Y. llg?l PLANNIH G BOARD MEMBERS John Wickharn, Chairman Het~ry M~lsa Alfred Grebe Henry Raynor Frank Coyle MINUTES SOUTHOLD TOWN PLANNING BOARD February 2~, 1973 A special meeting of the Southold Town Plan~ing Board was held at 7:30 P.M., Monday, February 26, 1973, at the Town Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman; Henry Moisa, Vice Chairman; Henry Raynor; Frank Coyle. Absent: Alfred Grebe. Also present: Howard Terry, Building Inspec~or~ The Board discussed map of proposed storage buildings for Frank Knispel, Naugles Dock. Part of the buildings extend into the "A" Resident District. On motion of Mr. Raynor, seconded by Mr. Coyle, it was RESOLVED that the Planning Board tell Mr. Knispel he must either have the buildings within the "B-l" zone plus 30 foot allowance, and apply for site plan approval, or he must apply for a change of zone. Vote of the Board: Ayes: Messrs. Coyle, Raynor, Moisa, Wickham. Southold Town Planning Board - 2 - February 2~, 1973 The Board reviewed the revised map for Sound Shore Motel addition and was informed by Mr. Terry that there were additional revisions to me made. The Board received corrected map of Ismar Acres Subdivision at Cutchogue with stamp that no lot lines will be altered. On motion of Mr. Coyle, seconded by Mr. Wickham, it was RESOLVED that the Planning Board approve subdivision map of Ismar Acres and ~he Chairman is authorized to signt~he map. Vote of the Board: Ayes: Messrs. Coyle, Wickham, Raynor, Moisa. The Board received revised map of Land's End Subdivision at Orient with changes in rear yard lot lines on lots 1 through 6 inclusive, and restriction for ingress and egress on lots 13 and 14. Mr. Terry · nf~rmed the Board the disclosure statement will be sent soon. On motion of Mr. Wickham, seconded by Mr. Raynor, it was RESOLVED that the hearing on Land's End Subdivision at Orientiwill be reconvened on March 21st, 1973, at the Town Office, Main Road, Southold, N.Y. Vote of the Board: Ayes: Messrs. Wickham, Raynor, Moisa, Coyle. The Planning Board reviewed proposed site plan for Greenport Homes. The Board will require a full schedule of plantings. There was some discussion about the location of apartments for handicapped and the laundry and storage building. Mr. Terry said 40 of the ~d buildings will be relocated and there will be 60 new units, all one Southold Town Planning Board - 3 - February 2~, 1973 bedroom. Ninth Street is the official entrance. There will be no entrance on the Main Street. The Board will require the parking lot by the railroad be extended all the way to the property line on the west side. Also trees must be planted around entire per~eter of property. The road in the middle of the property is to be extended to the property line on the west side. Mr. Terry said all the roads will be p~ivate. A letter was received from Fidelty & Deposit Insurance Company in regard to the bond for Cleaves Point Section III. A letter will be sent ad~nising them the Planning Board, by resolution January 18th, recommended release of the bond to the Town Board. Notification was received from the Suffolk County Clerk that map of Petty's Bight Subdivision, Orient was filed. ' The Board reviewed a proposed minor subdivision for E. Bedony of 5.52 acres off Harbor Lane, Cutchogue. There is an easemen~ for William B. Sterling over this property. The Board will require the two lots fronting on the road to be at least 1 1/4 acres each. Mr. Raynor read letter from Alden Young, P.E., in regard to Drainage for Mattituck Shopping Center. The Board discussed this report and membersoof the Board have made inspections of the site. To date all pools required have been installed. Southold Town Planning Board 4 - February 25, 1973 The Board received a report of Rain Gauge readings from the ~illage of Greenport. The Board received two letters from Robert A. Villa, P~E., Suffolk County Department of Health dated January 16 and 23 in regard to Subdivision Zoning and Sewage Treatment Plants. Received copy of letter to New York State Department of Environmental Conservation from League of Women Voters in regard to Desposito application to fill a portion of Great Pond, Southold. The Board received an inquiry from the bonding company for Blue Horizons, C.P.F. Land Corp. A letter will be sent to the bonding cmmpany that the developers must abandon map of Blue Horizons, Section I, and there will be a new and larger bond required for the new subdivision map. A letter will also be sent to C.P.P. Land Corp. that the Planning Board will not consider the subdivision map of Blue Horizons ~ntil Section I is abandoned. After that map is abandoned the Planning Board will recommend release of the bond to the Town Board. Received a letter and resolution from Consolidated Union Free District #2, in regard t© Pebble Beach Realty. Received disclosure statement on Pebble Beach Realty from Rudolph Bruer, Esq. Southold Town Planning Board - 5 - February 2~, 1973 ReCeived a letter from the bonding company for Laurelwood Estates Subdivision. A letter will be sent to the bonding company advising them the Planning Board is engaging an independent consulting engineer to make a survey of this propert~ to check the drainage and road profiles. There has been a great deal of trouble with storm water structures and ponding on the highway, settling and breakage of curbs and facilities. Received letter from Thomas Reeve, Southol6 Conservation Advisory Council in respanse to letter sent to them by Planning Board in regard to preserving wetlands. Received copy of letter from Malcolm Pirnie Engineers to Eugene Haberman of Francisco and Jacobus in regard to reports they were sending him at request of Planning Board. On motion of Mr. Wickham, seconded by Mr. Raynor, it was RESOLVED that the Planning Board request the Town Board to have Malcolm Pirnie Engineers to an updated report for the Town of Southold. Vote of the Board: Ayes: Messrs. Wickham, Raynor, Moisa, Coyle. The Board received a request from the Provincetown Planning Board for copies of the Town's subdivision regulations and zoning ordinance. Mr. Terry answered the letter and forwarded the regulations and ordinance. Southold Town Planning Board - 6 - February 25, 1973 Received booklet on Population Density from the Tri-State Regional Planning Commission. Received a letter from Lee Koppelman, Suffolk County Planning Commission in regard to cluster zoning. The Planning Board will send a letter to Bob Tasker, Town Attorney for his opinion on the Board's requiring an Environmental Impact Study on all subdivisions of 50 or more lots. On motion of Mr. Raynor, seconded by Mr. Coyle, it was RESOLVED that the mznutes of the Planning Board meeting of February 8, 1973, be approved~ Vote of the Board: Ayes: Messrs.
