A joint meeting of the Southold Town Board~ Southold
Town Board of Appeals and Southold TOwn Planning Board was
held Thursday~ March 24, 1960 at the Town Clerk's Office~
Main Road~ Southold~ New York.
Town Board Members Present: Messrs. Henry Tuthill.
Supervisor~ Lester Albertson~ Councilman~ LOuis Demarest~

Joint Meeting --2-- March 24~ 1960
Each Board separately held their re~r meetings from 7:00
until 8:00 P.M~ ~
At 8:05 P.F~ Supervisor Tuthill called the Joint Meeting to
order and introduced ~Lr. Robert Villa~ District Engineer for the
Suffolk County Health Department.
Mm. Villa stated that he had come before this group to ask
the cooperation of the Town of $outhold in helping to enforce the
Health Code. He explained the need for increasing,the minimum
lot size to 20~000 sq. ft~ the main reason being to curtail
population density on a tract of land~ which affect the water and
sewage disposal~ Mr. Villa stated thatasking for20~000 sq. ft.
now is onlya stoic-gap measure between now and the time public
water will be a necessity which will be the very near future.
Mr. Villa also requested t hat the Town Board pass a resolution
requiring a certificate from the Health Department approving water
snpply and cesspools or other sewage disposal systems before a
certificate of occupancy is issued by the Building Inspector.
Me~bers of the various Boards asked questions which were
answered in the light of what-would have to be done to protect
the public's interest?
M2r. Gillispie questioned Mr. Villa relative to converting
salt water into fresh water and Mr. Villa stated that it is
presently in the test stage.
Mr. Rosenberg asked aboutlots that are in existence att he
present time with less than 20,000 sq~ ft. and Mrs. VLlla stated
that as a general rule if they are in existence now and comply
with the 100 ltl regulation betweenthe well point ~nd eesspool~
the Health Department is not insisting on 20~008sq~ ft.
Discussion was held relative to subdivisioas and M~. Villa
stated that the' definition of subdivision by'the Health Depart-
ment iS'5 ~r more lots~
The members present then hear d from Mr. John-.G~ Wetzel~
District Engineer for the Bureau of State Building Code.~ State
of New York~ whose office is at270 Broadway~> NeW York 7~ New
York.
~Lr. Wetzel spoke relative to the Town of Southold adopting
the State B~ilding Code. He explained how it operates and what

the procedure is for adopting the Code. Mr. Wetzel stated that
the Code Commission would supply technical advice on how to go
about setting up the Code and the cost to the Town~ upon request~
Several questions were asked and answered by the various
members of-the Boards.
Since the discussionswith Mr. Villa and Mr. Wetzel wer~ so
lengthy the members presM~t decided to forego discussion on the
proposed amendments tot he Building Zone 0rdin~nceuntila later
date. This date to be set on April 5th.
