Upon insp. eOting the map the Ohairman suggested that the ~rea of the
lots be increased by eliminating one of the lots. Nr. Niekles ex-
plai~ed that' the reason that the lots were lai~ omt in this
is because they want to have as mueJ~ l~d as possible ~o convey
the-Southold Park District. ~[r. Nickles informed'the Board that he
has no confirmation as to exactly how much land the Park Distrie~

think the recor~ spot.ks for itself. I quite agree with you that
it is u~fortunate tb~t the Health Dept. did not accept the firs~
~p. After disapproving that m~, they should have aocepte~ the
cluster zoning map which they also ~rned down. We are not happy
with the subdivisiom that we have here. The first map that was
presente~ with lots of 20,000 sq. ft. was far better tha~ this one,
it is very unfortumate that the He~th Dept. did not accept it.

The Chairm~u briefly explained the concept of cluster zon~g.
~. CRON: In an effor~ to resolve what we thought would be a
better pl~u, we had the m~o for cluster zonimg prepare~. The idea
was to retai~ a greater p~tion of the l~d in open ~rea. V~e were
advised by the Health Dept. to prepare such a map, but when we
presented it to them they turned it down.
THE OPL&I~: I agree ~a~ it was un~ort~mate that they did
not accept it, not to criticize the Health Dep~, I ~m sure that
they h~ reason-sol their own for not ~oceptimg i~. Basically, we
that the main problem is the highway l~y-out. The cluster zoning
m~o would have made possible a better highway lay-out a~d better
shaped lots~
H~RT R~&YNOR: It wo~ld have been a better l~md
~s~ th~uwhatwe h~ve here now. It the
e~and the Go~a~yBeard of Health could with a better
use. I thi~ that the Ooum~y should have gone down a~d t~em ~
closer look at this before turning dew~ the first map. I
object to thi on the basis that the developer di~ not
mee~ the requirements set forth by the Pl~ing Boar& at their
meeting hel~ on November 5, 1970, which concerned, among other
things, the dimensions of the lets. This map is ~ exhale of poor
pl~i~g, the lo~s ars too deep for their width. ~
NR. CRON: The engineer, the developer, and I agree with you
on your last point. The Health Dept. shoul~ h~ve gr~ted us a
v~riance. The rules and regulations did not do Justice to this

particular subdivision.

Richard Cron, Attorney presented the Plamuing Boar~ with three
(3) copies of the final map for the~propose~ minor subdivision
Olausen C~struotion Comp~.~y, Inc., prooer~y locate~ at nort~ sidle
of Nain Road (Route 25), Orient, ~ew York. The map showed 5 lots,-
each containing approximately 2.3~- aores~. T~e map showed the d~me~-
sions of the lots., but there were no courses on it. Mr. Cron sai~.
that he would obtain maps showing both the dimensions amd the courses
amd womld send copies to the office.

Robert Sohroeder presented the Pla-~i~g Board with a revised
map for the lay-.out of SOundcrest ~¥oods, Section II, dated January
18, 1971, Upon zuspecting the re~lsed map, the Ohai~.found
that the road goi~ng ~nto the park and playgro~d area is only 30
fee~ wide. The Chairman advised ~r. Schroeder tha~ the Planning
Bo~r~ cannot accepl a s~Bdivisio~ for eonsideratio~ when the map
shows a road tha~ cannot .be de~ca~e~ to the Town. The Boar~
d~i~scussed the lay-out of the roads at some length. The Ohairm~
s~ggested moving the connecting ro~ to the a~joini~g westerly
~reperty frO~ the north side of lot # )6 to the south side of-lot
~6. The Board; once agaiu advised: ~h~. Sohroeder that this map
wi&l have to be submitte& to the Oo~ty Board of Eealth-for a
variance because of the 20,000 sq. ft. lots, and that his chances~.
of receiving a variance are slim. M~ Schroeder stated thai he
plans to request a variane.e on the basis thai Section II is showr~
on~ the filed map of Section I. ~. Schroeder stated that he will
have map revised and present it at the next meeting.
The Pl~naing Board was presented with'~i~al maps for the
propose&minor subdivision of Nelson~Axien, property localed
off north~ si~ e~ ~iddle Rca& (0R27), Peoon~c, New York. The
..macps show~d. ~ leisy+lot # .l' contains ~5,000~ sQ. of area,
# 2 costains ~6,000z sq. ft. o~ area, a~d lot # 3 contains
37,000- sq. fi. of area,~ all fronting on pre-existing right-
of way. At the last Plan~ing Board meeting held on January ll,
19?l, the map ~as not accepted because it did not show ~ijacent
property owners. ~ll adjacent property owners were shown o~
these final maps. The Plannin9 Board agreed that they will not
accept another minor subdivision in this area.
On motion by Mr. Raynor, seconded by Mr. Coyle, it was
RESOLVED that the Southold Town Planning Board grant final
approval to the proposed minor subdivision of Nelson Exien,
property located off north side of Middle Road (CR 27), Peconic,
New Yor~

The Pl~ning'Board wam presented with preliminary, maps for
the proposed minor subdivision of John School, property located
at north side of Bay Avenue, Cutchogue, New York. The m~p shoWed
~ poorly planned division of the property into ~ lots, lot # ~
was splinter shaped with 40 ft. of frontage on the Bay. The
Planning Board is of the opinion that this is a very aurealisti~
approach for the division of this property. Map to be returned
to applicant with notification of the Board'~ disapproval.

The Chairman read notice received from the Cooperative
Extension Association of Suffolk County in regard to new movies
mow available on the subject of planning and solid waste dis--
posai, and notice of summer school to be held on how to interpret
the soil maps for specific land use.
The ~hairman read the determination received from the SUffolk
County Plazming COmmission on proposed change of z~ne petition of
Gus Schado The Plsmning Commission considered it a~matter, for
locsal determination and offered several comments on ft.
On motion by Mr. Grebe, seconded by Mro Wickham, it was
Mw. SOLVED that the Southold Town Planning Board hereby
re-states their recommendation of approval to the Southold
Town Board of change of zone petition cf Gus Scha~, property
located at north side of Route 2~5~ Greenport, New York, for
change of zone from "A, Residential and Agricultural District
to "M" Multiple Residence District on Parcel I, and from "A"
Residential and Agricultural District te~"B-2" Bmsiness District
on P~rcel II, as originally stated in recommendation of December
28, 1970.
The Planning Board further recommends that this petition for
change of zone be set up for a public hearing at the next meeting
of the Tow~ Board.
The above recommendation to be sent to the Town Board
together with a copy of the County recommendation.

The minutes of the Village of Greenport Planning Board,
dated January 23, 1971, were read by the Chairman and the following
letter was sent to the Town Board:

Gentlemen:
We are in receipt of a copy of the minutes of the Village ~f
Greenport Planning Board, dated January 23, 1971, which state~s~te
that the Southold Town Planning Board suggested to them that they
annex into the Village of Greenport 48.7 acres of land on the
corner of North Eoad and Moores Lane, Greenport, owned by ~ corpor-
ation known as East End Associates.
The above statement which they made does not make sense to
us because we have never given such advice to them or anyone else.
We feel that this matter is not within our j~fsdiction and
we are forwarding a copy of the Village of Greenport Planning
Board minutes of January 23, 1971, which were sent to us.

information and plans on the Gus Schad proposed change of zone°
Letter sent back informimg them that the state enabling legisla-
tion does not rpovide for notifiaction of some interested parties
of change of zone applications. It was suggested that they send
aLrepresentative to the public hearing to be held on this matter.
They were informed that the Pla~Ing Board has no development
plans available at this time.
On motion by Mr. Wickham, seconded by Mr. Raynor, it was
RESOLVED that the Southold Town Planning Board recommend to
the Southold ~ToWn Board, a raise in the salary of the Planning
Board Secretary, Betty Neville, and reimbursement of her expenses
while attending evening classes for intermediate shorthand at the
Riverhead Extension of the Suffolk County Community College,
The Chairman appointed Henry Raynor and Frank Coyle to
negotiate with the Town Board on this matter.

Mr. Coyle stated that he did not think that the Planning Board
should set precedent on such ~ matter. Henry Raynor stated that
precedent has already been set by the Police Dept.
Copy of letter which C.H. Wickham sent to the Town Board~
was received and ready, by the Chairman. Said letter p~aced on file.
La~rence Tuthill, P.E. submitted reduced estimate, in the
amo,3nt ofn $5,~10.00, for the remaining work to be completed on
the romds and other improvements in the subdivision "Rosewood
Estates."
On motion by Mr. Moisa, seconded by Mr. Wlckham, it was
RRMOLVED tha~ the Southold Town ~lanning Board recommend to
the South~ld Town Board a 50% reduction in the performance bond,
from $22,000. to SI1,.000., for the completion of the roads-in the
subdivision "Rosewood Estates", located at Cox Neck Road and
Bergen Avenue, Mattituck, New York°

Lawrence Tuthill, P.E. submitted reduced estimate, in the

RESOLVED: WN~AS: Leeward Acres at Bayview, Inc., Hilltop
Road, Southampton, New York, has petitioned the Southold Town
Plamning Board for final approval of their subdivision "Leeward
A~res at Bayview", located at S/S North Bayview Road & E~S
Jacob's Lane, Southold, New York, and
WHEREAS: The Superintendent of Highways has approved the
lay-out of the roads, and the Planning Board accepts his report,
and
WHEREAS: The Southold Town Board will accept ~ bond in the
amount of $58,000.00 for the roads and other improvements in this
subdivision,
NOW, THEREFORE BE IT RESOLVED: that the Southold Town Planning
Board grant final approval to the subdivision known as "Leeward
Acres at Bayview", subject to the following conditions:
1. Receipt of notice from the Southold Town Board that they
have received and accepted a bond for this subdivision.
2. Developer presenting the Planning Board with subdivision
fee of $2,655.00.
This motion shall include authorization for the Chairman
to sign final maps upon receipt of notice from the Town Board,
and receipt of subdivision fee from the developer.
Vote of the Board: Ayes;-Messrs: Wickham, Moisa,1Raynor,
Coyle, Grebe.
The Planning Board inspected the large scale colored Master
Plan Map prepared for us by the County. It was decided that this
map should be displayed at the next "Information Meeting,"
The Planning Board discussed the date for the next Information
Meeting on the Mas. tot Plan. It was tentatively agreed ~that it should
be held on either March ~ra, 4th, or 5th, preferably the 5th, at the
Southold High School. MOward Terry to call Southold High School to
find out which date will be available to us.
