SOUTHOLD TOWN PLANNING BOARD
November 5, 1970
An executive meeting of the Southold Town Planning Board was
held at 7:30 P.M. Thursday~ November 5, 1970, at the Town Office,
Main Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman; Henry Moisa,
Vice-Chairman; Henry Raynor; Frank Coyle; Alfred~Girebe.
Also present: Raymond Dean, Superintendent of Highways; Lawrence
Tuthill P.E. ; Howard Terry, Building Inspector.
Raymond Dean, Superintendent of Highways met with the Planning
Board to discuss the procedure of handling the inspection of the
construction of new roads in subdivisions. It was suggested that
the.roads be put into the hands of the Planning Board, who will
consult the Superintendent of Highways only for approval of lay-
out and in the last stages of construction for final approval. A
lengthly discussion was held, several suggestions were made, but
no action was taken. Members of the Planning Board and Raymond

Dean to meet with the Town Board later this evening for further
discussion.
Chairman John Wickham received telephone call from Robert
Tasker, Town Attorney advising the Planning Board not to adopt
the Master Plan this evening, as originally ~lanned. Mr. Taskez
feels that the Town Board should adopt the amendments to the Zoning
Ordinance before the Planning Board adopts the Master Plan, to
prevent any problems f~marising.
On motion by Mr. Wickham, seconded by Mr. Raynor, it was
RESOLVED that the minutes of the Southold Town Planning Board
dated October 26, 1970 be approved with corrections.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
Discussion was held on the Overton Estate, located at south side
~f Terry Lane, east of Founders Landing, Southold, New York. Several
inquiries have been made about the possible development of this property
for multiple residence, business, or commercial purposes. Also the park
district would like to purchase a piece of it each year to enlarge their
property. The entire estate contains about 4 acres, there is approxi-
mately 600-800 ft. of r~ad frontage, and it is approximately 160-180 ft.
deep.~ After much discussion the Planning Board decided that this prop-
erty should not be used for anything but residential purposes, or should
be taken over by the park district.
On motion by Mr. Coyle, seconded by Mr. Raynor, it was
RESOLVED thatthe Southold Town Planning Board recommend the
use of the Overton Estate, located at south side of Terry Lane, east
of Founders Landing, Southold, New York, for purchase by the Park
District, or for residential purposes only.
Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
A subsequent review of the preliminary subdivision map of
~Leeward Acres", located at south side of Bayview Road and east
side of Jacob's Lane, South01d, New York was held by the Planning
Board. Originally they had 2 interior access roads, now they have

only one and the lots are narrow and deep. Larry Tuthill feels
that the pond should be left natural, it should n~t be diked as
suggested by the Planning Board. A lengthly discussion was held
on this preliminary subdivision map. On September 29, 1970, the
Planning Board granted preliminary approval to this subdivision
map, subject to the approval of the road lay-out by the Supt. of
Highways. Letter is now contained in file from Ray Dean, approving
the lay-out of the road. Board of Health approval has been received
also. A bond estimate was ordered, which Larry Tuthill presented
to the Board in the amount of $58,000. It was suggested that a
letter be sent to the developer of this subdivision advising him
that a subsequent review of the preliminary map of his subdivision
indicates the following:
1. The park and playground area does not contain 3 acres as
stated by the developer.
2. The lots are too long (deep) for the width according to the
Specifications.
3. The block is too long. It is 1500', 1200' is the maximum
which is considered a super-block.
All three of thes~ conditions will have to be corrected.
On motion by Mr. Raynor, seconded by Mr. Grebe, it was
RESOLVED that the Southold Town Planning Board authorize
Chairman John Wickham to w~ite a letter to the developer of "Leeward
Acres", advising him that the above conditions must be corrected.
Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
Letter received by Robert Tasker from Dawn Estates Builders
Corp., dated October 19, 1970, inreference to their subdivision
"Cleaves Point, Sec. III". Letter also received by Robert Tasker
from the Fidelity and Deposit Company of Maryland in reference to
performance bond for this subdivision. The developer claims that
he has completed the roads and was unaware of any specific spec-
ifications by which they were to be completed by. Letter of October
22nd which Howard Terry sent to Robert Tasker was read.
-Request for extension of time on performance bond for the
subdivision "Willow Point" was received from Bleecker Construction
Co., together with receipt of notice of renewed bond coverage until
May 6, 1971.
On motion by Mr. Coyle, seconded by Mr. Raynor, it was

RESOLVED that the Southold Town Planning Board grant an
extension of time on the performance bond for the subdivision
"Willow Point" until May 6, 1971, the expiration date on the
renewal receipt.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
Letter received from the International Fidelity Insurance
Company by Robert Tasker, requesting him to send them an itemized
breakdown of the improvements that have not been comPleted as of
this date in the subdivision "Corey Creek Estates." An extension of
the bond was applied for in April 1970, it was granted .subject to
receipt of renewal of bond coverage, which was never presented, the
bond is now in default. It was suggested that the Chairman write a
letter to Eugene Francolini, Attorney for South Eo~k Development
Corp. advising him that the bond is in default because they did
not present receipt of renewed bond coverage.
On motion by Mr. Raynor, seconded by Mr. Moisa, it was
RESOLVED that the Southold Town Planning Board authorize
Chairman John Wickham to write a letter to Eugene Francolini,
Attorney for South Fork Development Corp., advising him that
the extension was granted subject to receipt of renewed bond
coverage, which was not presented and therefore the bond is now
in default.
Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
On motion by Mr. Wickham, seconded bY Mr~ Grebe, it was
RESOLVED that the Southold Town Planning Board recommend to the
Southold Town ~azd that the files of Charles Abrahams, Construction
Inspector, be transferred to the Planning Board office.
Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
Letter was received from the League of women Voters urging the
adoption of the Development Plan and recommending that we hold further
public information meetings on it.

Second letter was received from Jean Schneider in reference
to preserving farm land. Letter placed on file to be answered by
the Chairman.
Howard Terry advised the Board that he sent an inquiry to
Fishers Island to Perry Edwards, Serge Doyen, Jr.', & Alfred Grebe
(in reference to minor subdivision of John & Margaret Guest)
requesting them to inquire what plans the land owners in the
"North Hill" area on both sides of the private road "Crescent
Avenue" (off Fox Ave.) as to development and what they propose
to do about fixing up the private road to make it adequate access
for emergency vehicles as required under Section 280A Town Law.
Discussion was had about the method of holding meetings and
it was generally agreed that there should be no decisions made the
same night as the meeting on any major projects. Motion was made
by Henry Raynor but was lost for lack of a second. However, the
members favor such a policy.
The Chairman read letter received from the Suffolk County
Planning Commission in reference to Levon Properties 500ft. buffer
strip on the westerly SOuthold Town line which they propose to
zone industrial. They informed us that the County Attorney says
that a public hearing is not necessary and further indicated after
discussion with Mr. Munzel Riverhead Town Attorney that a resolution
was being formulated to be presented to Supervisor Zaloga and the
town board for the purpose of reclassifying this Industrial strip
to Agricultural District classification in accordance with the
decision rendered by the Suffolk County Planning Commission on
July 1, 1969.
Received copy of letter which the Suffolk County Board of
Health sent to David S. Henkel, President of Fishers Island
Development Corp. in regard to correcting the sewerage system.
Received copy of letter which Mrs. Howard Bachrach, a member
of the Southold-Peconic Civic Association sent to Mr. William
Pollert, President of the Association, expressing her resentment
of the opinions voiced by him at the Master Plan meeting as
representing theeentire membership ~f the Association.

On motion by F~r. Coyle, seconded by Mr. Grebe, it was
RESOLVED that an executive meeting of the ~outhold Town Planning
Board will be held at 7:30 P.M., Monday, November 9, 1970, at the Town
Office, Main Road, Southold, New York.
Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
On motion by Mr. Wickham, seconded by Mr. Moisa, it was
RESOLVED that the next regular meeting of the Southold Town
Planning Board will be held at 7:30 P.M., Monday, November 23, 1970,
at the Town Office, Main Road, Southold, New York.
Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor,
Coyle, Grebe.
The meeting was adjourned at 9:30 P.M. at the Town Office,
at which time the members of the Planning Board went to the Supervisor's
Office at Greenport to meet with the Town Board.
