Y. llg?l PLANNING BOARD MEMBERS John Wickharn, Chairman Henry Molsa Alfred Grebe Henry Raynor Frank Coyle MINUTES SOUTHOLD TOWN PLANNING BOARD November 9, 1970 An executive meeting of the Southold Town Planning Board was held at 7:30 P.M., Monday, November 9, 1970, at the Town Office, Main Road, Southold, New York. There were present: Messrs: John Wickham, Chairman; Henry Moisa, Vice-Chairman; Henry Raynor, Frank Coyle; Alfred Grebe. The meeting was called to order by Vice-Chairman Henry Moisa at 7:30 P.M. Items of business held over from the past two meetings were brought up for discussion and action. Subdivision of Andrew Dzenkowski located at Southern Blvd., East Marion, New York has received approval from theHealth Department. Received Health Dept. approval and letter from his attorney~advising us that he will appear at the next regular meeting of the Planning Board. Southold Town Plann~_~ Board -2- Dvember 9, 1970 Attorney Dominic Aurichio has called to have proposed subdivision "Petty's Bight" put on the agenda for the next regular meeting on the 23rd, to discuss re-arrangement of the lots and road connections. It was reported by Mr. Grebe that title to the private road "Crescent Avenue", leading from the public street "Fox Avenue", to property of Mr. Guest on "North Hill" section of Fishers Island is now owned by Fishers Island Utility Company as successor to the Fishers Is~nld Farms, West End Land Company, and Ferguesson interests. This has been checked out by Perry Edwards, Town Justice, and Gordon Ahman of the realty division of Fishers Island Utitity Co. It was further reported that Mr. Guest has an architect working on plans for a new house to be built on this road, so ~ will have to be improved to meet requirements of Section 280A of Town Law. There was further discussion on the road in "Bennett's Po~d" subdivision. The Town Board has set conditions for maintaining the tree in the turn of the road. Copy of same are to be sent to the Superintendent of Highways, Chas. Abrahams, P.E. Inspector, Reeve Bros. developers, and to the Planning Board. The Planning Board is unhappy with the whole procedure to date. Revised maps of "Laurelwood" subdivision have been returned by the surveyor. In line with the Town Board's directive this will have to be further revised to make 100' x 100' turn-arounds at all dead ends of roads. It is expected that the extra 25ft. area each side of the dead end will revert totthe adjoining lot ~m~rs, when roads are extended to the adjoining properties. The lots are basically 40,000 sq. ft. now so this small strip will not prominently affect these lots. There was a discussion on accounting for the expenditures from fees collected from developers for approval of subdivisions. Upon request from several developers attorneys and advice of the Town Attorney, it was agreed this should be done. The Chairman is to take this up with the Town Board tomorrow so that a system can be set up and followed. Notice was received that Pollert & VanRiper change of zone from "A" to "M"~ S/S North Road, W/S Manhanset Ave., N/S Champlin Place, Greenport, New York, has been withdrawn and file closed. Southold Town Plann.. ~ Board -3- November 9, 1970 Superintendent of Highways Ray Dean has revised the curbing requirements for roads in the proposed subdivision "Calves Neck" today. The curb at the intersection of Wells Avenue has been cut back to E/S property line of Wells Avenue, and on. N/S of West Hill Road has been cut to the property line of intersection with Hill Road. Integral curb and gutter required at drainage structures only. S~raight cut to follow on S/S West Hill Road & Hill Road to terminate at a point opposite the beginning of curve at the inter- section of Hill Road and West Hill Road or to the nearest lot line past this point. A new minor subdivision application from Mrs. Ollie Overton (J.T. Overton Estate), Horton Lane and Soundview Avenue, Southold, New York was received and gone over. There were several suggested changes in lot lines. The Chairman made pencil notes on the map for the next regular meeting. Mr. Lefferts P. Edson submitted a bond of $13,000. in the form of a bank book with withdrawal slip in favor of the Town of Southold, for his subdivision "Highwood", located at North Bayview Road, Southold, New York. On motion by Mr. Coyle, seconded by Mr. Grebe, it was RESOLVED that the Southold Town Board accept the above and forward it to the Town Board tomorrow together with a letter of transmittal. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor, Coyle, Grebe. Time for filing Mandaro's bond has expired, their attorney is to be notified of this. At this time the Planning Board held a joint meeting with the Town Trustees to discuss the Town wetlands and other valuable open spaces. Numerous complaints of dredging and filling of these lands have been received by both Boards. Several instances were cited where much damage has already been done by dredging and filling. After lengthly disaussion it was agreed that these lands must be preserved in a natural state by any means possible. A motion was made by George Simpson (Trustee) and seconded by Southold Town Plann~.~/~ Board -4- ovember 9, 1970 Frank Coyle (Planning Board) and unanimously carried that both Boards recommend to the Town Board that an ordinance controlling dredging and filling of these wetlands and open spaces be adopted immediately and that permits be required from some Town authority before any such work is started. A letter was sent to the Town Board as follows: Town Board, Town of Southold 16 South Street Greenport, New York Gentlemen; At a joint meeting of the Planning Board and the Town Trustees, held on November 9, 1970, the problems of our wetlands and other similar valuable open spaces were thoroughly discussed. Both the Planning Board and Trustees are continuiously being blasted for permitting dredging in and filling of these wetlands and open spaces. It was agreed that these areas should be preserved in their natural state. A motion was made by George Simpson (Trustee) and seconded by Frank Coyle (Planning Board) and unanimously carried that the two Boards jointly request the Town Board to immediately pass an ordinance prohibiting dredging in and fillin~ in of these wetlands and open areas w~h®~t permits from some Town authority. Also some guide lines should be established for issuing any such permit by any designated Town body. Respectfully submitted, Southold Town Planning Board Southold Town Trustees The Planning Board resumed their meeting and continued regular business by reviewing the proposed amendments to the zoning ordinance as corrected by the Town Attorney. All agreed these were in order and should be adopted as soon as possible. The County Planning Commission had the large "Land Use" map done by Raymond & May, reproduced for us at the cost of paper used. On motion by Mr. Grebe, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board request the Town Board to have the new Zoning Map and Master Plan map made from these maps at the scale of 800ft. to the inch, and that John Wickham & Howard Terry are~to cut in the Zone districts for the Southold Town Plann.~j~ Board -5- November 9, 1970 Zoning Map and transpose the Master Plan map to~h~ 800ft. to the inch map, so that the Town Board can assign an engineer to do the necessary refining and prepare the final maps. This matter is to be presented to the Town Board tomorrow by Chairman John Wickham. Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor, Coyle, Grebe. On motion by Mr. Wickham, seconded by Mr. Moisa, it was RESOLVED that the next regular meeting of the Southold Town Planning Board will be held at 7:30 P.M., Monday, November 23, 1970, at the Town Office, Main Road, Southold, New York. Vote of the Board: Ayes:-Messrs: Wickham, Moisa, Raynor, Coyle, Grebe. The meeting was adjourned at 10:50 P.M.
