CLASSES Sunfish, Open Catamaran, Laser Standard and Laser Radial ELIGIBILITY All sailors must be at least 16 years of age by December 31, 2012. Rules -- The Racing Rules of Sailing- 2009-2012 (RRS) including US SAILING Prescriptions. 2. Boats -- Laser Radials: Bring your own boat (BYOB) 3. Eligibility 3.1 Smythe competitors must not have reached the age of 19 in the current year; must be a member of LIS SAILING and a member of a member club or sailing association in ELIYA to qualify for the Smythe. 3.2 US SAILING membership card is required. 4. Please see Sailing Instructions for more on Coaching. 2012 Carol Smith & PGJSA Qualifier Regatta SOUTHOLD YACHT CLUB 165 North Parish Drive, Southold, NY 11971 631-765-5629 '~. ~ULY 20, 2~F2 RULES The regatta will be governed by the 'rnles' as defined by the Racing Rules of Sailing 2009-2012 (RRS), the prescriptions of US SAILING, the rules of the 420, Laser, Laser Radial, Laser 4.7, Optimist and Sunfish classes, (except as any of these are altered by the Sailing Instructions), this Notice of Race and by the Sailing Instructions. ALCOHOL & DRUGS Per US SA1LING Rule 5, no competitor shall use, either on or off the water, alcoholic beverages (beer, wine, and distilled spirits) or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. This regulation is in effect during the entire event, from date and time of arrival through date and time of departure. On report of a violation of this regulation, a hearing will be held generally in accord with the recommendations of Appendix M of the RRS. Penalties for a violation of the regulation may range from a reprimand to dismissal from the regatta. Additionally, the hearing officers may recommend further action under rule 69. The officers for hearing a violation of US SAILING Rule 5 will consist of the Chief Judge, acting as chairman of the hearing, the jury, and the Event Chairman. ALTERATIONS OF CLASS RULES The Class rules will be used except that RRS 60.1 (a) is changed to prohibit a boat fi.om protesting another boat for an alleged breach of a class rule requiring class membership or imposing a weight limit. ADVERTISING A boat and her crew shall comply with ISAF Regulation 20, Advertising Code. CLASSES Optimist Green, Optimist Red, White, Blue, 420, Laser, Laser Radial, Laser 4.7, Sunfish Singles, Sunfish Doubles (skipper and crew both age 8-13, not turning 14 in the calendar year). ELIGIBILITY & ENTRY Applicants for the PGJSA Championship are to be a member of PGJSA through their own club. Applicants for all classes (except Sunfish Doubles) must not turn 19 years of age in the year of the event. Sunfish Doubles, skipper and crew, must be 8 years of age in the year of the event and must not turn 14 years of age in the year of the event. For the Championship Series the PGJSA Optimist age rule applies. ETHICS AS ADOPTED FROM JSA of LIS: Respected Sailors always: l. Know and abide by the Racing Rules. They promptly: Take a penalty or retire when they know they broke a rule, or file a protest when appropriate. 2. Obey event regulations, on and off the water. 3. Are organized, prepared and responsible for their own equipment. 4. Show respect to fellow sailors and those helping to run regattas and programs. Respected Sailors never: 1. Swear aL intimidate or harass anyone, including teammates, on or off the water. 2. Steal or borrow, without permission, anything that does not belong to them. 3. Break laws related to aleobol, tobacco or illegal drugs. US SAILING MEMBERSHIP Membership in US SAILING is encouraged for each competitor (helmsman and crew). APPLICATION FEES Entry fee is $45 per competitor, including all races, an official 2012 regatta apparel, breakfast, snacks, beverages, post-race lunch and awards. SCHEDULE OF EVENTS July 20, 2012 Awards to follow completion of all races. (Snacks and water for competitors will be provided between races.) ALTERNATE DATE In the event that severe weather could imperil sailors, the Southold Yacht Club Race Committee has sole discretion to postpone the regatta to a later date. All PGJSA Head Instructors and Program Directors will be notified no later than 1500 hours, July 19, 2012 by phone and/or email to verify that contact has been made. SAILING INSTRUCTIONS The sailing instructions will be available at registration. There will be multiple courses so there may be different sailing instructions for each class. Make sure to obtain the instructions for your class. BOATS & EQUIPMENT Competitors must bring their own boats and dollies. Each competitor will be responsible for their boats being in compliance with the class roles. Boats may be inspected for compliance. All boats are REQUIRED to have a tow line not less than 5/16" x 30'. SCORING The Low-Point Scoring System-Appendix A of the racing roles will apply for all classes. One (1) race constitutes a series. There will be NO throw-outs. PRIZES Trophies will be awarded to competitors placing first through third in all divisions. The Race Chair might present a sportsmanship award. SAFETY PFDS (COAST GUARD APPROVED) ARE REQUIRED FOR ANYONE INVOLVED IN THE REGATTA INCLUDING SAILORS, COACHES, SAFETY BOATS, AND ANY OTHER PERSONS ON THE WATER. THIS REQUIREMENT WILL BE STRICTLY ENFORCED. COACHES Coaches are required to register at the regatta. If coaches want to be on the water they must provide their own chase boats. Coaches are required to keep off the racecourse during the event unless called upon to assist in certain safety situations. See Sailing Instructions for PGJSA Coaching Conditions.
