Southold,, New YOrk, There were present: Messrs: John Wickham~ Chairman; Henry Moisa~ Vice-Chairman; Alfred Grebe.~ Frank Coyle, Absent: Henry Raynor ~resent at 10:00 P%-~f:) Jack Driscoll and Rene Gendron the Planning Board With their plan for "Sen They said they had gone to 'the Town Board and they referred"~th~:~ck to the Planning Board~ The Chairman sugge'sted that before they go a~y further 'they had better 10ok into the cost of establishing~ operating,a and .maintaining the water system and sewerage disposal plant- M~. Driscoll said that 'they al~eady'hadl He said that the Health, Dept, ~advised them that there would be ns problem with the disposal plant as long as they stayed 250 feet 'from the nearest house ~o Jackowski) and 75 feet from the 5th apartment building% Southold Town Plarn<--%g Board -2- The disposal plant will be located by the Railr~ad~. it will be enclosed in the same type of building as the apartment houses. Fir. Driscoll stated that all the water used will De treated with Oxygen and put back into the ground. The Chairman advised them that they will need a pumping station. Far.~ Driscoll said that the pumping station will be located betweeh bUildings 3 & 4 and the parking lot. They informed 1the Board that they had dropped the density to 80 units. Mr. Driscoll stated again ~that the occupancy will be strictly "Senior Citizens". The ~h~man told them that he wants to see a statement of the cost of establishing~ operating~, and maintaining the water system and sewerage plant. Mr. Driscell said that the Health Dept. says they will not need a licensed operator for it. He advised us that he has written to several companies for estimates and they are waiting 'for answers. The Chairman stated that they cannot bond him for anything that he says he will do~. so the Planning Board wants to make sure that they know just what the costs will be. The Chairman informed them that he wan~ts a photostatic copy of the estimates to keep on file. Mr. DriscoI1 stated that 80 units would be the lowest density they could afford to have. otherwise the project wouldn'~t be worthwhile~ Fir. Driscoll said that they. will try to have estimates to present at the next meeting. This property is located just east of the proposed light industrial district in the Master Plan. preliminary approval to the site plan for proposed "Cutchogue Shoppingl Center~" TheChairman informed them that the Board had granted preliminary approval at the last meeting held April 21st. The Chairman'toldthem ~that the amount of ings were a little 'under the 25% normally require~ also 15ft. Sideyard on the east line is a little low~ but it should not be increased at the expense of plantings. They informed the Board that they expect'to have plans into the Building Depart- ment by next month. Letter to De sent to John J. ~ones~ esq, stating that ~the Planning Board 'granted preliminary~approval to'the site plan onApril 21~ 1970. WilliamEssexa Attorney appeared before the Planning Board in 'refe'rence toFishers Island Development Corp. He informed the Boardthat they had dropped the idea of an open area develop- ment area. Mr. Henkel¢ President of FIDCO~ told him that a portion oft he land is to be given to the School District. Mr. Essex presented a plan for a minor subdivision of 5 lots. The Chairman re-adjusted the lot line on Lot $ 3 so as to make the tot contain as close to 20~O00Sqo .ft-. of area as possible. The Chairman stated ~that the Planning Board is very. skeptical ~hen a plan for developing land is presented and there is adjoin-ing land which is not shown on the plan. Mr, Essex said that~ the only other land that the Fishers Island Development Corp. owns near this~ is across the street on Whistler Avenue. 'Map to be revised and presented at next meeting together with $50°00 fee. Mr. Essex informed the Planning Board that he has a client who is interested in building a small retirement development in the Town of Southol~ He said that his client would be willing to install water and sewerage. Mr, Essex said that a retirement development is more worthwhile than a garden apartment complex because they are not a tax burden to the Town in regard to school taxes~ and they are more easily operated and maintained than garden apartments. Mr. Essex stated-that Mr. Tasker told him that a covenant ~ouldbe placed on the property.~ as follows: if the zoning is granted for "M" limited to a retirement village and then the covenant is brea~hed~ the property would revert back to "A"o The Chairman informed him of the population density requirement. The Chairman told him ~that if he can meet the population density and a condition could beset limiting the use ,to a retirement villagea the Planning Board might be willing to consider it~ The Chairman suggested that he work the economics out first. Mr, E~sex to present particu~rs on this at-the next meeting, ~e sta~ed that his client has not purchased the property for it yet~ but he was interested in a parcel at Mat.tituck~ or a parcel on the North Road (CR27) in Southoldo The Chairman sta~edthat the Town of $outhold in the past has favored part- time residents and retired persons. Ho~ever~ the Town of Southold has a'rather rigid policy in regard to"B" zoningon the North Road (CR27)~ they feel that business development should be on the south road, The Planning 'B~ard reviewe~ again the original petition William Pollertl an~'Adrian VanRiper~ Southold~iNew York~ received from theTown B~ar~ relative to a change ,of Zone from "A" Resi'dential and Agricultural D~strict to "M" Multiple Residence Districton PARC~?. and "B" Business D~strict to "M" Multiple Residence District on/PARCEL on certain real pruperty together with the instructions to prepare an official report defining the conditions contained therein. On motion by Fir~ Coyle~ seconded by Mr. Grebe~ it was RESOLVED that the Southold Town Planning Board does not recommend to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "M" Multiple Residence District on PARCEL I, and from "B" BuSiness District Southold Town Plan~ ~ Board -5~ May 6a 1970 to "M" Multiple Residence District on PARCEL II~, on the above described property. The Planning Board does not recommend this change of zone as the parcel is larger than any that have been recommended for ",M" zoning, it is adjacent to a cemetery and would have no connection to any business area. The land is not suitable for any of the permitted "M" district uses, and is distant from the Greenport sewer plant and not in a sewer district~ and is in the planned area for reSidential expansion ~or the Greenport Vote of the Board: Ayes:- Messrs: Wickham, Moisa,, Grebe, Coyle. George Braun appeared before the Planning Board in reference to-property of Edward Skwaraa located at west Side of Stillwater Avenue~ Ctuchogue~ NjY~' The owners wiSh to divide the property into 3 lots. ~ir. Braun presented the Board With the original survey with the prpposed division sketched in. Each lot will have 100 ft. frontage and will contain about ½ acre. On motion by Mr. Moisaa seconded by Mr~ Coylea it was RESOLVED Edward Skwara be granted permission to divide property as shown on proposed sketch, property located at west side of Stillwat~r Avenuea Cutchogue~ N.'Y~' This permission is granted subject to receipt of revised and up-dated survey. Vote of the Board: Ayes:- Messrs: Wickhama Moisa~, Grebea Coyle. On motion by bit. Wickham, seconded by Mr, Moisa, it was RESOLVED that the Southold Town Plarknling Board recommend to the $outhold Town Board a reduction in,the performance bond · from $23~000, 'to $5~600. for the completion of roads in: the subdivision to be known as "Shipule Properties"~ located at north side of North Road to Bayviewa SoUthold~ New York. The only remaining work to be completed is the fine grading and surfacing of the roads~ for which a contract in the amount of $5~600o has been presented. Vote of the Board: Ayes: Messrs: Wickham~ Moisa~ Coyle, Grebe. Southold Town Plan' ~g Board --( May 6~. 1970 The Planning Board was presented with revised map for proposed minor subdivision of Tydfil K. Schelin, property located off north side ofWestphalia Road~ Mattituck~ N~'Y2 The revised map showed the property line between lots 1 & 2 shifted 20 feet to the east. Lots 1 & 2 now both contain 32~000 sq. ft. of area~ lot ~ 3 contains 26~090 sq. ft. of area. On motion by Mr. Moisaa. seconded by,ir. Grebe, it was RESOLVED ~that the Southold Town Planning Board grant final approval to the proposed minor subdivision of Tydfil'E. Schelin~ property located off north side of Westphalia Roads. Mattituck~ N~Y~a as shown on revised map by Van Tuyl~ dated May 6~ 1970. The Chairman signed map. Vote of the Board: Ayes:-- Messrs: Wickham~ Moisa~ Grebea Coyleo On motion by Mr. Grebe~ seconded by Mro Coyle~ it was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Board that~ upon their own motion, they accept Whistler Avenue (Fishers Island) and make it pa~t of the Town Highw~ay systema in view of the fact 'that they already own this highway as Town propert~ and have maintained it for some time. Vote of the Board: Ayes:- Mesrrs: Wickham, Moisa~ Grebe~ Coyleo The Chairman reported on the agriculture study to be done by Dr. Jos. Sullivan of Southampton College. A press release will come out next week informing the pmople of the stud3 being done. Dr. Sullivan will start surveying the farms on May i6th and he hopes to have the study completed within 2 or 3 months. The Pla~nning Board received from the Southold Tow~' Conservation Advisory Council~ a proposed wetlands ordinance for the Town of Southold, The proposed ordinance waS read and~commented on by 'the Board. The Chairman is to send comments andr~commendations to Mr. Booth for Changes and improvements. $outhold Town Plan Board -7- May 6~ 1970 On motion by Mr. Wickham~. seconded by Mro Coyle~ it was RESOLVEDthat the minutes of the Southold Town Planning Board dated April 21~ 1970~ be approvedas submitted.
