An executive meeting of the Southold Town Planning Board was held
at 7:30 p.m.~ Monday~ January 21, 1974~ at the To~ Clerk's Office~
Main Road, Southold, New York.
There were present: Messrs: John Wickham, Chairman; Henry Moisa,
Vice-Chairman; Henry Raynor; Frank S. Coyle; and Howard Terry, Building
Inspector.
The meeting was called to order at 7:30 by Mr. John Wickham,
Chairman. Discussion was held on suggested changes to the Zoning and
Subdivision regulations of the Town.
By motion made by Henry Raynor~ seconded by Henry Moisa and
carried it was voted to recommend the following changes in the. Zoning
Ordinance to the Town Board for adoption:
Establish a new residential-agrlcultural district to be known as
"A~F' District to be entered after present Article III page 10029 and
entitled as follows: Ar/icle IIIA Section I00~38 "AE" District zone
including but not limited to Gull Islands: Plum Island, Flat Hommoks,
Dumplings Islands, Robins Island, etc. and undeveloped amd unnumbered
areas in Fishers Island Estates Section of Fishers Island.

Permitted uses:
1. One-family dwellings with usual accessory buildings
2. Agriculture and usual agricultural buildings
Lot size - 4 acres or larger with minimum width of 250 feet
on road front
1. Cluster development permitted at 40~000 square feet per
residence on 150 foot width, sideyards~ etc. Subject to
bulk schedule requirements~ the balance of property put
in open space as per present cluster development requirements.

Add a new section: Minimum Elevation
Article III Section 100-37. Minimum elevation to build dwellings
No lot in any zone district may be built upon if less than
50% of its area is below the 6 foot elevation mark using
U.S.C. & Geodetic data or ordinary highwater mark as
elevation O.
Amend sign section 100-60-C (3) by adding new section (d):
In all shopping centers or multiple occupancy business buildings
(stores, offices, etc.) only one master ground sign (identification
sign) shall be permitted on the premises to identify the occupancy.
Bach business will be permitted a front wall sign or roof sign
pursuant to Article IV Section 100-60~C-3(b) and (c).
It was also recommended to amend the subdivision regulations to
require developers to install "firewells" for fire protection. These
firewells to be locate~ between the curb and sidewalk area where the
distance to ground water is not over 20 feet, and using a minimum of
eight inch casing with minimum of twenty foot screen and well head
having the same threads as the fire department in that district.
Distance separation to be as recommended by the Commissioners of said
Fire District or by mutual agreement between Planning Board and fire
officials.
Mr. Wickham reported that Mr. McLendon states that it costs
$5,000 per unit for community water and community sewer in a subdivision.
This is the capital outlay.
Henry Raynor made a formal rejection of the sketch p!an of the
recreation area of Fa.irwaX Farms dated September 6, 1973 and revised
January 4, 1974. The Boar~ fe~fs the sketch plan is unrealistic and
no! accepta~Ze. Mr. Wickham reported that the Town A!torpey said that
the Planning Board Cannot delay acceptance of the park a:n~ recreition
area. It mus~t ~be: part Of the subdivision and approved basically ias is
when the subdivision is approved. The Town ~ttorney'also told hi~
that the P!anning. Board ~as no right to hold as a condition of the
approval of this ~ubdivision the fact that there is a case in Justice
Court outstanding against these people. This amends the minutes of
January 4, 1974. A letter was directed to be written to the Town
Attorney requesting from him a written statement as to his decision
outlining factor by factor the exact course this Board is to take on
the property in question.

Inlet East: Mr. Raynor was delegated to arrange a meeting with the
Town Highway Committee and the Town Engineer to look at the property
so that this may come to an early conclusion.
The secretary was directed to notify Gary Olsen, Esq. that four
copies of the drainage plan must be submitted to the Planning Board
with the topography of the proposed subdivision including the
engineer's computation of rainfall within the subdivision and 500'
outside the perimeter. Also required is the plan for disposing of
the runoff water in re Oregon View.
~ Mr. Raynor made a motions seconded by Mr. Moisa and carried that
a letter to Sou/hold Town ~nvironmental Council be written requesting
their recommendation on the change of zone of property of Albert W.
Albertson, Jr.~ .Southold.
It was suggested that the Southold Town Planning Board recommend
disapproval of the request for change of zone from "A" Residential and
Agricultural District to "M-l" General Multiple Residence District of
certain property located at Cutchogue, New York known as Leisure
Greens~ Inc. This recommendation was made in view of the fact that
the Planning Board presented in the master plan the conception that
there be no multiple residences between Mattituck and Southold and
this was supported by 85% of the people.
The following letter was read from Mr. Van Tuyl re Greenfields:

Re: Greenfields at Southold
We are in receipt of your letter of January 16 relative to the
above~ and if you will refer to said letter we should like to make
the following comments~ some of which you will find are in agreement
with the recommendations stated therein and others which will constitute
an alternat~sulggestion. The latter are offered for your consideration~
since we do not see the contents of that letter as being a directive
but merely "recommendations" by Lawrence Tuthill.
Item 1. From first glance it would appear that the elevation of the
final road surface would be somewhat lower than the existing elevation
and the surrounding area, but from the p~ofile it is evident that the
maximum cut on any road would be one foot. Since there is probably
anywhere from six inches to one foot of top-soil which must be removed
before reaching a suitable base for the construction of the road surface~
we have thus shown a proposed final grade to offset this. If the whole

elevation were raised one foot, the developer would be obligated Lo
bring in large quantities of fill to bring the surface up to this
elevation. In examining our proposed plan again, it doesn't appear
that there would be any such creation of "drainage channels" as
suggested.
Item 2. Upon review, we have eliminated the basins proposed at the
entrance from Tucker's Lane to Greenfields Lane.
Item 3. We have eliminated two of the basins on Greenfields Lane
at the entrance to the park area, but one will be required there on
each side of the road to catch the water and lead it into the 18"
pipe running to the recharge basin.
Item 4. The 18" pipe is now shown on the plan, with the man-hole
at the point of turn into the recharge basin.
Item 5. Recharge basin shown to size as suggested.
Item 6. The additional basins, although not indicated on the plan, do
show on the profile, and have now been added to the plan.
(Item 7.) This is not listed as a separate item, but with reference
to your subsequent letter of January 17, the enlarged plan showing
the surrounding area within 500 feet of the premises in question,
reveals no ready need for an expansion of the drainage system as set
forth. Our rainfall study was made taking into consideration this
surrounding area, while we also feel that the developer is not
necessarily obligated to provide for runoff from all that area. It
is evident from the contour lines shown on this map that a large
amount of runoff will seek its way to the County sump some 300 feet
northerly of the premises by natural means alone, and that in other
areas, such as adjacent to the Long Island Railroad, rainwater will
find its own runoff areas as it has in the past.
We would like to submit that we have not ~ust made a stab in
the dark at what drainage facilities might be required were this
tract to be developed, but have given it quite a thorough study,
and it is thus that we submit the above information.

The Board directed thai a copy of this letter be sent to Lawrence
Tuthill, P. E., town engineer, for his recommendations.
In re Crown Lane Lane, the Board understands there have been
some problems with the Sewer Agency approval and would appreciate
hearing from them on the subject giving the status as of this date.

Mr. Wickham reported on the cluster meeting held at the County
F~xecutive's Office in Riverhead on January 4~ 1974. Present at this
meeting were the supervisors and Planning Boards of the five eastern
towns. There was nothing conclusive at the meeting but the Supervisor
informed him today that John V.N. Klein~ County Executive~ had
notified him that he was prepared to support ithe position of
Southold Town.
Motion was made by Mr. Coyle, seconded by Mr. Raynor and carried
that the meeting be adjourned. Meeting was adjourned at 10:05 p.m.
