Y. 11971 PLANNING BOARD MEMBERS John Wlckham, Chairman Henry Molsa Alfred Grebe Henry Raynor Frank Coyle MINUTES SOUTHOLD TOWN PLANNING BOARD March 15, 1973 A special meeting of the Southold Town Planning Board was held at 7:20 P.M., Thursday, March 15, 1973, at the Town Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman; Henry Moisa, Vice Chairman; Henry Raynor; Frank Coyle; Absent: Alfred Grebe. Also present:.-: Howard Terry, Building Inspector. Mr. June Baker appeared before the Board with Mr. John Longo and others who have a contract on the Skwara farm on the Main Road in Peconic. They presented a preliminary subdivision plan. The Chairman told them the Board is not accepting any subdivision plans unless they are one acre or more, i50 front foot on eack lot and only 80% yield. Their preliminary plan showed 42 lots on 50 acres with lot frontages averaging from 150 to 200 feet. The Board informed them they will have to provide 5% for park and playground and the road Southold Town Planning Board - 2 - March 15, 1973 ends must be widened for turnarounds. The road ends will be retained in the building line, but must be reserved for possible dedication to the Town. Also it is possible the park and playground can be combined with the drainage requirements. Topographic maps and road profiles are required and the water must be tested. The Health Depar~tment will locate where the test holes are to be. Also this must go to the County Planning C~mission because it is on the main h~hway. The Board also informed them the park and playground will be bonded for improvements and the installatiQn of some type of equipment. There was some discussion about drainage and the Board told them all storm water must be returned to the ground. The Planning Board received the original resolution of the Southold Town Board proposing amendments to the Building Zone Ordinance of the Town of Southold together with the Building Zone Maps forming a part thereof and instructions to prepare an official report and recommend&tion and forward a copy of the resolution to the. Suffolk County Planning Commission. It.was noted there was a mistake on page one of the Zoning Ordinance Amendments, firstsssntence. It should read: "By Amending Article III, Section 300B by repealing subdivision 14~thereof.,, On motion of Mr. Coyle, seconded by Mr. Raynor, it was RESOLVED that the Southold Town Planning Board approves of the proposed amendments to the Building Zone Ordinance of the Town of Southold, together with the Building Zone Maps forming a part thereof, and recommend their adoption as soon as possible. Vote of the Board: Ayes: Messrs. Coyle,~Raynor, Wickham, Moisa. On motion of Mr. Raynor, seconded by Mr. Moisa, it was RESOLVED that the S~uthold Town Planning Board forward the proposed amendments to the Building Zone Ordinance of the Town of South~d to the Suffolk County Planning Commission as soon as possible. Vote of the Board: Ayes: Messrs. Raynor, Moisa, Wickham, Coyle. Southold Town Planning Board - 3 - March 15, 1973 The Planning Board discussed some proposed suggestions for prospective developers to be included with the Subdivision Regulations booklet. It was decided that prior to meeting with the ~lanninq Board, p~ospective developers must submit five copies of the sketch plan one week prior to the~meeting. The Board also discussed requiring an Environmental Impact Study when requested by the Board. The Board discussed the copying machines used by the Planning Board Secretary. On motion of Mr. Wickham, seconded by Mr. Raynor, it was RESOLVED that the Southold Town Planning Board request the Town Board to provide a Xerox or similar copying machine for the Board in the Town Office. Vote of the Board: Ayes: Messrs. Wickham,~Raynor, Moisa, Coyle. The Chairman reported that he attended a Health Department hearing in regard to Crown Land Lane, Inc. today and told Dr. Andreoli, the hearing officer, that the Planning Board approved of this layout and had particularly requested in regard to open land, a perpetual negative easement, and that the open space was to be agriculture. The Health Department may require the installation of dry water lines. On motion of Mr. Moisa, seconded by Mr. Coyle, it was RESOLVED that the minutes of the Planning Board meetings of February 21, 1973 and February 26, 1973, be approved as corrected. Vote of the Board: Ayes: Messrs. Moisa, Coyle, Raynor, Wickham. Southold Town Planning Board March 15, 1973 The Board reviewed the plans for the addition~to Sound Shore Motel. The entrances are at right angles as proposed by the County and the in and out signs should be regersed. Four more parking spaces will be required and he proposed grass and shrubbery around the p~nd. The plans do not show total acreage, setback from the high water mark, elevations or a schedule of plantings. A letter will be sent to Mr. Jack Levin that these things are required and he is not to do any work until the Blanning Board gives approval. ~ The Board rec~&ved a letter from Joseph P. Hoey, Esq., requesting an extension of ~ime to complete the roads in Town Harbor Terrace Subdivision at Southold. Mr. Raynor said he did not think the request should be granted on the grounds of past extensions for the reason of inclement weather. On motion of Mr. Coyte, seconded by Mr. Moisa, i~ was RESOLVED that the Planning Board grant an extension of time to complete the roads in Town Harbor Terrace Subdivsion intil June 15, 1973. Vote of the Board: Ayes: Messrs. Coyle, Moisa, Wickham. Naye: Messr. Raynor.
