I., N: Y. 119'71 PLANNING BOARD M EM BERS John Wickham, Chairman Henry Molsa Alfred Grebe Henry Raynor Frank Coyle,~ M I N U T E S SOUTHOLD TOWN PLANNING BOARD Special Meeting June 29, 1971 A special meeting of the Southold Town Planning Board was held at 8:30 A.M., Tuesday, June 29, 1971, at the Town Office, Main Road, Southold, New York. There were present: Mess,rs: John Wickham, Chairman; Henry. ~ Moisa, Vice-Chairman~ Henry Raynor. Absent: Messrs: Frank Coyle & Alfred Grebe. Also present: Howard Terry, Building Inspector The Planning Board inspected the revised maps of the proposed change of zone application of Gus Schad (property located at nor-th side of Route 25, Greenport, N.Y.) Subject maps containing the amended enlarged scenic easement area and amended "M" Multiple Residence District. Southold Town Pi~ ~ing Board -2- ~'~ June 29, 1971 On motion by Mr. Wickham, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board favorably recommend to the Southold Town Board the amended petition of Gus Schad for change of zone from "A" ~Residential and Agrie cultural District to "M" Multiple Residence District on PARCEL A and from "A" Residential and Agricultural District to "B-2" Business District on PARCEL B on property located at north side of Route 25, Greenport, New York. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor. The Planning Board reviewed again the proposed "Amendments to the Zoning Ordinance "and the proposed "New Zoning Map". On motion by Mr. Moisa, seconded by Mr. Wickham, it was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Board final approval of the proposed ~mendments to the Zoning Ordinance and final approval of the proposed New Zoning Map as referred to them by the Southold Town Board at their regular meeting held on June 22, 1971. The Planning Board hereby submits the following comments and would like to see the following changes made on the proposed "Zoning Map": 1. New Suffolk - The old Raydel Qyster Company, south of Jackson Street. ~he ~anning Board recommends that this be a "C" Industrial District. 2. New Suffolk - The Planning Board recommends that the section on the west side of Old Harbor Road, from Lundines south to the Creek, be residential. This would save a lot of Criticism. 3. Mattituck The greenhouse property at the south side of New Suffolk Road, east of the A & P store. This prope~y is not owned by John Wickham. The Planning Board recommends that this be "B-l" business. This property has been in operation as business for over 60 years and should continue to be so. It has been assessed and taxed as business and is shown on the current zoning~ap, dated October 27, 1870, as "B" Business. It is unrealistic that this property be residential, consider- ing the taxes that have been paid on this property as business over the years. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor. Southold Town P1 %lng Board -3- June 29, 1971 On motion by Mr. Rap-nor, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board recommend to the Southold Town Board the authorization of Planning Board Chairman John Wickham and Building Inspector Howard Terry to transmit to the suffolk County Planning Commission the proposed amendments to the Zoning Ordinance and the proposed new zoning map~ as referred by the Southold Town Board at their regular meeting of June 22, 1971. Vote of the Board: Ayes:- Messrs: Wickt~m, Moisa, Raynor. Letter received from Supt. of Highways, dated June 28, 1971, stating that he inspected the roads in "Nunnakoma Waters" at Southold, together with the Town Board Highway Committee (Louis Demarest and Martin Suter) and Henry Smith. The Highway ~ommittee and the Supt. of Highways agreed that these roads be kept private if Mr. Smith can get 100 percent of the property owners to sign statement stating that they wish to keep these roads private. Subject letter was read and placed on file. The following correspondence was received and read by the Planning Board: A letter from the Supt. of Highways, Raymond Dean, dated June 28, 1971, advising us that he and the Highway Committee of the Town Board - Louis Dem~rest and Martin Suter - have made an inspection of Henry's Road at Peconic, N.Y. They recommended that the Town of Southold ~ccept this road on condition that it be oiled on either side for a width of five (5) feet. Mr. Dean stated that he found this requirement to be completed in his inpsection on June 23, 1971, and thereby recommends that this road be dedicated to the Town of Southold. On motion by Raynor, seconded by Mr. Moisa, it was RESOLVED that the South~d Town Planning Board recommend to the Southold Town Board the acceptance of Henry's Road, Peconic, N.Y. as a town highway with regard to the above favor- able recommendations from the Supt. of Highways and the Highway Committee of the Town Board. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor, Southold Town Pl~j~ing Board -4- June 29, 1971 On motion by Mr. Moisa, seconded by Mr. Raynor, it was RESOLVED that the Southold Town Planning Board empower the Chairman to request a copy of the road engineer's (Chas. Abrahams) report of inspection, on Henry's Road at Peconic, N.Y. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor, Request for permission to bulkhead above highwater mark on Long Island Sound at Mattituck from Stephen McCoy. No permission is required to bulkhead above highwater mark on your own property from the Planning Board, Town Trustees, or the Army Corp. of Engineers. Mr. ~cCoy to be'advised of the above. Subsequent letter received from Supt. of Highways, dated June 21, 1971, in reference to the proposed subdivision of Petty's Bight. Mr. Dean stated that the map on which he approves of the road-lay-out is dated April 6, 1971. On motion by Mr. Wickham, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board authorize Lawrence Tuthill, P.E. to prepare a revised estimate for a performance bond for the roads and other improvements in the subdivision to be known as "Petty's Bight", located at north side of Main Road, Orient, New York. Vote of the Board: Ayes;-Messrs: Wickham, Moisa, Raynor. Notice of extended bond coverage on the performance bond of SoUthFork Development Corp. ("Corey Creek Estates") was received from the International Fidelity Insurance Company, bond coverage extended until.June 22, 1972. On motion by Mr. Moisa, seconded by Mr. Raynor, it was RESOLVED that the Southold Town Planning Board grant a one year extension of time to complete the roads and other improve- Southold Town P1 3ing Board -5- ~ June 29, 1971 ments in the subdivision "Corey Creek Estates", located at south side of Bayview Road, $outhold, New York. Extension is granted from June 22, 1971 to June 22, 1972. Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor. General Form Status Inquiry received from the Employers Commercial Union Companies, holder of bond for construction of roads and improvements in the subdivision "Willow Point." This road is complete except for the final coat of oil. On motion by Mr. Wickham, seconded by Mr. Moisa, it was RESOLVED that the Southold Town Planning Board grant a ninety (90) day extension of time to complete the improvements in the subdivision "Willow Point." Vote of the Board: Ayes:- Messrs: Wickham, Moisa, Raynor.~ Letter received from Superintendent of Highways, dated June 21, 1971, recommending that all spur roads in all sub- divisions have a beam type guard rail at the end. Notice received from Raymond, May, Parish, & Pine advising us that their office will be closed for a two week period commencing Friday, August 20, 1971 at 3:00 P.M. and reopening Tuesday morning, September 7th. In reference to the proposed minor subdivision of Peter & Mary Meskouris, located at N/W corner of Cox Neck Road and Luther's Road (Breakwater Road), MattituCk, New York, the Planning Board will require a statement from Alden Young stating the exact number of road frontage owned by Sledj~ski on Cox Neck Road.
