, Macari, Tenative approval~ subject to the approval 'of the road lay-out by the Supt, of Highways, was granted at the last Southold Town Planm~j~ Board ~4-- November !~m 1969 Planning Board meeting, Dick Lark,, attorney for the applicants submitted preliminary map for both these subdivisions, Upon physical inspection ef the property a wooded pond was discovered for which provisions had not been previously discussed at- the last meetingj Applicants intend to, use this pond as a sump ~rea to provide drainage for the northern, sectien of the prot~rty. LeaChing basins will be installed between lots 9 51 & 52 which are near the pond. ~ The Board finds that there will be a drainage problem on lot 947 in;Mattituck Ridge, Mr, Lark is,. to contact the Supt~ of Highways '~oncerning the drainage and road lay-out. The Planning Board received from the Town Board the original petition of Anna' C. Hansen~ Mattituck~ New York~ relative to change of zone from "A" ReSidential and ,Agricultural District to Multiple ReSidence District on PARCEL I and from "A" ReSidential and Agricultural District to '"B" Bu~Siness District on PARCEL II, on certain real property,~ together with the instructions to prepare an offic4al report defining the conditions contained therein. A lenthly discussion was held by the Board concerning this proposed change, of zone. This property is under contract to be sold subject to obtaining this proposed change of zone. The prosepective buyer ~plans to establish a marina, motela and re,bred facilities. The Boardfeels that this' is the very best use that~ld be made oft he land~ 'This proj~twill be . avanttageous to the T~Wn and it seemsthat this would be the best possible l%cation for it. Waterfront development to accomodate boating interests are part of the development plan of the Town and the"tourist" is one of the most important parts of the Town's economy. -This area is well suited to this type. of marina development. On motion by.Mr. Raynor, seconded by Mr. Coyle,~ it was RESOLVED that the Southold Town ~lanning Board recommend favorably to the Southold TownBoardthe change of zone from "A" Residential and Agricult~urzl District to "M" ~ultiple Residence District on PARCEL I and from "A" Residential and Agricultural District to "B" Business District on PARCEL II~ on the above described property~ Vote of the Board: Ayes:- Messrs: Wickham~ Raynor~ Grebe~ Coyle. An informal discussion was held on the proposed division of- property owned by Baxter Prop.~ Inc. ~ located on right-of~way off north Side of Oregon Road~ Cutchogue~ New York. The Board inspected rough sketch of proposed division presented to ~themby Dic~ Lark. The Board suggested several alternative proposals for %he division of this property.~ No action was taken at this time. .Preliminary plam to be finalized and presented at next meeting, The Planning Board received from the Town Board the original petition of Case Bros.~ CUtchogue~ New Ycrk~ relative to.change of zone from~"A" Residential and Agricultural District to "B--2" Business District~ on certain'real property~ together with'the instructions to prepare an official report defining the con ditions contained therein. On motion by Mr. Coyle, seconded by Mr, Grebe~ it was RESOLVED that the above application be tabled until the next meeting for further deliberation of the Board.
