A regular meeting of the Southold To~n Planning
Board was held on Thursday~ Aoril 7~ 19%9 at 7:30 P.M.
at the.Tow~ Clerk's 0fficS: Main Road: Southold~ New
York.
There were present: Messrs. John Wickham~ Chairman~
Harold R. Reeve~ Henry Moisa~ Alfred Grebe~ and Archibald
Young.
Also present: Mr. Howard M. Terry~ Building Inspector.
Mr. Wa~ter Luce and Mr. Roy 8chelin appeared before
the Plann~ag Beard with relation to a proposed trailer
park i¢~. 8chelin contemplates starting. The property in
euestion is a parcel of land ~ocated on the west side of
~estpha!ia Road~ Mattituck~ j~st above where'the bridge
was l~cated~ and consists of I1 acres. ~. 8chelin has not
purchased the property as yet amd would like to get the
Board's approval of the plain before doing so. A plan of
what the proposed park would look like if approved~as sub-
mitted to the Bos~d for its consideration. There Will be
lots ~0 x 60 foot plus~ for approximately 82 trailers. On
the boundaries there will be planted trees or fence will
be erected. Mr. Sch~!in has checked wi~h the Health Depart-
ment with relation to cesspools mad water supply.

After considerable discussion it was agreed that Mr.
Reeve and ~fr. ~o~ug would visit the site aud. look further
into the matter of the proposed trailer park and make their
report at the next meeting of the Plarn~ing Board.
M~. %~ilfred Ruland came before the Board for a dis-
cussion relative to their t~ming some steps to modify the
Zoning Ordinance with relation to handicrafts as provided
for and described thereih. Mr. Ruland wishes to build a
new home on Route 2~ in Mattituck: east of the high school
on the~north side of the road~ and relocate his sign paint-
ing in the cellar of his new home. He presently resides
on Sigsbee Road~ Mattituck. Prior to this Pla~uing Board
meeting ~. Ruland went before the Board of Appeals for a
variance to do this but was denied same~ since the Board of
Appeals feels it is a business rather than a handicraft.
Mr. Rulaud was advised by the Plau~ing Board that steps
would be taken to make a recommendation to the ~ownBoard
that the regulations be liberalized on the matter of side-
line businesses. ~. Stanley Sepko also appeared at the
meeting and voiced his opinion in this matter.
After a lengtk¥ discussion relative to an amendment to
the Building Zone Ordinance, the following was agreed upon
by the Pl~uuing Board:

Handicrafts - Minor electrical and mechanical reoairs~
sign paint~ug~ model making~ mino~ furniture repairs ~nd
refinishing, and occupations of a similar character.
Counseling Services - Advice on investments~ insurance~
and the like.
This subsection shall not be construed to. Cover any
sales offices or display rooms and all se~ices shall be
rendered by the property owner or his immediate family.,,
On motion of ~. Moisa~ seconded byMr. Grebe and carried~
it was

Board the aforementioned proposed amendment to the Building
Zone Ordinance of the Town of Southold.
The application for a change of zone from '~A" Resid-
ential -Agricultural, to ',B~ Business, was received by the
Planning~ Board from Genevieve Naugles, Mattituck, New Yor~.
Change of zone is requested on~ the following described
property~ legal description by Otto W. Van .Tuyl~ dated
January ~l, 19~9 and amended Mar~ch 12, 19~9. Begir~uing at
a point on the northerly line o~ Naugles Drive, 1638 feet,
more or less, easterly along said northerly line from Luther's
Road~ said point of beginning being the southeasterly corner
of land of DeWulf; from said point of beginning rurnming
northerly along said land of DeWulf, ~31 feet, mere or less,
to the southerly line of a 30' right of ways thence easterly
along said southerly line of said 30' right of way~ 60 feet,
more or less; thence northerly across said 30' right of wavy
a~nd along land of Cavaliere and Pardo~ 310 feet, more or less,
to Mattituck Inlet; thence southeasterly along said Mattituck
Inlet~ 6~0 feet, more or less, to land of Chambers; thence
southwesterly along said land of Chambers, 360 feet, more or
less, to said northerly line of Naugles Drive; thence west-
erly along said northerly line of Naugles Drive, 107 feet,
more or less, to the point of begirnaing. Containing 4 acres,
more or less~

establish a fishing station.
~fter a thorough diScussion it was decided that ~. Reeve
and Mr. Young would visit the property in ques~tion'and make a
report at the next Plao~aing Board meeting.
Application for a Change of zone from "A" Residential -
Agricultural, to "B" Business, was received from John and
Alexandra Drossos, Arshamomaque, To~m of 8outhold, New York.
Property is described as follOws: A parcel of land on the
r side of Ma~u Road (Route 2~) with 528 feet frontage
on said with the easterly boundary of said parcel being
850 feet westerly from the interseCtion of Chapel Lane and
Said Main Rc~d$ being irregular in depth, but approximately
175 feet in depth. In the applica.tion the following notation
was discussed by the Board: And further, that the said Town
Board upon its o~rnmotion change said map to denote all prop-
erty on the North side of Main Road (Route 25) between Chapel
Lane and Albertson Lane to a depth of 200 feet as "B" Business
District instead of "A" Residential and AEficu~tural District.
On motion of M~. Grebe, seconded by ~. Reeve and carried,
it was
RESOLVED, that the Planning Board recommend to the To~rn
Board that~the application of John and Alexandra Drossos for
Southold Town Pla_uning Boar~[ ~~- April 7, 19~9
a change of zone from "A" to -B'~ be granted and on the To%~
Board's own motion, the business area be extended from Chapel
Lane to the railroad to a depth of 2~0 feet parallel to the
State Highway. Property o~ners to the west of Albertson-Lane
have been contacted and they approve of the change from "~" to
"B" by the To~ Board's own motion.
M~. Van Tuyl read a letter to the Pla~uing Board with
reference to securing a strip of land wider than 2~-feet from
~. Hilton Epp~ Bay View, Southold, New York. The letter stated
that it is felt that the o%mer, Mr. Epp~ t~. Wickham, Chairman
of The Board~ and ~. Price~ Superintendent of F~ghways'should
meet and discuss the situation. It was decided that ~. Van
Tuft and the Superintendent of Highways wou~d meet with Mr. Epp.
Mr. Terry reported that the To~m Board had discussed the
purchase of the parking lot north of the post' office in Cutchogue,
and it is felt that they should purchase the 100 ft lot including
the g0 ft. which will be highway in front of it, but are omwill-
ing a-t this time to take part in building of Griffen Street.
TP~ey find that it should be up to the property owner to build
thestreet and then turn it over to the Town.of Southold. They
also think that there will be a serious drainage problem in
connection with building the ~roposed road.
The next meetio~ of the SoutholdTo~ Pl~rnaing Board v~ll
be held on Tuesday, April 28~ 1999 at 7:30 P.M. at the Town
Clerk's Office, M~u Road, Southold, New York.
A communication from F~. M. E. Goul, District Engineer:
State of NewYork Department ofPublic Works~ was read. This
had reference to the widening or realignment of Route 2~ with
particular reference to the area of the Mccarthy Sand Pit.
~other letter from Iv~. M. E. Goul, District Engineer~
State of New York Department of Public Works was read. This
had reference to Section2, Grient By The Sea. The letter
advises that there is no record in that office of a permi~
issued to Woodhollow Properties~ inc.~ nor for a street con-
nection to the highway sho%~n as Plum Island Lane on the Sub-
division map. No such co~aection can legally be made until a
State Highway work permit is in their possession for the work
involved.
After considerable discussion it was agrsed that a letter
sho%zld be sent to Woodhollow Properties, inc. stating that it
has come to the attention of the Planning Board that the.
development at Orient By The Sea has failed to obtain permission
from the State ~ghway Department of Public Works for connection
to Route 2g~ and feel that the matter should be attended to. Also
since there is no access to the water ashas been repeatedly
suggested, the Plm0ning Board is not ~illing to give even a
tentative approval to Section 2.

The n~inutes of the meeting of March 17~ 19~9~ on motion
of ~. Grebe~ seconded by M_~. Yo~3~ng and carried~ were approved
as submitted.
Mr. Reeve reported that he has not yet made contact with
Mr. Elmer Rulandrelative to selling several more feet to ~.
Walter Grabie (Open Deveopment Area) to facilitate a more
satisfactory road.
A letter from M~. Francis T. Doyen~ President~ Fishers
Island Civic Association~ was received b~ the Pl~uning Board
s_nd read. The letter hadreference to previous correspondence
between the Fishers Island Civic Association and the Planning
Board pertaining to their request that aid be given on Fishers
Island for a beach facility and pa~k progrsm~. The Fishers
Island Civic Association feels that since they have no State
Highway or parks on Fishers Island that State aid should be
sought.
The matter was thoroughly discussed ~ud it has been the
experience of the members of the Planning Board that State
parks are not entirely satisfactory s~d they feel that County
parks would be the solution.
On motion of Mr. Young~ seconded by Mr. Moisa and carried~
it waz
P~w~SOLVEO~ to recommend to the Tovm Board that~inasmuch as
the County is initiating a program of County parks~ the Planning
Board feels i~ would be well to look into the Fishers Island
property and suggest that the T6~m Board or the Supervisor
appraach the Board of Supervisors in this regard.
A copy of ~the aforementioned letter was sent to the Suffclk
County Planning Board and a letter to M~. Francis T. Doyen stat-
ing thatwe are taking this matSer up with the Southold Town
Board and the Suffolk County Planning Board in hopes that this
may be the answer to their problem.
