Tuesday~ October 4~ 1960~ at ~_he To~n Clerk Office, ~ain Road, Southold~ New York. There were present: Messrs. Joh~ W±ckb~m. Chairman, Henry Moj sa, Alfred Grebe, Archibald Young, and William Unkelbacb. Also present= Mr. Otto W. Van Tuyl, Consultant. ~. James A. Ifnl corresponded with the Chairman requesting ~bat an inspection be mad~ of the comp!~ted roads and sections of roads within Section ix Orient, By--The--Sea. orient Point since they are now ready to dedicate the roa~s to the TowR'of Sout/%ol~. However. before preparing the nec~ essary instrument they wished to know whether or not the-Town Southotd Town Planning ~oard -2-- October 4, 1960 would accept such dedication. The roads n~med wer~ Plum .Lane, Parkview Lane, Three Waters Lane and Soun~vtew Road. Upon receipt of the abovementioned letter a copy was forwarded to the Superintendent of High~ays~ Harold Price, referring the matter to him. His reply, dated September 28~ 1960, was that the Town of Southold will not accept roads as Town highways on water front property which do not terminate at the water. Upon inspection of the roads, after the last rain, he found that all t~ins were fall and running over and the Town is not .sat~ fled with the tk%sins t~king care of the roads adequately. Mr. Uhl sent a reply to Mr. Price~s l~tter on September 30th to the Planning Board Chairman stating that he does not understand one ~aragraph. He- was of the opinion the matter of a road terminating at the water wo~td be resolved upon the filing of Section 2 Of Orient--By-The, Sea which would provide for a road terminating at the water and such a prelim~ry plat was approved by the Planning Board on August 22.~ 1960. On the matter of the road basins over-- flowing, NLr, Uhl recalled that there had been unusually severe rain storms with 4 inches of rain within 24. hours. However a few days later he inspected the drains and found they were draining satis- factorily and also ~_here had been no washouts or road repairs necessary. bit. Van ~Tuyl ,stated That he had spoken 'with Haruld Price and ~r. (This would have to hawe the approval of the Town At~Or~ey~) ~x(2.) Either ~.his fall or next spring construct that section of Soun~view Avenue $outhold ToWn Planning Board --3-- October 4. 1960 in Section 2 which runs to the Sound and dedicate that part ho the ToWn. (3.) File the map of Section 2 and at that time take out a performance bond on some oft he highways. (~hat will also require approval of the Town Attorney.) The Board forwarded a letter to Mr. Uhl confirming proceedings of the meeting and citing ~he three alternatives. It was suggested that Mr. ~hl consider these alternatives and ind/cate which looks most realistic to himat this timeand if he will let the Planning Board know his decision we will be glad to pursue it further withMr. Price and the Town Attorney who in the last analysis have to passon all dedications. It was s~ated to Mr. ~althat there is nothing fixed aboutthe Planning Boamd~s ideas on the matter .and it is entirely possible there maybe some other combination or method by~hich the TownBoardcanbe assu~ed that access to the water would be guaranteed. Mr. Hewlett next discussed with the Planning Board e_he matter of the Edwin H. ~King property at Orient Point. Mr. Hewlett had forwar~ed'a letter to the Planning Board dated September 30. 1960 requesting a brief .statement t~ regard to the reasons for the Boater'S disapproval of the layout and aSking if a different layout might be acceptable or commercial zoning is possible. Mr. Hewlett said ther. e were several 'thoughts for the use of the property~ such as a motel site. or property for houses, or dredging a safe canal for the use of the property owaers at Orient--By~The--Sea~ Mr~ Hewlett was advised by the Board that after an investiga- tion by the Planning Bo~ard'*s te~un it was ~elt this is a piece of ~pertywhich~ if someone ~ants to develop, either the ~ral ~overnment or'State Park CommisSion will immediately'.s~ep in and say it-cannot be done. ~t certainly is not-a choice residential location. It was suggested that Er. Hewlett get in touch with the- federal g~vernment and State Park Commission before making any further plans. The P~annlng"Board received the original petition of~illiam A. DaVis from the Town Board instructing the PlanningBoar~d to prepare an official report defining the conditions d~ibed in the ~e%~ition and determine the ,area so e~f~c~ed with,:.the ~comm~n-- daCRon of the B~ard. ~Lr. Davis requests a ~hange of ~one from "A" Residential and AgricUltural District to"E" Multiple ~esidence District on the following described property: Located at the southwest corner of Fourth Street and~iain Street~ New Suffolk. The third floor is to be closed off at this time which has beton used as a dormitory, They ~eel it is a fire hazard and should not be used until fire escape or some other arrangements can he~ made. Mr. Young and Mr. ~nkelbach volunteered to investigate the property and make a re~ort at the next meeting, The ~larm~ug Board received an Infommation Bulletin from the Conservation Department and State ~ouncil of P~rks of t~h~e State of New York relative to the $75~000~000 Park and Recreation Land Acquisition Bond Act. Pumillo stated that the southerly part of his ~r~pperty which he is asking zoned "A" is an irregularly shaped parcel with which he can do nothing under an "AK ReS~ntial Zone. It is impossible to subdivide or put one residence ~.on due to the nor~herly p~rt being zoned "B" and since it has no frontage on any roadway. If permission is granted to rezone, to "B" Business it is his int~ntion to erect an attractive motel which will not only improve the location but be a needed asset to the village. After a thorough discussion, on motion of Mr~ ~oisa~ seconded by Fir. ~nkelbach, and carried~ it was RESOLVED, that the Planning Board does n~t recommend the change of zone from "A" Residential and Agricultural DiStrict to "B" Business District as shown on map of property made for Frank Pumillo at Mattituck, New York~ compiled from 'several surveys july 28~ 1959 by'~tto W. Van Tuyi & SoD_ The Planning Board does not believe it is in the best interest ~f the ;;T~wn ~f Sou'thol~d to have a motel in connection wi-th a bar ~und grill. The purpose of the abovementioned meeting was called by County Executive H. Lee Dennison to consist higAway matters. Planning B oard~ for their pe~asal, a copy of the "Detailed Proposal for the Preparation of a Comprehensive Plaa for the Town of Southold," prepared by Edwin S. wFoorhis & Sor~ Inc~, Consulting Engineers and City Planners~ 243 Main S~reet, Huntington, dated September. 19~ 1960. blt. Van Tuyl pres-ented to the Plann.ing Board the preliminary plat .ofFordham Acres which r~ceivedpreliminary approval on September 6, 1968. He stated t~at ~Lr. Raynor who owns the property south of Fordham Acres would like to ~extend Gull Pond Lane into his pzoperty to jointhe road to the .south known as Anglers Road which extends to M~hanset Avenue to the south. Raynor intends in the future to develop his property iRto lots. The question posed ~y ~LT. Preston is whether the Planning B~rd will req~aire the 100 ft. to the water to be de~icated to the Town as it is shown on the preliminary plan of Forctham~Acres if that loop road is est~ablished~ The Planning Board expressed the opin/~n that they would not insist that they have the road there- It was stressed however~ that Mr, van Tuyl a~vise Preston that the Planning Board is going to insist that the roads. be dedicated to the Town of Southold and advise that it he taken up with the Town Board, but feel it would not be necessary for the Planning Board's approval of the s~Ddiv~ion as such.
