about Zoning, If we have more restrictions~ before long you
will 'be making it au ~xpensive ~

legal counsel before being able to do anythi~ug~ Are we tying

CHA~£&N: I thir~ the rest of theBoard will agree that a
good many of the ch~es we made in the regulations were restric~
tions or laws or regulatzons based upon expermences cz other Totems
having had zoning and we had copies from other to~ns , %~Ie ~re
guided by different things we-fouz~d we might ~un into trouble
%~ith. We have tried not tc m~ke too many mistekes and have gone
by mistakes others have made~ in going over these Rules and
Regulations in ~other five years you may see a lotof 'things
that should be changed and tightened up then,
~. SN~T~2: At the ti~e Zoning was f~st discussed and when
the Zoning Board ~as appo~nted~ everyone was told we wo~_d not
neee a compl~_cated Ord~nance~ Jus~ a s~mp~e 0r~inauce. Ho%~ver
that is not what we got. One thing leads to auother~ We are
tying ourselves up,
We are in the building and real estate business~ and
especially this summer we have had more and more people inquir~
~ug for places to retire, They say~ ~We toye Lon~ Isl~d~ but
we are unable to live here because of~ the price of property and
good land~ and taxes~~ and those people have gone Upstate to
ii~e i~ustead of here~ I can see you want to get this so that
we would get a good class of people here.

k~, T~KER: I thought of this as having to do with fore-
thouEht~ because if you do ~dt impose the restrictions and reg~
ulations~ at the time one of the subdivisions are being developed
it means these property o%~_ers will be given a false illusion~
You are deludin~' the.m~ into the thought that this is all there is
goir~g to be, After the roads bresk do%.m.~ the cost is higher to
fix them than i~c would have been if it v~re done right in the
be§inning, Actually it is for the protection of the developer,
MR~ SMITH: I see that point,
,w~, TASk: The Plam~ui.ng Board has experienced many situations
where the area has been deve±oped poorly and after it is developed
and everythim~ is not right~ then they come to the Plam_uing Board
and blame the Planfling Board.
CHAI~'2~Y: Some are require~.ents of the State~ Somethings
are dictated to us by the Co~mty and 8tate~
~ ~ 8~TH: As to the requirements of roads~ Have private
roads that have to .be made a certain way and have To~ roads a
certaim way~ ~Joold it be just as well i~ you a~e going to require
the roads be built that way~ that you require that new roads
have to be t~rned over to the
CHA!P~L&N: We are only layir.~g do%.m the specifications that
the Highway Department will dems~%d, They are set up as a guide,
Those are specifications that ~_ll have to be met if they do
have the roads dedicated, We are not telling the subdivider
to put these roads in~ he has to in order to have them taken
over by the Town.
~Lq, TEPaRY,~ We have had an engineer from the Health Deps~t-
merit here who explained the latest rules s~d rego~ations from
the County before this ~s taken up and put on paper,

getting these so high the type of peop±e~-o~%d ll~e here~ retzrvm
prople~ won't 'wsm_t' to come. The tax costs along with building
costs are getting so high no one can. afford to build out here,
(There was discussion held .relative to the defiuition of sub-
division~ filing 'maps ~ and access roads'. )
