Reeve Henry Moise Alfred Grebe Archibald Young MINUTE8 8outhold Town Planning Board March 17, 1959 A regula~ meeting of the 8outhold Tow~ Planning Board held on ¥~rch 17, 1959 at 7:30 P~M. at the Town Clerk's Office~ Main Road, Southold~ NeW York. There were present: Messrs. John Wickham~ Chairman, Harold H. Reeve, Henry Moisa~ _~lfred Grebe and ArchiBald Young. Also present: ~. Howard M. Terry~ Building Inspector. The Clerk read the minmtes of the February I7, 1959 meeting. On motion of F~. Grebe, seconded by Mr. Moisa and unanimously carried the minutes were approved as submitted. The minutes of the joint meeting of the Southold Town Board and Southold Town Planning Board, on motion of Mr. ReeVem9 seconded 'by Mr. Young, and unanimously carried~ ~ere approved as read. A lengthy discussion was held relative to a parking lot and a road ru~ming north past the post office in Cu~cheEueo A letter from M~. Arth~ Mehl~ Cutchogue, owner of the Nerth Fork Variety Store, was read~ whereby Mr. Mehl indicates that the best possible Solution to the problem would be for~Mr. Eruczewski to contribute a few feet of his land to widen the parking field. He also states there are drainage problems involved. All in all Mr. Mehl feels that the project should Southo!d Town Planning Board -2- March 17, 19%9 be ~uudertaken by someone with higher authority. Mr. Wickhamstated that Mr. Price~ ~, Reeve~ Mr. Van ~yl and he had met with ~. t~(ruczewski relative to additional land prior to this Planning Board meeting and no satisfactory solution was arrived at as a result of this meeting. Upon resolution offered by PM. Reeve and seconded by i~. Moisa it was BE$OLVED~ that the Planni~ Board suggest to the Town Board that in view of the fact of the congestion in front of the post office at the present tim% it is believed there is a real need for a 6g foot road continuing north from in front of the post office. Such road would be a fu~re business district access. It was therefore suggested that the Town help with the construction of this road. Application for a change of zone from "A" Eesidential - Agricultural ~o "M~' Multiple Residence district was received from Messrs. Thomas and Oscar Molin. Property in question is situated near Greenport and more particularly bounded and de- scribed as follows: north by Long Island $ound~ east by Horton~ south by North Road~ and west by Shannon. Mr..Remuselae~ G. Terry~ Jr., attorney for the Molins appeared at the meeting and supplied the Board with additional helpful information. Mr. Terry stated that it is planned to start construction on the motel this July. There are planned four buildings comprising eight single u~its. These buildings to be in a horseshoe shape. The surrounding property~ it was pointed out by Mr.. Terry~ is predominantly zoned ,Multiple Res- idence district and is not useful for much else. ~M. Wickham asked that Mr. Terry supply architects plans sometime in the future in order that they may be presented at the public hearing of the Southold Town Board~ when this ahange of zone is formally heard.' After further discussion by the Board~ on motion of ~. Moisa~ seconded by Mr. Reeve~ it was _~SOLVED: ~o recommend to the To-~n Board that the change of zone from "A"'Agricultural-Residential to "~' [~ultiple Res- idence DiStric~ be made on the property included in the legal description by Otto W. Van Tuyl, surveyed on December l~ 19~g. The Board feels that in view of the fact this property is almost across the street from two labor camps~ and there are other ~'M" districts in the immediate vicinity~ this is probably the best use of this lmad. We are of the 'understanding that the petitioners plan to build four double duplexes on this property in approximately one year. This had reference to approval of Section 2 of Orient By The Sea. Mr. Wickham asked P~. Howard Terry if he would compose a letter and fo~ard same to ~. Emmonds Dean, Suoer- intendent, State Highway Department, requesting that he aavise the Planning Board ~nether a permit.or permission was ever granted or given to Woodhollow Properties~ Inc.~ or any other person or corporation to connect a private road shown on map of~0rient ByThe Sea", Section l~ as ~'Pl~m Island La_ne" to the State Highway on the north side of State Road #2~, almost o~posite the entrance to the State Park, Orient Point~ or any other location on the State l~ghway. Awaiting answer on the above, on motion of Mr. Grebe, seconded by Mr. Moisa, and carried, it was RESOLVED~ to withhold action on Section 2 until such time as the developer and attorney shalIad~p$ a cooperative attitude. After considerable discussion on the subject of parking facilities in the villages of the To-~n, on motion of Mr. ReeveS seconded by Mr. Eoung and carried, it was RES0~VED~ that the Planning Board recommend to the Town Board that consideration be given to ourchasing, wherever possible~ available parking sites for-each one of our un- incorporated vi~ages. The Pla~ing Board feels that this is an urgent matter and needs i~mediate attention. The matter of the Open Development Area of Walter Grabie was again brought up. It was suggested that ~.~ Reeve speak to Mr. Elmer Ruland relative to selling several more feet to M~. Grabie in order that a more satisfactory road may be possible. The next meeting of the Southold Town Planning Bo~d will be held at the'To~ Clerk's Office, Main Road~ 8outhold, New York, on Tuesday~April 7, 19~9 at 7:30 P.M. Meeti~ adjourned at lO:O0 P.M.
