R¢~v¢ Henry Moisa Affrcd Grebe Archibald Young ~outhold Town Plaguing Board May 26, 19~9 A regular meeting of the 8outhold Town Planning Board was held 7:30 P.M., Tuesday, May 26, 19~9 at the To~n Clerk's Office, Main Road, ~outhold, New York. There were present: Messrs. John Wickham, Chair- man, Henry Moisa~ Alfred Grebe, and Archibald ~ou~g. Absent: Mr. Harold R.~eeve~ Sr. Also Present: N~ Howard Mo Terry~ Bu~lding Inspector~ 0 to Van Tull, Cons~ng En§~neer and Harold Price, Superintendent Town Highways. ~ ~n the matter of the petition of F. Rogers K~tcham, Ehore Road, Halesite, Mr. Bruce MacDonald~ ~etauket~ Agent for Mr. Ketch~m,~opeared before th~ Beard. Nr. MacDonald was advised that members of the Board had visited the property and are familiar with it and would like to have a general idea of what the future plans are. Mr. MacDonald stated that thers are 17 acre~ i~ the parcel and the proposat is to develop the water front as a boat yard with motel units and cottages on the bluff. The Board advise~ that it is felt the entire parcel is too large to be completely ~oned uB, Business and would be only willing to consider that portion that would be used as the boat yard itself. After°much discussion and consideration ~outhold Town Pls~uning Board -2- May 26, 19%9 the Planning Board advised ~ir. MacDonald that before they would consider the matter ~3rther they would like to see blue prints or a detailed sketch covering the exact plans for the area desired. It is possible that a strip beginning at a point 200 feet from Mill Road down, approximately 200 feet in depth would be the solution. Mr. MacDonald stated that he would consult with Mr. Ketcham and endeavor to have such plan by the next Planning Board meeting in J~e. Mr. ~ph Reed, member of the Southold Realy Corporation, Cedar Beach~ Southold~ appeared before the Pla~niug Board with a revised preliminary plan for the development of property at Cedar Beach. After considerable discussion Mr. Reed advised he would think seriously about applying for a subdivision in the near future ~od complete his plans for the proposed sub- division. The Planning Board visited the property of Hilton Epp~ a proposed subidivision to be kno~a as Hilton Heights, before the opening of this meeting. After considerable discussion pertaining to their visit~ on motion of Mr. Moisa~ seconded by Mr. Grebe and unanimously carried~ it was RE~0LVED that a letter be forwared to ~. Epp suggesting that he realign Hilton Road so that it is nearly straight on the westerly end. Mr~ Van Tuyl~ who spoke for Mr. Epp at the last Planning Board meeting~ stated that he would contact Mr. Epp in the same respect. The minutes of the $outhold To~ Planning Board meeting of May ll, 19%9~ on motion of Mr. Grebe~ seconded by Mr. Young and un~imously carried~ were approved as read. A brief discussion was held relative to identification cards for the Planning Board. Mr. Howard Terry produced the ~dentification case but stated the cards had not ~been received as yet. A communication from the'Suffolk County P~ing Board dated May was received and read~ This letter ~ of the Pl-anning Board of ~ou~hol~ T~wn's letter ,of Nay with relationto Fishers Island. it was~ requested that if there is a map~.s~rvey or outline in existence pertaining to this Partic~ar piece of property that the SuffOlk County Pl~uning Boar~ be advised. Mr, Grebe stated that he has maps available on ishers Island and will forward s~e to the Southold Town Pla~uuing Board for transmittal to theCo~ty. A letter to this effect was forwarded to the County. A notice was received frOm the Southold To~rn Board~effective ~outhold To~n~ Planning Board -3- May 26, 1959 May 28, 19~9 indicating that at Public Hearing by the Town Board on N~y ~ 19~9 the petition of Thomas and Oscar Molin ~s granted for a change of zone from UA~ Residential and Agric~tltural to uM~ Multiple Residence. A letter from the Suffolk County Department of Heatth~ Philip J. Rafle, M.D., Commissioner of Health, by Ho We Davids, P.E., Director of EnFiromental ~anitation~ was received and read. This letter had reference to development of marsh and meadow lands. After discussion it was moved by Mr. Grebe, seconded by Er. Young~ and uhanimously carried that the Pl~uning Board write Mr. Davids inviting a qualified member of his organization to be present at the next meeting of the Pls~Luing Board to discuss the particular problems in- volved in water supply~ sewage disposal, etc. on filled laud as referred to in his letter. Correspondence from M. E. Goul, District Engineer~ Department of Public Works~ was received and read. This letter had reference to the Planning Board's letter of April 29~ 19~9 inquiring as to current planning concerning Middle Road~ Route 27A (County). It was advised that they do not have plans or proposals for the improvement of this router or the construction of an expressway throught th~ area. It was stated that M~. Goul shall make every effort to pro~ide the Planning Board with information concerning any plar~uing as rapidly as possible. A communication was received from Edwards~ Froehlich and McDonough attorneys for Woodhollow Properties~ Inc. receipt of the Planning Board~s letter of AprillO~ ir letter stated that it ~s felt the Planning Board'~s r~quirements to set u~ access to the water is unreasonable. They also stated With reference to the question of~the permit~ that it is their ~derstana~ng that this was, or is to beD taken care of by the surveyor. Van Tuyl stated that he is at the present time obtaining forms an~ information in this re~ard, and Stated Er. Uhl will be in this area in the near futnre to discuss ~ection 2.) The petition of Robert H. Preston and LaGrant Chapman, both of Greenport~ was received petitioning for a change of ~outhold Town Planning Board -4- May 26, 19~9 zone from "A" Residential and Agricultural to "B" Business district certain real property situated near Greenport, in the Town of Southold, Suffolk Co~ty~ New York~ and more particularly boUnded and described as follows: Begir~ing at a point on the westerly line of Ma~hanset Avenue~ ~8~.06 feet southerly along said line from Champlinylace; and run- ning South 21 degrees 18 minutes I0 seconds West ~26.0 feet; thence South ~ degrees 04. minutes l0 seconds East 1~3o78 feet; thence So.uth degrees 18 minutes West 7~.9 feet, to the boundary line of the incorporated Village of Greenport$ thence along said ~Oundary line, north 5% degrees 33 minutes ~0 Seconds west 230 feet, more or less~ to ordinary high water mark~of Sterling Basin; thence northeasterly along said high water mark~ about 8~0 feet, more or less~ to the westerly line of Manhanset ~venue$ thence southerly along said ~sterly liz~ of Manhauset Avenue~ 300 feet~ more or less~ to the point or place of beginnirg~ it is hereby RESOL~ that the Pla~ing Board recommend to the Town Board this change from '~A, Residential and Agric~turaI to "B" Business District property described on map of Otto W. Van Tuyl & Son dated ~ay 21, 19~7 and revised to March 12, 19~9. The Plar~ing Board iz familiar with the area and feel that it is necessary that thewater front property of the Town be developed in this manner. The matter of the petition of Dante A. Lorti, 70 Grand Avenue~ EnEeIwood~ New Jersey, petitioning for a chan~e of zone fro$ ~A"Re~ideatial and Agricultural to ~B" Busines~ district cer~amn rea~.property situated at New Suffolk and bouo~ded no,th by land of R. ~alty, east by 8econd Street~ south by i~inEtreet and west by land of Lech manski. It was decided that a letter sho~d be forwarded to the petitioner stating that the petition has been presented to the Town Board a~d they feel that before considering the application they ~s~to know the feelings of the adjoining property ov~ers relative to re~oning the balance of the block from "Af~ Agricultural and Residentia~ to ~B" Business. The matter of amenS~ents to the Building Zone Ordinance was ordered held over to the next Plan~ingBoard meeting~ await- ing word from the To~ Attorney and the Totem Boar~ Mr. Wickham adVised the members ~ef'the Board that J~¢e Ralph Tuthill had ~uggested Jack Reae as a possible replacement for: N~; Ha_wold R. meeve~ Sr. whose resignation becomes effective June I~ 19~9. After considerable discussion it was the opinioa of the Board that a Ietter should be Forwarded to Judge Tuthili stating that the Town Pl~xzing Board feels M~.I Rose isentirely qualified to fill the post vacated by Mr. Reeve~ aad would be happy to havehim as a member of the Plamuing Board~ Eouthold To~ Plann~_ug Board -~- May 26, 19~9 The next meeting of the Southold To~ Planning Board will be held at 7:30 PoM.~ Mo~ay, June 8~ 19~9 at the Tc~n Clerk,s Office~ Main Road~ Sou~hold~ New York.
