There were present: Messrs: John Wickham~ Chairman; Henry Moisa,. Vice-Chairman; Henry Raynor, Frank Coyle~ Alfred Grebe. Also present: Howard. Terry~ Building Inspector F~r. William~Baxter~ Jr~ appeared before the Planning Board to request suggestions and recommendations.On.his preliminary Plan for proposed Cutchogue Shopping Center,: located at east side of~riffing S~reet, Cutchogue (immediatelynorth of Post Office)~ The plan showed 14 stores,, divided into 3 sections~ the northerly section for a large department Store & 2 smaller stores, the center section for asupermarket~ the southerly section for 10 Smaller stores. Mr. Baxter intends bo develop ~' Southold Town Plann'~u Board -2- ~?uly 134 1970 the southerly section himself and sell off the remaindez for others to develop. The plan showed 53 parking .spaces allocated for the southerly section, which will haveto be increased. The adjoining lan. d to the east is zoned "B" Business. Fir. Baxter requested the Board to grant preliminary approval to the site plan. On motion by Mr. Coyle, seconded by~ir~ Raynor~ it was RESOLVED that the Southold Town Planning Board grant preliminary approval to the site plan for proposed Cutchogue ShopPing Centera located at east side of Griffing Street~ Cutchogue~ New York~ subject to conforming with all regulations governing shopping centers. Mr. Wickhamrefrained from voting as an adjoining property owner° Vote of the Board: Ayes:- Messrs: Moisa, Raynor~ Coyle~ Grebe. Gary Olsen~ Esq. and Martin Weglicki appeared before the Planning Board to request preliminary approval of "Laurelwood Estates",. revised subdivision map~ property located at north side of Peconic Bay Blvd,~ Laurel, New York, This subdivision had previously been approved by the Planning Board subject to the approvalof the Health Dept. The Health Depto disapproved it at a variance hearing, They stated that it doesnot conform with the new standards and that they will either have to install public watez and sewerage or increase the lot sizes to 40~000sq. feet. The revised map showed 26 lots~ all containing at least 40~000 sq. ft. of area~ the original map contained 49 lots of 20,000 sq~ ft. and. over. There was some ~uestion about the turn-around located in the center,of the subdivision~bir. Olsen to check with RaY Dean, Supt. of Highways to find out if this would be satisfactory. Mr. Olsen requested preliminary approval of the new revised map. On motion by Mr. Wickham, seconded by Mr. Raynor, it was RESOLVED that the Southold Town Planning Board grant prOPosed subdivision to be located at Peconic Bay Bi~d., Laurel,~ New York. Vote of the Board: Ayes:- Messrs: Wickham~ Moisa~ Raynora Coyle~ Grebe. Mr. Carroll Schutz a/cDoris Moeller appeared before the Planning Board to request a division of her property located .i ~ Southold Town Pla~D~'~g Board -3-- ~'~ July 13~ 1970 at Little Neck Road~ East Cutchogue. ~he wishes to divide the property and sell off ~two ~) plots. The property is wooded and over half of it consists of meadow. A minor subdivision of 3 lots would create very large lots well over 40~000sq, fto of area. The Town Attorney has advised the Board that in such a situation~ a stipulation should be added stating that the lots may not be divided any further in the future. The Board requested ~thatthe location of the spur road on 'the adjoining property subdividedbyWm. Beebe be shown on the map. The Chairman advised 'that each lot should have 135 ft. road fron~t- age, There was some discretion as to the 135 ft. frontage because of the location of the wooded areas. Mr, Schutz to confer with Doris Moeller as tohow she would prefer to divide the road frontage. The Mattituck Shopping~ Center located at northeast corner of Main Road (Route25) and FactoryAvenue~, Mattituck~ New York~ has been sold out to Massimo F. Yezzi, Architect. Mr. Yezzi plans to develop the shopping center. He appeared before,the Board to request permission to eliminate the side road on the east side of Factory Avenue ~in back of the gas station) He wishes to eliminate this side road and move the post office from the middle of the shopping center to in back,Of the gas stationa tofront on Factory Avenue. Mr.~ Yezzi feels that this side road~would create traffic hazards. The Board was under the impression that as long as he holds to:the planting and parking area as approved~i it would be allowable to make this minor variation. The Chairman is to consult the Town ~ttorney to confirm the validity of zuch a variation. The Board questioned the entrances on the Main Road (Route 25), they have been approved bythe State HighwaYDept. Fir. Yezzi requested an answer as soon as possible because he would like to start by August so that it will be completed bynext June. Mr. Yezzi advised us that any correspondence concerning ~is matter can be sent to 400 WestMain Street~ Riverhea~N~Y~' Mr. Otto Uhl a/c Cove Beach Estates appeared before the Planning Board to present plan for subdivision of property located at'East Marion~ New York. The map showeda total of 15 lotsa all containing over 40~000sq. fro of area. Five (5) lots fronting on LI Sound and 10 interior lots. Park and playground area was set aside on east side of property fron~t- ing on A~Ij Sound. The lots fronting on the Sound are a little short of 135ft. frontage~ the Board advised him that they must have 13~ ft. frontage on these lots and that 'the right-of~way Southold Town Plan~ Board -4- - July 134 1970 to the park and playground area should be at least 50 ft. wide~ the Board suggested that they acquire additional property to the east to enlarge the lots and right-of-way accordingly. The Chairman advised ~him that the right-of-way should be labeled as "reserved for possible future dedication to the Town." The Southold Town Planning Board received from the $outhold Town Board the original petition of Abe Goldrich, 1077East'Broadway,' Woodmere, New York, relative to a change of zone from "A" Residential and Agricultural District to "B"Business District on Certain real property together with the instructions %o .prepare an official report defining the conditions contained therein. This property is situated at Southold, in the Town of Southold~ County q~Suffolk and State of New York~ and more particularly bounded and described as follows: BEGINNING at a point on the westerly line of land of Goldrich (which point' is North 41~ 33~sJ 10" West~ a distance of 163.81 feet fr°m the northwesterly l~ne Of Middle Road (County'Road 27) at the southeasterly corner of land of Charnews); running thence along said land of Charnews~ North 41° 43~ 10" West a distance of 36.19 feet; running thence through la~d of Goldrich~ North 33~ 31~' 40" East~ a distance of 300.46 feet; running thence still a~ong land of Goldrich, South 41' 43~ 10" East~ a distance of 36.19 feet;- running thence along said existing "B" Zone~ South 33~ 31~' 40" East~ a Distance of 300°86 feet to the point of beginning. It is the opinion of the Planning Board tha~ta 200 ft~ depth pattern of "B" Business property should be maintained in the area. On motion by Mro Moisa, seconded by Mr. Raynor~ it was RESOLVED that the Southold Town Planning Board recommend favorably to the Southold Town Board the change ofzone from "A" Residential and Agricultural District to "B" Business District on the above describedipropertyo Vote of the Board: Ayes:-- Messrs: Nickham~ Moisa, Raynor-, Coylea Grebe. Mr. Cutty, Attorney from the law office of WilliamEsseks appeared before the Planning Board to request final approval of the minor subdivision of Fishers Island Development Corporation° The Chariman informed him that we received a copy of the letter ,- $outhold Town PlanP~'~g Board -5-- - July 13~ 1970 which Mr. Andreoli (County Health Dept.) sent to Lawrence Bogart (Race Point Corp.) in reference to the sewerage. The Board advised him that it could be granted approval subject to receipt of letter from the County Board of Health stating that no ra~ s.ewerag~ will enter into it. On motion by Mr. Wickham~ seconded by Mr. Coyle~. it was RESOLVED that the Southold Town Planning Board grant final approval of the minor subdivision of FiShers. ISland Development Corporation~ subject to receipt of letter from the CountyBoard of Health stating that no raw sewerage will enter into it, Vote of the Board= Ayes:-- Messrs: Wickham~ Moisaa Raynor,. Richard Lark~ Attorney a/c Nicholas & Frank Mandaro, in reference to subdivision map of "Wheatfield Park"~ Cutchogue~ N&Y~ requested a 90 day time extension on the final approval of the map. The reason for this request is that additional time is needed to complete negotiations for a performance bond to the Town of Southold in the amount of.$67~00~ for the roads and improvements in this subdivision, On motion by Mr. Raynor~# seconded by Mr. Moisaa it was RESOLVED that the Southold Town Planning Boardgrant a ninety (90) day time extension on the approval of the final map for "Wheatfield Park." Vote of the Board: Ayes;- Messrs: Wickham~ Moisa~ Raynor~ Coyle~ Grebe. Containing 9o7~4 acres, A lengthly discussion was held on this proposed change of zone. On motion by Mr. Moisa,. seconded by Fir. Coyle~ it was \ RESOLVED that the SoUthold Town Planning Boardtable recommendation on the above proposed change of zone for further deliberation of the Board. Vote of the Board: Ayes:-Messrs: Wickhmm~ Moisa~, Raynor~ Coyle~ Grebe. On motion by Mr. Wickham~ seconded by M_r. Moisa, it was RESOLVED that the minutes of theSouthold Town Planning Board dated June 22, 1970~ be approved as submitted. Vote of the Board: Ayes:-Messrs: Wickham~ Moisa, Raynora Coyle~ Grebe.
