There were present: Messrs: John Wickham, Chairman; Henry Moisa~ Vice Chairman; Henry Raynor, Frank Coyle. Absent: Alfred Grebe Also present: Howard Terry.~ Building Inspector; ~Lawrence Tuthill~ Engineer'- bond estimates. F~T. Joseph A.. Shipule presented the Planning BOard with a preliminary map for proposed subdi~is'ion of property owned a~d ~eveloped by ThOs~ P~ Dougherty~ J~s.-Ao Shipute~ a Abraham Bender~ property located on east side of North R~ad to Bayview, Seutheld~: ~F:Yj The preliminary map sh,wed 20 lots~ each cont- aining a~ least 20~000 sq. ft. of area. and a reserVed' section Southold Town Plann ~ Board --2-- ~, December 8, 1969 containing 1.495~ acres~ marked Deugherty & ethers. Hr, Shipule explained that this reserved section is laterto be divided amongst the 3 owners. The-Chairman disapproved of this reserved parcel. He suggested that they divide it into 3 lots and revise map as such. On motion by Mr. Wickham~ seconded by Mr. Moisa~ it was RESOLVEDthatthe Seuthold Town Planning Board grant preliminary approval to the proposed subdivisionmap of property owned by Thos. P. Dougherty~ Jos. A. Shipule~ &Abraham Bender~ located on east side of North Roadto Bayview~ SOuthold, N%Y~'~ subject to the following conditions: 1. Reserved sectisn to be divided into 3 lots, ts be shown on revised map. 2. Approval of the road lay-out by the Supt. of Highways. This motion includes authorization for the owners to procede with other necessary work. Vote of the Beard: Ayes: Messrs: Wickham~ Moisa, Raynor~ Coyle. Walter Kapp, Esq. appeared before the Planning Board in reference to the curbing in '~arvest Homes Estates" Rod' Van Tuyl staked out about 3001f more curbing than estimated. 4201f was the original estimate . The curbing was to be installed 20 ft. from all inter- sections. It was discovered that they were installing it 20 ft. from the arch~ which explains the excessive'curbing. Mr. Peter Kirchgoessner a/cA, Kirchgoessner,. presented the Planning Board with a preliminary plan for proposed subdi~lsion~ property located off east side of Camp Mineola Road& Mattitmck~, N~Y~ The plan~showed 7 lots. The Chairman informed him,that 7 lots would have to be a major subdivision~ he suggested dividing it into 4 l~tS and filing fora minor subdiv~sion' This would save the expense of the roads and filing with the County Clerk~ and also eliminate the 100 ft. turn around. Mr, Edwin: King appeared before the Planning Board in reference to his minor subdivision applica~ion~ property located on west Side of private road off south side of Main Road& Orient, N%~¥.' The Chairman explained to Mr. King that the Planning Board must know what heintends to do with the surrounding'land that he owns. The Board,informed him that they could approve this minor subdivision~ but they would not let him have another minor subdiV,ision on the Southold Town Plann<)' Board --3- .=cember 8~ 1969 balance of the property in-the future. They suggested that he file for a major subdivision. Mr. King stated that he Wsuld prefer sell the balance of the property off in acreage. After much 'deliber-- a~ion~ the Board reserved dec~sion on this matter until later in the evening. Richard Cron. esq. a Alden Young P,Ei~,~ and Pr, auk Borne appeared before the Planning BOard in reference-to proposed subdivision,~ "Leeward ACres"~ located at' Bayview,a, $Outhold~ ~¥.' The, Board in~formed Mr. -Cron that Schooner' DriVe ~has the-same' ,name as a road in H~rbor' Lights~ but it does riot"connect to it~ so the.name have to be changed. Alden Young stated that n°~ 'leaching basins will be used in the subdivision~ only recharge basins and dikes. - A discussion was held on the location and number of 're.ha=ge basins and dikesa etco The Chairman felt that the subdiv,ision e~ntained too many lots~ he viewed the Board's opinion on. subdivisions that contained just under 100 lots. The. Board will ~require Jacob~'s Lane to be a 50 ft. road. 'Alden Younger. P%E'%~ to do c~mputations on this subdivision ~'to be presented to Larry Tuthill for reuommend- ations and bond estimate. Computations 'to show more detail ~n dikes and drainage plan. Dan'Smith appeared before the ~lanning BOard t~ request preliminary approval for 3 lots in minor-' subdivision (~f S~Uthold Development Corp.~ property l©cated on west side of 'N~rth~ Road to' Bayview~ South~ld. On motion by Mr. Moisa, seconded by Mr. Coyle~ it was ~SOLFED that the Southold T~wn Planning Board grant preliminary approval to. l~ts ~ 1~ 2~ & 3 of the min~r subdivision of ~S~utho~d Development Corp.. &~cated on. west side of North Road to Bayv~ie~ Southold~ N~¥*' Vote of thee Board: Ayes:- Messrs: W~ckham~ Moisa~ Raynor~ Coyle. Phili~ Druhl presented the Planning Board with preliminary map for proposed minor subdivision of property l~cated at'west & Lake D~ive~ S~uthOld~ ~ew York. The map showed 5tots~and a 50 ft. r~ght~of--way,~ Mr. Bruhl requested that the right-of-way be' ®ut down t% 40'fro in width. The Board informed him thatthey would accept this if he reduced the number of lots to 4 -instead of 5. If there are to be 5 lots, ~ a ~50 ftc right~of~way marked reserved for possible futur~ to the Town. -No action was'taken at this time. Southold Town PlannL~ Board --4-- ~cember 8® 1969 ~lrs. Louise Ford appeared before the planning Board in regard to her proposed minor subdivision located on east side of South Harbor Road~ Southold~ N%'Mj ~he Chairman infoxALed her that the Board will not accept the 4 lots as originally planned on. The map sh~wed 4 lots~, all containing considerably under the minimum 20~000 sq. ft. of'area. The Board suggested'that the map'be vised to contain 3-10ts and that the easterly north-south right-- or-way be extinguished to be ps.~-t of lot % 3. On motion by Mr. Moisa~, seconded by Mr. Coyle, it was RESOLVED that the Southold Town Planning Board does not recommend to the Southold Town Board the change of zone from "A" Residential and Agricultural DistriCt to "B-2" Business District on the above'described property. Reply from the C~unty Clerk, s Office in answer to our inquiry concerning the procedure of amending a filed subdivision mapwas read and placed on file. Request was read from Bleek~r Const. Raynor~ it' was RESOLVED that the Southold TownPlanning Board hereby disapproves the minor subdivision~ application of Edwin King~ property located~ on W/S of private road off S/S ~f Main Roa~a orient~ N~'I~.~ Letter to be~sentto Mr. King advising him as such and s~ggesting ithat"he fi~e for a major subdivision. The next regular meeting of the Southold T~n Planning Board will be held at 7:30, P%-M~ Monday,s, January 12~ 1970~ at the Town ~ffice~ Mai~ Road~ Southold~, ~ew York.
