There were present: Messrs. John-Wickham, Chairman, Henry Moisa, Alfred Grebe, Archibald Young, and William Unkelbach. Also present: Messrs. Otto W. Van Tuyl, Consultant and Howard M. Terry, Building Inspectorl PUBLIC P~.ARING: On the question of approval of the follow- ing plat: 1. The Chairman opened the hearing by reading legal notice of hearing with affidavit attesting to its publication in the official newspaper. THE CHA~: Is there~anyQne present'~who wishes to speak in opposition to this proposed s~bd~isi~ (There was no responseo) T~eChairman declared the hearing closed° Southold Town~lanning Board --3-- August 1, 1961 On motion of Mr. Moisa, seconded by Mr. Grebe: WHEREAS Southold_Devetopment-Corporation has. petitioned the Southold Town Planning Board for final approvalof their plat known as "Fairview Park~at SoUthold, Section I," Pine Neck~Road, .Southold, New York,.and WHEREAS the Southold Town Superintendent of Highways has inspected the plat and found the highways in satisfac~®rY~con- dition for reasonable access and in compliancewith 'the Highway specifications of the Town of 3Southold, and his report is hereby approved by the-Planning Board; and WHEREAS the Southold Town Planning Board, pursuant to due notice thereof, held a public hearing on the matter of approval of the Plat at which time all interested persons were given an opportunity to be heard, and WHEREAS the Southold Town Planning Board waives the provision in the Rules andRegulations for the Subdivision of Land requiring park and playground area or cash equivalent; NOW THEREFORE BE IT. Vote of the Board: Ayes:- Mr. Wickham, Mr~ Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. Mr. George McMann again appeared before the Planning Board to discuss Orient-By-The-Sea, section II. Mr. Mc~ann stated he is now ready~tQc~tart construction on Sound View Drive and North Sea Drive, however h~ would like to reach some agreement relative to the drainage in the vicinity of lot no. 48. After considerable discussion the following proposal was arrived at: Two Standard catch basins on the south side of the road and on the north side of the road a strip 10 ft. wide and 200 ft. long excavated to Sandlot grave~ and back filled with gravel or bank-run to make a flush drainage area. It was the thinking of the Board that if there is a 30 ft. strip reserved for pavement there would be i0 ft. on each side~ %o accomodate gutters, shoulders, etc. If the outside 5 ft. of this were to be used for this flush drainage area and in addition 5 ft. of the lot frontage made available so that the right- of-way at~.th~t p~int.would be 55 ft. instead 0f the normal 50 ft., it would seem~reasonable to the Planning Board. TheP!aD3aing Board forwarded a letter to Harold Price, Superin- tendent of Highways with this propoSal and stated that in suggesting this the Planning Board has two points in mind. ~he firstis that. the 2,000 sq. ft, of drainage area would.furnish 40 times as much vertical drainaqe as a single basin. Secondly t he'Planning B®ard feels an experiment of this nature might provide some information which would be of value both to us and to the Town in years to come and it is for Southold Town Planning Board -5- August 1, 1961 this reason that they suggest catch basins on one side and the flush' dr~nage area on the opposite side of the highway so that they can be compared. Mr. Price was requested to givethe Planning Board his reaction to this proposal. The Planning Board again discussed the petition 0fWoodhollow Properties, Inc. for a change of zone from~"A'' Residential and Agricultural District to "B" Business DistriCt on certain~ real property in Orientbounded and described as follows: Beginning at a point on the southerly side of the Main Road which point marks the northwesterly corner. Of premises herein described and the north- easterly corner ofl land of the State of New York; thence running along the southerly side of Main Road, North 87 degrees 09 minutes 20 seconds East 151.72 feet to land of the United States Government; thence running by last mentioned land, South ll degrees 43 minutes 20 seconds East 752 feet, to the ordlnary h~ghwater mar~pf Garden r's Bay;' thence running southwesterly along the ordinary hi~h~ter mark of Gardiner's Bay the tie line of.which bears South 39 degrees 44 minutes 40 seconds West 348.41 feet to land of the State of New York; thence running by last-mentioned land, North 4 degrees 40 minutes 45 seconds West 1000 feet to the southerly side of the Main Road, at the point or place of beginning. This change is requested because it is the intention of the petitioner to erect a motel, marina and restaurant. The Planning Board hasreceived letters from the U. S. Depart- ment or,Agriculture, Plum Island Animal Disease Laboratory, J. J. Callis, Acting'Direc~r~ Suffolk County-Planning Department, Charles G. Lind, Sr.. A~st..'~ivil Engineer; New York State-Department of Public Works, A. M. Sarr, DistrictEngineer; and Long Island State Park Commission, which reply was only an acknowledgment. On motion of!Mr, Moisa, seconded by Mr..Young, it~was RESOLVED that the Planning Board recommend this change of zone from "~" Residential cultural District to "B" Business DiOr trict to the!S The~plann~'Boa~~ haS~tudied~this location for two years and given Considerab~!eJ~hought.to a possible use for it~ It~would-seem to us that a motel and restaurant is the best.use that could be made Southold Town PlanningBoard --6- August 1, 1961 of this strip of land with the advantages and location of this strip, and more than that it would seem that'being adjoining to both the recreational facilities of the State Park and the ferry terminal that a motel and restaurant would be a real asset to the Town of-SouthOld. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. Mr. Young reported and he and Mr. Van Tuyl had been to see Mr. Costas 'Stars and Mr. Frumenti at-East Marion, Mr. Stars stated he wished' to purchase additional land from Mr. Frumenti to make the road 50 ft. wide, but Mr. Frumenti would not sell. Mr. Young and Mr. Van Tuyl explained the situation to Mr. Frumenti who did not understand the entire problem. No agreement could be reached'however. It was felt that they had done everything they could and it would now be up to Mr. Stars and Mr. Frumenti to resolve the problem. On motion of. Mr.' Young, seconded by Mr. Moisa, it was RESOLVED that the minutes of the meeting of July 18, 1961 be approved as read. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Young, and Mr. Unkelbach. The Board discussed the joint meeting to De held August 16th. They thought highway specifications and requiring access to the water on shore front PrOperty should be placed on the agenda for this joint meeting. Mr. Van Tuyl presented for an informal discussion the preliminary map or, Cleaves Point,~section 2, at,East Marion. All of the tots will be 12,500 sq. ft. because there is public water. The Chairman_asked that'the minutes pertaining to Section 1 be obtained for the next.meeting as he bstieves OSprey 'Nest~Road was to be extended to the water if any future development of the property were made.
