Y. 11971 PLANNING BOARD MEMBERS John Wlekham, Chairman Henry Melsa Alfred Grebe Henry Raynor Frank Coyle MINUTES SOUTHOLD TOWN PLANNING BOARD May 1, 1973 A regular meeting of the SQuthold Town Planning Board was held at 7:30 p.m., Tuesday, May t, 1973, at the Town Office, Main Road, Southold, New York. There were present: Messrs: John Wickham, Chairman; Henry Moisa, Vice Chairman; Henry Raynor; Alfred Grebe; Frank Coyle. Also present: Howard Terry, Building Inspector; Jean Tiedke, League of Women Voters. Mr. Richard C. Wilton his wife ~re a for a t~ the ] booklets Outlininq this proposal Mr. Wilton intends to operate. Mr. Wickham said he had talked to Mr. and Mrs. Wilton earlier in the day and had suggested he talk to the Supervisor about this proposal. Mr. Wilton said he called the Supervisor, who~referred him back to the Planning Board without comment. Mr. Wilton gave a presentation of KOA campgrounds, which is outlined and illustrated in SOuthold Town Planning Board - 2 - May 1, 1973 the booklets presented to the Board. Mr. Wilton also presented a portfolio of pictures of KOA campgrounds, ~howing the type of building used for the main office, pools, recreation areas, and camping trailers utilizing the campgrounds. The Chairman told Mr. Wilton there are basically two problems. First, the Town of Southold does ~ot have a large supply Of water and has restrictive zoning. The population density for a campground would be much higher than anywhere in the Town. Mr. Wilton said the average stay in a trailer campground is 1.3 days and they would have a limit of two weeks maximum stay. Mr. Wickham told Mr. Wilton this use would require a change of zone, unless he could acquire property in a zone that allows it. It is ~ot the Planning Board's jukisdiction to tell him where to try for a change of zone. The Board asked Mr. Wilton how much acreage he was talking about and he said approximately 15 acres for the finished product. Mr. Wilton said the season for the camp would start in April and end in October. The Board told Mr. Wilton the Zoning Ordinance requires 5000 square feeto6f land per unit. Mr. Wilton said the water consumption per unit is 50 gallons per day and each unit has abo~t three people. Mr. Wilton said he had contacted the State and County Health Departments and has copies of their requirements. The Board suggested he figure the maximum density to see if it is feasible. Mr. Wilton thanked the Board and said he would study the matter furhher. Mrs. Albert SUnshine appeared before the Board with a site p~an f~r par~ing for ~ professional 5uitding on the corner of Westphalia Avenue i~d SoundAvenue, Ma~tituck. A minimum of 1~ p~rking spa~es is req~irea. The p~an Presented shows.ten Sp~ce~ but they ~re n~t adequate in size in accordance with the requirements of 350 square feet. The rty is zoned B-1. The surface of the parking area must ~ blue stone. Also the plan~must show the names of adjoining property owners, the number of feet to the State Road and the zone of the property. Mrs. Sunshine said she would'have these corrections made on the plan and resubmit it to the Board for approval. Southold Town Planning Board - 3 - May 1, 1973 Mr. Leo Kwasneski appeared before the Board with a map of Sleepy Hollow Subdivision at Southold, The property is 17 1/2 acres and 14 lots are proposed. Mr. Kwasneski said he had called the Health Depar~ment and Mr. Villa said the test holesresults were all right. The Planning Board will look at the property and check with the Superintendent of Highways about the connection to Glenn Roa~ The Board also told Mr. Kwasneski the Town Board has said they will require park and playground of 5% of the area for every subdivision. It may be possible to have it in conjunction with the drainage area or on the water front. It will have to be about one acre. There was discussion about the elevation of lot #14 and Mr. Kwasneski said this might be a good place for the park and playground. Mr. Richard Young came beforetime Board with~map of Horton Farm Estates Subdivision at East Cutchogue. Mr. Young said they still have not gotten approval of the Health Department on the test holes. Mr. Young said the adjacent property is under contract. It is 2.4 acres approximately. The Board discussed the drainage areas and suggested Mr. Young look at the drainage in Jackson's Landing subdivision. The Planning Board also told Mr. Young they will require 5% of the area for park and playground. The Plan presented shows 135 feet frontage on the lots and this will have to be 150 feet. Mr. Young said he can still include some of the adjacent property under contract to make the lot frontages meet the 150 foot requirement. Mr. Young said he would have these changes made on the map. Mr. Ben~Mendozza appeared before the Board with a preliminary subdivision map of property off Bergen Avenue~ Matti'tu~ck; consisting of 16.080 acres and 14 iots proposed. The Board,~old Mr. Mendozza all lots must ha~e 150 foot frontage, including the lots on the cul de sac. Mr. Mendozza said the property is under contract. The Board asked if test ho~es have been made, and Mr. Mendozza said he has sen~ Southold Town Planning Board May 1, 1973 a letter to Capt. Kidd water district for bringing in water. Mr. Mendozza said he will submit a map showing the park and playground, correct frontage and 20 foot easement to drainage area. George Ahlers came before the Board with a site plan for Southold Commons Apartments,~Young's Avenue, Southold. Mr. Ahlers said he had approached the Board of Appeals about making the buildings longer, an additional se~en feet on each building. He said the reason for this was to make the kitchen larger. The Board asked about the lake that was shown on a previous plan and Mr. Aklers said he was not sure about putting it in depending on the cost. Mr. Ahlers said the sewage treatment plant will cost between ~215,000.and $~5,000. The water would be municipal. The Board said they would want to see front and side profiles of the buildings and will require a planting plan. Also, RhesBoa~d will require assurance that the open spac~ Will remain open.Mr~r~ Ahlers said if the sewage treatment plant is not within 300 feet of any other building it does! not have to be completely housed. The building is 40 x 80 and he has had prices up to $100,000 to enclose the plant. The test borings have to be made. Briarcliff is landscaped architect. The Board asked Mr. Ahlers if his plan Meets the minimum requirements and Mr. Ahlers said it did, but the seven foot addition would be an improvement. The Board told Mr. Ahlers they will want the area of all apartments, and the minimum requirements must be met for every unit. Mr. JOseph Donovan, Leffert~s P. Mr. Wickham said the County has the authority or the connection to the highway. The Board stated they agree wi:th the County's recommendation of a minimum setback on the ~luff of 100 feet. The Board reviewed the topographical map of t~he bluff. The bluff line is not clearly shown, but the average is about 60 feet. Mr. Donovan said they wanted some direction~ for modification on the preliminary plan. Mr. Wickham said the Southold Town Planning Board 5 - May 1, 1973 Town Attorney says the Planning Board has no authority ~o approve anything that is not in the Zoning Ordinance in force at the time of final approval. The Town Board on the 8th of May will present to the people of the Town proposed amendments to change the zoning to all one acre and 150 foot frontage on all lots. Mr. Donovan said he was aware of this and wants to proceed under the preliminary application and present zoning ordinance. They w~nt the Planning Board's suggestions on this preliminary map. Mr. Wickham said the Board agrees with the County's suggestions and in particular the setback from the bluff. Mr. Donovan said they have designed the drainage for the roads to the present standards and want to explore the suggestion of the Soil and Water Conservation District for drainage. Mr. Denavan said they have to work with the existing zoning ordinance; this is a four or five year project. Mr. Wickham said the new Subdivision Regulation amendments have been approved, except for approval by the Town Board, and will have to be met. 5% of the area will be required for park and playground. The Board and Mr. Donovan also discussed making the east-west road, Road "E", 60 feet wide and the Board told Mr. Donovan the strip of prDperty near the Main Road must be shown included in the subdivision. The Board told Mr. Donovan they would review the map and the recommendations of the Planning Commission and give him their recommendations by the next meeting of the Board May 16th. Rudolph Bruer, Esq., presented a proposed subdivision map for John Pontino at Peconic. The Board told Mr. Bruer all lots must have 150 foot frontage, 5% of the area must be provided for park and playground and he must have test hole data from the Health Department. The property is approximately 22 acres and 18 lots are proposed. Mr. Bruer said the map would be redrawn and he would have test holes dug. Rudolph Bruer, Esq., presented maps of Hahn Subdivision with ~he' ~hanges ~equ~red by the Board. Mr. W~ckham told him the Chairman i!s authorized to sign the map as soon as he submits a~leg:al instrumen.t that lot #3 Will not be further subdivided. Mr~ Bruer said he would bring it in. Southold Town Planning Board 6 - May 1, 1973 Mr. Gus Schad, Richard Lark, Esq., and Mr. Howard Young appeared before the Board in regard to the site plan for Brecknok Hall at Greenport. This plan is for the parcel zoned M-1 for condominiums. The condominiums are one and two bedroom units and the buildings are combined one and two stories. Mr. Schad said they have problem with the distance between buildings. He submitted a layout of the buildings. Mr. Schad also said the County Department of Environmental Control has teld him the sewage treatment plant must be built and in operation after the first 50 dwelling units are built. The first 50 units must h~ve dry sewage lines. Mr. Lark said the prospectus on the condominiums is filed with the Attorney General. Mr. Schad said the sewage treatment plant will be enclosed and will be in the scenic easement area. Mr. Schad also presented drawings of the style of buildings he intends to build. He said they have four u~its in center with upstairs and downstairs and two units in each end of the building. The Board told Mr. Schad he will have to go to the Board of Appeals on any variance in distance between buildings. Mr. Schad said they would ask for 25 feet between some of the buildings as a minimum distance. 56 buildings are shown on the layout. The Board told Mr. Schad to figure the average height of the buildings and ~e all the buildings he can wi~h the require~ distance and then go to the Board of Appeals.~ The Board also told Mr. Schad that all buildings along the Sound must be set back 100 feet. Mr. Schad asked about the proposed east-west road. He had planned having a private entrance to the property and they would be private roads. The Board told Mr. Schad the road would not be required to go through this M-1 district, but a road would be required in the Residential District 1000 feet back from the bluff. The Board will require dead end roads connecting up to the scenic easement. Mr, Schad said they would work on the layout and submit it to the Board. The Planning Board discussed with Richard Lark, Esq., the PrOPosed change of zone for Leisure Greens, Inc. from "A" Residential and Agricultnral District to "B" Light Business District, property situated at Main Road, ~t~e~ Mr. Wickham said the Board was told some things by Leisure Greens, Inc., that were not true. They said they talked to trades peop&e in the Town but actually had not. Mr. Wickham said it was not a good plan to have the Sacred Heart School playground by the parking lot. The application must be forwarded to the Suffolk County Planning Commission. The Board asked Mr. Lark for a disclosure statement ~nd Mr. Lark said all interested parties were the following: ~Mr. John Grodski, President; Mr. Martin G. Ahern; Mr. Hans Kettson; Southold Town Planning Board - 7 - May 1, 1973 Mr. Stanley Sledjeski; and Mr. Bruce Persson. The Chairman asked Mr. Howard Young about the plans for the drainage for Frank Case Subdivision at Cutchogue. The Board is anxious to proceed with this new concept and must get approval from the Town Highway Committee. Mr. Young said they are ready to have plans drawn up as soon as they get final approval. The Planning Board discussed this proposed change of zone. Albertson to the Southold Town Conservation Advisory Council for their comments. Vote of the Board: Ayes: Messrs. Raynor, Grebe, Coyle, Wickham, Moisa. Southold Town Planning Board - 9 - May 1, 1973 The Board discussed the change of zone for Leisure ~Greens, Inc., at ~~, On motion of Mr. Moisa, seconded by Mr. Grebe, it was RESOLVED.that the Southold Town Planning Board recommend to the Southold Town Board denial of the change of zone application of ~D~DeWGr~§~ti~.for property situate at. A~~.~ge~ New York. Reasons for denial are.. (1) It · s the Planning Beard's feeling it is poor planning to have the parking lot between the play ground and the parochial school; and (2) it would require extensive regrading; (3) the topography of the land is completely unsuited to ~his type of use. Vote of the B~ard: Ayes: Messrs. Moisa, Grebe, Wickham, Coyle. Abstention: Raynor. On motion of Mr. Wickham, seconded by Mr. Raynor, it was RESOLVED that the Planning Board will hold a special meeting on May 9, 1973, at 7:30 p.m., at the Town Office, Main Road, Southold, New York.
