Y. 11971 MINUTES SOUTHOLD TOWN PLANNING BOARD March 18, 1974 An ~ecutive Meeting of the Southold Town Planning Boardswas held at 7:30 p..m., ~onday~ March 18:19747 at the Town Clerk's Office, Main Road~ Southold, New York. There were present: Messrs. John Wickham, Chairman; Henry Moisa, Vice-Chairman; Henry Raynor; Frank S. Coyle. Absent was Mr. Grebe. ~Julius Zebroski minor subdivision. Mr. Zebroski will be informed that he can't make more than one casual sale a year unless he brings his map in for a major subdivision and complies with all the rules and regulations therefor. Gasper Pisacano minor subdivision. On motion made by ~[r. Moisa, seconded by ~r. Raynor, it was P~ESOLVED that the Chairman of the Southold Town Planning Board be authorized to sign the map of Van Tuyl dated March 12, 1974 of the-minor subdivision of Gasper Pisacano on property located at Paradise Point Road and Cedar Beach Road, Southold, New York. Vote of the Board: Ayes: Messrs. Wickham, Moisa, Raynor, Coyle Planning Board ~ .2~ ~/March 18, 1974 Willow Point Estates, Southold. The following letter dated March 11, 1974 was read. To Mr. Raymond Dean, Superintendent of Highways I inspected the roads in Willow Point Estates and found that the repairs called for in my letter No. 103 dated April 23, 1973 had been accomplished. The roads are now in good condition and are in need of no repairs. The amount of drainage seems to be adequate; however~ the location of the drainage pipes presents a problem. A Young and Young survey of November 26, 1973 shows the drainage pipe between lots 15 and 16 to be almost completely on lot 15 rather than in the original ten foot easement. ACcording to Mr. George Stankevich, lawyer for Mr. John Szala~ the owner of lot 15: this discrepancy was never revealed to him until after the purchase of the parcel had been consumated. (Van Tuyl survey of August 23~ 1973 for John Szata does not show the drainage pipe.) Mr. Stankevicb states that his client will not grant an easement to encompass this pipe. In addition, if existing surveyor's marks are true, the ~pe between lots 20 and 21 is not in the easement but on lot 21. It is recommended that the Young and Young survey be updated to show the exact location of the three drainage pipes and the location of the original easements. A statement to the effect that the drainage pipes are shown in their true locations should appear on the survey. /s/ Edward J. Bage, P.E. On motion made by Mr. Raynor, seconded by Mr. Moisa~ it was RESOLVED that a letter be written to ~oung and Young: Surveyors~ informing them that they should update the survey of Willow Point Estates~ Southold, to show the exact location of the three drainage pipes and the location of the original easements. Vote of the Board: Ayes: Messrs. Wickham, Coyle~ Moisa~ Raynor Laur'elwood Estat es. The following letter dated March i1, 1974 was read. To: Mr. Raymond Dean, Superintendent of Highways I inspected the roads in Laurelwood EStates and submit the following: 1. The location and profile of the roads and the location of the drainage are as shown on Young and Young survey of March 28, 1973 and Young and Young "Plan of Additional Drainage Pacilities" dated June 7, 1973. 2. The roads and curbing conform to the Town Highway Specification. Planning Board March 18, 1974 3. On February 22, 1974 the catch basins at Station 6.43 on Laurelwood Drive and the catch basins in the circular intersection of Laurelwood Drive and Heather Place were inundated after a four hour rainfall of approximately Oho'inch. The water nearly spanned the road, only the center four feet were exposed. I observed this at $ p.m. shortly after the rainfall ceased. The water dSssipated during the night and was completely gone by 8 a.m. when I again inspected the area. /s/ Edward J. Bate, P.E. The Planning Board decided to take no action at this time. Orient Point subdivision. The following letter dated 3larch 3, 1974 was read. To: Mr. Raymond Dean, Superintendent of Highways I have reviewed the plans and profiles of the above mentioned subdivision dated rev. 2/15/74, marked in red and make the following recommendations and comments: 1. That a manhole be set at approx, sta 3-50 on the center proposed road for the change in direction of the 15" pipe leading into the recharge basin. 2. That a manhole be on the property line between lots 33 and 34 for the 18" pipe. 3. That the grade at the center proposed road be raised approximately one foot. 4. That the drainage area at lot 23 be relocated to an area in the vicinity between lots 23~ 247 and 277 rather than on the corner. 5. That a provision for a turn-around be provided at the end of the road at lots 1 and 28. 6. That both catch basins and leaching basins be provided at the drainage area at lots i and 28. 7. The entrance road of the subdivision from the State road should be reviewed, to find exact extent of ownership of the State in the vicinity, to the'possibility of having the entrance near perpendicular to the State Road, and if the State property extends easterly from the existing pavement who will be responsible for the road. /s/ Lawrence M. Tuthill, P.E. The following memorandum to Mr. Raymond Dean, Supt. of Highways dated March 4, 1974 was read. Planning Board~_~ ~4, .< .. March 18, 1974 Meeting at site ar a.m. March 4 with Mr. Dean, Judge Louis I~emarest, Town Highway Committee; Mr. Henry Moisa, Town Planning Board member; and L. M. Tuthill. 1. The general opinion as expressed by Judge Demarest that the swale type road section as used in Fairways Farms would be very appropriate in this area° 2. Mr. Dean suggested that if this was done a good black top and stone base with a flat curb to protect the edges of the black top should be used. 3. Judge Demarest suggested that the South Proposed Road be raised between lots 1~ and 2 and 28 to drain eastward. 4. Mr. Moisa felt that the set back of 100' from the banks on both and bay sides for the construction of houses should be requested. 5o Mr. Moisa also noted that the area reserved for park and playground has very little usable land. All in attendance at the meeting were in agreement with the above comments. Mr. Raynor made a motion~ seconded by Mr. Moisa and carried that the recommendations of the engineer be sent to Mr. Cron. Col. Ted Dowd subdivision. A letter was directed to be written to the developer informing him i~Jr that 'this subdivision does not lend itself to the cluster concept. He should make provisions for a park and playground and probably drainage areas. The lots should have 150 foot frontage because after putting in the park and playground and drainage areas it would seem to us the cluster concept wouldn't leave enough open space to be meaningful or useful.
