POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

Suffolk County Department of Planning Notice of Public Hearing on Aquaculture in Peconic
and Gardiners Bays at 6:00 p.m., December 6, 2001, Legislative Auditorium, Riverhead

New York State Department of Environmental Conservation Notice of Complete
Application of Belvedere Property Management to remove and control Phragmites from
regulated freshwater wetlands off Robins Island, Southold. Written comments by December

Authorize and direct Supervisor Cochran to execute an agreement with an individual for the
winter 2002 recreation program.
Grant permission for elected or appointed officials to attend the Annual Meeting of the
Association of Towns in New York City February 17-20, 2002.
Authorize and direct Supervisor Cochran to execute an agreement with Filipkowski Air, Inc.
for the maintenance of HVAC systems in the Records Vault and Storage Room.
Set 4:35 p.m., December 18, 2001, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to No Parking, Standing and Stopping anytime at the
intersection of Rocky Point Road and Aquaview Avenue, East Marion".
Authorize and direct Supervisor Cochran to file an application and execute any and all
necessary contracts on behalf of the Town of Southold with Suffolk County Community
College for OT students at the Human Resource Center.
Appoint Victor E. L'Eplattenier as part-time Senior Planner in the Planning Department.
Promote Karen McLaughlin to the position of full-time Senior Citizens Program Director in
the Human Services Department.
Promote Melissa Spiro to the position of Principal Planner in the Land Preservation
Department.
Establish hourly rates of pay for part-time Senior Planner.
Authorize and direct Town Clerk Neville to advertise for resumes for a part-time mini-bus
driver at the Human Resource Center.
Execute an agreement with Verizon for a Frame Relay system and monitoring service for
the Southold Police Department's Mobile Data Communication System.
Authorize modification to the Employee Health Plan 2001 budget for insurance.
Adopt the 2002 Community Development Block Grant budget and authorize and direct
Supervisor Cochran to sign the project Description Forms for the various programs.
Authorize modification to the 2001 Community Preservation Fund to appropriate funds for
land preservation costs.

Authorize modification to the 2001 Solid Waste District budget for garage and shop
equipment.
Authorize Town Assessor Scott A. Russell to attend the Annual Assessor & Real Property
Appraiser Conference in White Plains on November 19, 2001.
Accept the bid of Interboro Packaging Company for Town Garbage Bags for 2002.
Authorize modification to the 2001 Town Board Budget for environmental consultant
services.
Authorize and direct Supervisor Cochran to execute a one-year extension to the lease
agreement with Cassone Leasing, Inc.
Authorize modification to General Fund Whole Town, General Fund Part Town, and
Highway Fund Whole Town 2001 budget for sick leave buyout.
Authorize and direct Town Clerk Neville to advertise for bids for the Southold Town
Animal Shelter.
Approve and accept the stipulated settlement agreement in the matter of disciplinary
charges.
Accept the letter of intention to retire from Robert Kassner from the Planning Board office.
Appoint Joseph Betty as a part-time Maintenance Mechanic ! for the Senior Services
Program.
Accept the bid of Terry Contracting and Materials, Inc. for the development of a compost
site on land adjacent to the Landfill and authorize and direct Supervisor Cochran to execute
a contract with them.
Engage the professional services of Nelson, Pope & Voorhis to perform SEQRA review for
the proposed change of zone on property located west of Factory Avenue in Mattituck,
SCTM #1000-122-2-23.

Authorize and direct Town Clerk Neville to transmit the petition for a change of zone,
SCTM #1000-122-2-23, to the Southold Town Planning Board and the Suffolk County
Department of Planning for recommendations and reports.
828. Determine that changing the zone on SCTM #1000-122-2-23 is an unlisted action pursuant
to SEQRA Rules and Regulations.

Set 4:37 p.m., December 18, 2001, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in Relation to Parking Offenses and Penalties, Chapter 92, Articles
IV and VI, Vehicles and Traffic, of the Code of the Town of Southold".
830. Approve the application of Fine Care Landscaping, Inc. to locate a temporary house trailer
for a night watchman for a six-month period.
831 Authorize a refund to John Prizeman for a variance application as it has been withdrawn.
832. Endorse the proposal of Cross Sound Ferry, Inc. to open and operate a ferry service
between New London, CT, and the South Fork of Long Island.
833. Appoint Cheryl Kaswell and Estelle Edwards as part-time Clerks in the Southold Town Tax
Receiver' s Office.
834. Authorize Supervisor Cochran to execute a contract agreement with the NYSDOT Multi-
Modal 2000 Program.
835. Appoint Edward Wankel to oversee property management and development in the Parks
Department and authorize and direct Supervisor Cochran to execute a contract with him.
836. Appoint Jason Petrucci to the position of Youth Member on the Southold Town
Conservation Advisory Board.

Authorize and direct Town Clerk Neville to transmit the petition for a change of zone,
SCTM #1000-35-01-04, to the Southold Town Planning Board and the Suffolk County
Department of Planning for recommendations and reports.
838. Determine that changing the zone on SCTM #1000-35-01-04 is an unlisted action pursuant
to SEQRA Rules and Regulations.
839. Engage the professional services of Nelson, Pope & Voorhis to perform SEQRA review for
the proposed change of zone on property located north of County Route 48 in Greenport,
SCTM #1000-35-01-04.

Engage the professional services of Nelson Pope & Voorhis to perform a SEQRA analysis
of the possibility of removing a portion or all of the Goldsmith Jetty.
Final Resolution:
Express great loss in the passing of former Town employee MARTIN SUTER and adjourn
out of respect to his memory.
