HomeMy WebLinkAbout06/25/2012Southold Transportation Commission Southold Town Hall June 25, 2012 Meeting Called to Order 10:05 AM by Chairman Neb Brashich. Members Present: Jim Baker, Frank Field, Councilman Chris Talbot, Town Engineer Jamie Richter, Chief Martin Flatley, Highway Superintendent Pete Harris, Planning Department Rep Brian Cummings, Greenport Rep. Bob Feger, Margaret Brown and Tom Fox. Also in Attendance: Councilman Bill Ruland. Minutes of May 2'1, 20'12 A motion to approve the minutes was made by Bob Feger, seconded by Jim Baker and was carried. East End Transportation Council Suffolk County Transit It is understood that Saturday and Sunday service on the S-92 line will be continued, with a special fare increase for that service. A system-wide fare increase will also be forthcoming. LIRR The LIRR added extra trains for the Tall Ship event in Greenport. Apart from early glitches related to vehicles parking too close to the right of way, the trains were largely on -time and heavily utilized. It is not known at this time if the LIRR will be adding extra trains for the Strawberry Festival in Mattituck. It is understood that the Friday afternoon Wine Train will be renewed for the season. Supervisor's Requests No Parking Signage on Villaqe Lane, Orient A local resident has requested that the placement of such signage be reconsidered. Councilman Talbot advised that the parking situation on Village Lane will be adjusted and/or modified after a visit by town officials, the Orient Fire Department and local residents. Accordingly, a memo concerning any proposed modifications will be sent to the Supervisor and the concerned resident for the Town Board's action. Planning Board Requests Harbes, Mattituck Neb reported that the site plan has been adjusted to cover pedestrians crossing from the south side of Route 48. Harbes staff will be positioned a single crossing location to enhance pedestrian safety. Vineyard 48, Cutchogue That venue remains under a court-imposed injunction prohibiting DJ dance parties and the operation of the cigar store. Chief Flatley advised that parking violations will continue to be issued, as necessary. Town Transportation Plan The plan is expected to be ready for the Commission's review by September or October of 2012. Current Transportation Issues Southold/Greenport Bus Shelters Neb reported that the SCDPW will review RFP's for the selection of a contractor. One shelter will placed in Southold Hamlet in accordance with the contract award. A second shelter will be placed at site chosen by the Village of Greenport Orientation / Interpretive Signage Project The project is awaiting a final approval memo from the NYSDOT per RBA's submission. It was also reported that the NYSDOT has extended the project completion date to March 2014. Consideration for signage on historic sites of the Orient and Southold Historical Societies has been removed from the project. $90,000 in federal funding has been requested, with $60,000 to cover design and installation of the signage and $10,000 for extra expenses. About $76,000 in unused funds from the Orient Utility Project may be deferred for use elsewhere. Partial usage of those funds may be available for the signage project. Peconic Bay Water Jitney Seasonal water taxi service between Greenport and Sag Harbor is expected to commence in June 2012. There will be seven round trips daily - Sunday through Thursday and eight round trips every Friday and Saturday. Trips will run between Long Wharf in Sag Harbor and Mitchell Park in Greenport. Hampton Jitney will provide shuttle bus service from designated parking areas in each village to the respective piers. Adult fares will be $11.00 one way and $20.00 for an open-return round trip. For children 13 and under, special fares of $6.00 one way and $11.00 for an open-return round trip will apply on Tuesday, Wednesday and Thursday. Trips will operate via the west side of Shelter Island (subject to sea conditions) and will be about 40 minutes in duration. The vessel will accommodate 53 passengers. Old Business Street Lights on Private Roads, Orient Jamie Richter suggested that assessing residents on those roads for that service should be considered by the Town. Truck Traffic on Love Lane, Mattituck In response to an inquiry from Councilman Talbot, Chief Flatley advised that although truck traffic on that street is not an issue, his radio cars will continue to assess the traffic situation on that roadway. Traffic Light at New Suffolk Avenue and Route 25, Cutcho.que Councilman Ruland observed that pedestrian visibility for that light is impacted by afternoon sun glare and that vehicles speeding through Cutchogue are also a traffic safety concern. New Business Request for Stop Signs on Peconic Bay Boulevard at Marlene Lane, Mattituck The Marlene Civic Association has requested the placement of four-way stop signs at that location to provide for the safe crossing of PBB by residents to access a beach via a private right of way. Pete Harris advised that there is good road visibility at that point and that pedestrians should exercise caution as there is an existing stop sign to the east at the intersection of PBB and Bay Avenue. He suggested that the requested stop signage was not necessary. A memo will be sent to the Town Board recommending that no action is necessary.
