MINUTES Southold Town Planning Board April 56 1960 A regular meeting of the Southold Town Planning Board was held 7:30 P.F~ Tues~m_y~ April 5~. 1960, at the Town Clerk ©ffl~e, Main Road~ Southold~ New York~ There were presentx MessrS. John Archibald ¥oung~ and William Unkelbach. Also present: Mr. Howard M. Terry~ ~uildJng Inspector~ and Mr. Harold ~Price~_ Highway Superintendent. Absent: Messrs. Alfred Grebe and Henry Moisa. The Planning Board d/s~uss~ with Mr. Price the outcome of the joint ~ing held MarCh 24th between the Southoid 'Town Bc~rd~ Platting Board and Board of Appeals with Mr. Villa ~f the Health Department. The Plannjng Board-then reviewed the suggested standards for ~illboards submitted by Mr~ Charles and Mr. Robert WitherSpoon. Kt 8:00 P.M. Mr. Charles and Mr. Robert WitherSpoon appeared before the Planning Board to discuss the aforementioned standards. So~thold To~mn Planning Board --2-- April 5. 1960 Also present at this time were ~essrs~ Edwsmd Purcel/~ S~eppard and Robert Ketcham~ Mr. Charles Witherspoon of Suffolk Outdoor Advertisi~g stated to the Planning Board that they were only asking for an opportunity to replace the billboards that-they have lost and ~re going to lose because of the road construction. Tkeyhave invested a great deal in their business and do not want to lose it. Mr. Robert Witherspoon presented to the Board two color photographs of the signs they are referring to~ poi.nting out tkat they a~e Butler Man,lecturing Company signs~ which are the best possible tYPe cons'truction~ Theproposed standards that they presented to the Board were taken in part direC%ly f~om the ~ecommended O~erating Practice of the Outdoor Advertising Association Of America~ The Board asked Mr. Robert Witherspoon what set~ack Eot the billboards he would recommend? He ~stated that he ~elt they could place most of them' back 25 to 3~ ~h. ~without any trouble~, ho~ever~ he felt the minimum Shoula be set at 20 ft. and the max~ 60 When asked how many signs the Wt~spoons 'have in ~ou+~hold To~n they advised ~ppro~i~mately 36~ ~r. Terry~ Budding I~spector~ Stated that there a~e approximately 3~000 non-~onform~g signs in the Tovm of Eoutho~ The Witherspoons Stressed q~lte strongly that their recommendation would be that the five ye~ time limit for the discontinuance of signs should be eliminated. The Wltherspoons were adWised that the Planni~g Board would taken t~e matter up with t~e Town Board at a joint zee'ting in the n~ar futUre. or a F~.
