Reeve Henry Moisa Alfred Grebe Archibald Young MINUTES ~outhold Town Pla~uing Board May ll, 19~9 A regular meeting of the Southold Town Planning Board was held at 7:30 P.M., Monday, May ll, 1999 at the Town Clerk's Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman, Harold R. Reeve, Henry Moisa~ and Archibald You~. Absent: Mr. Alfred Grebe. Also present: Mr. Howard M. Terry, Building Inspector, and Otto Van Tuyl~ Consulting Engineer. The minutes of themeeting of April 28, 19~9~ on motion of Mr. Reeve, seconded by Mr. Young and carried, were approv- ed as submitted. The minutes of the joint meeting of the Town Board~ Planning Bc~d, and Board of Appeals of April 28~ 1999, on motion of Mr. Moisa~ seconded by Mr. Young, and unanimously carried were approved as corrected (the name of Otto Van Tuyl, Consulting Engineer having been omitted.) A discussion was held relative to the Genevieve Naugles application for a change of zone, which the Planning Board recommended favorably to the Town B oaPd. I't was by.motion of Mr. Reeve~ seconded by Mr. Young ~nd carried that a Southold Town Plann~ug Board -2- Nay ll, 19~9 further recommendation should be forwarded to the To~n Board suggesting that the owner be advised that it is against the law to throw fish~ refuse and such matter from the boats while in the harbor. A letter from the Suffolk County Planning Board, R. Kammerer, Director of Pla~ming, was received and read to the Planning Board. Mr. Kammerer stated that the matter concernir~ property owned by Suffol~k County on Fishers Island was discussed at the Boards meeting on April l~ 1959 and a committee was appointed to inspect the area and make a report. After a brief discussion a letter was ordered forwarded to the Suffolk County Plarn~ing Board stating that the Eouthold Town Planning Board wishes to point out that the property in question belongs to Southold Town rather thm~ Suffolk ~ounty and advising ~aat the Planning Board will be interested in the report of the investigating After a lengthy discussion~ on motion of Mr. ~o~ug~ seconded by Nr. Moisa and carried, it was REOOLVED, that the folloWing five points of a "General Outline for Development for the Town of Oouthold" be in- corporated in the minutes of this meeting. These points are to be expande~ upon at future meetings of the Planning Board: Place of agriculture ia the Town Mainte~_~.nce of the natural bemuty of the Town. Afterconsiderable discussion relative to the map and proposed change it was moved by Mr~ Moisa~ seconded by Mr. Yotueg and carried that a letter be forWared to Mr. Br~¢e MacDonald, BrOker-Developer, requesting that someone be present at the next meeting of the Planning Board on ~ay 2$th, to be available to discuss plans for the use and development of the property in question before the Planning Board will take Southold Town Blanning Board '4, May ll, 1959 further action in this case. The matter of the resignation of Harold R. Reeve~ Sr. which had been'tabled at the last Plamuing Board meetirg on April 28, 1959 was again brought up for discussion. After much consideration and discussion it was RESOLVE~ by Nr, Meisa, seconded by Nr. Reeve and carried thatJit is with deepest regret that the Pla~uning Board recommend to the Town Board the acceptance of the resignationof Mr. Reeve, to become effective June l~ 19~9. It was further recommended that since the Planning Board is undertaking an intensive program along with routine matters that the vacancy be filled as soon as possible, it was further Resolved: Resolved, Whereas: Harold R. Brown. Containing by estimation 14 acres, be the same mercer less. Mr. Van Tuyl spoke for the application and answered questions posed by the PlanningBOard. Mr. Van T~y, Mr. Harold Price and M~. Archibald Young visited the property and Mr. Young gave his report. _There will be 29 lots in the sub- diviSiOn. It was decided that the P~anning Board would visit the property as ~a group before the next meeting is called to order on May 26th. The Board wo~d meet with Mr. Harold Price with the thought that a ~0 ft. road might be dedicated to the ToEa but onlY'2~ ft. be oiled and paved ~ith the thought that the other 2~ ft~ would not be used because it is on such a steep grade and it would spoil the natural beauty of the property. There was a brief discussion held relative to the map of Ge~r§e L. Yo~g property, Orient, New York. A comm~uicatiomwas received from the Office of Comnty Affairs, Ha~ppauge~ ~ong Island~ relative to a ~ndoned structures and what woOd'be ~he best thing to be done to protect them from vandalism, etc. Th~ snggestion in the letter was that there shouldbe aterm bond to protect against eventual abandonment of such structures or demand its removal fr6m the ~roperty before approval of the plat. A letter from the 8outhold Town Boar~ of Appeals was received and read. ~is'letter had reference to ~endments that the Board o~ppeals proposes to the Zoning Ordinance.
