Y. 11971 PLANNING BOARD MEMBER$ John Wickharn, Chairman Henry Molsa Alfred Grebe Henry Raynor Prank Coyle MINUTES SOUTHOLD TOWN PLANNING BOARD July 22, 1974 A regular meeting of the Southold Town Plamaing Board was held at 7:30 p.m., Monday, July 22, 1974, at the Town Clerk's Office, Main Road, Southold, New York. There were present: Messrs. John Wickham, Chairman; Henry Moisa, Vice-Chairman; Henry Raynor; FrankCoyle; and Alfred Grebe. Robert Unger. Gary Olsen, Esq. appeared. Mr. Raynor: We haven't been able to put any clusters through the county as yet. Mr. Wickham: This Board passed a resolution some months ago that subdivisions over a certain size would require au environmental impact study. Mr. Raynor: With your 80 foot widths you might run into a variance problem at a later date in putting homes on those lots. Mr. Wickham: Your cluster does not conform with our require- ments in that the depth is more than three times the frontage. Alot of ranch homes are 70 to 75 feet and they wouldn't have the side yard clearance. We don't want to have something that the Appeals Board is going to have alot of trouble with. Mr. Raynor: You wouldn't have any trouble if you dropped a lot. Mr. Olsen: What width are you thinking of? Planning Boa~ -2- ~J J~ly 22, 1974 Mr. Raynor: Around 100 feet. Mr. Raynor: You will probably have to extend the road ends to the westerly end of the property. Mr. Moisa: Check Pebble Beach and see where it comes with the roads. Mr. Wickham: The ordinance says that the park and playground and other open areas must be tied up with a perpetual easement. Mr. Raynor: You have more than necessary for the park and playground. Mr. Moisa: Could you take advantage of reserving the open space for agricultural use? Mr. Wickham: There would be no reason not to change these blocks of lots running crossways in the woodland areas. Wooded lots sell better anyway. The park and playground between the lots would be better and leaving a good agricultural strip along the eas~ side. Mr. Raynor: Maybe it would be to your advantage to check on municipal water. Mr. Wickham: It would make it a great deal easier for the cluster. Louis Hodor. Gary 01sen, Esq. appeared. Mr. 01sen reported that he had talked to Mr. Monsell, Greenport Superintendent of Utilities, and there is no problem. He has sent him the sketch but hasn't gotten anything back yet. The test borings have be~n done and Young said everything looks good that way. He was told to prepare the maps with 300 foot contours outside the subdivision. There was some discussion about being very close on the number of lots. Soundview Estates. Robert Celic, Victor Prusinowski and George Penny appeared. Mr. Celic: There is a demand for parcels of this size for farming, horses, etc. We felt it would be alot more economical this way. Mr. Wickham: If lots are more than 40,000 square feet, we require a statement which we file with the County Clerk's Office that these lots will never be red~vided. If you put it in as a minor, it stays that way. Planning Bo~ -3- July 22, 1974 Mr. Martocchia came to the meeting at 8:15 p.m. Mr. Wickham: This is the only town that allows minor sub- divisions. Mr. Raynor: You have insufficient road frontage on lot 3. Mr. Celic: It cannot be any further subdivided? Mr. Wickham: I have called the Town Attorney. We have control once we file the restrictions. Mr. Celic: In the event this is approved and the salability is not as great as expected could we go into a major sub- division? Mr. Wickham: You would have to file a certificate of abandon- ment with the County Clerk. Mr. Celic: Do you see any objection besides widening the lot 3 frontage? Mr. Raynor: You will need your contours and topography and adjacent property owners. Mr. Celic: We have a water s~mple, it is only 2.5 nitrates. It was farmed until eight or nine years ago. Mr. Wickham: It is more recently than that but that is long enough. Mr. Wickham: You might have a slight problem with the County Highway. You have to have access for this one lot on the County Route 27. I would suggest you talk informally with the Planning Commission and see if they will allow~you to have a curb cut on County Road 27. Mr. Celic: Our lawyer is Seth Hubbard who is chairman of the Suffolk County Planning Commission and he said he didn't see any problem with it. We have a contract of sale to close by the 14th of September. Mr. Wickham: You better ask for an extension. Eli~ah's Lane Estates~ Section 2. Joe Saland appeared. Mr. Saland: At the suggestion of Mr. Dean, we have cut about three lots out of Section 2 for better drainage. Mr. Wickham: There is a possibility an environmental impact study may be required for any development with over fifty units whether it be a subdivision or multiple housing. Planning Bogrd -4- July 22, 1974 Mr. Saland: We will worry about it when we get to the third section. The Supervisor told the Board that he had received a call from the head of the Greek Congregation saying they would like to buy two acres of land for cemetery purposes to connect with the Depot Lane cemei~yin Cutchogue. The Supervisor invited the members of the Planning Board to the annual meeting in Fishers Island on August 13th. Maniello. Plan for condominium units in Mattituck. Mr. Manietlo fromLand Design Associates and Mr. Simeone and Mr. Macari, the owners of the property appeared. Mr. Wickham: In the Town of Southold there cau't be condominiums in a residential area. The first thing that must be done is a change of zone. Zoning change in the Town of Southold is not easy. Having said this we would be interested in seeing what you have to propose. Bear in mind we will have nothing to say until such time as the zone is changed. The Town Board will refer the petition to us and we will at that time make a determination. Our Town Attorney has told us many times it doesn't make any difference what pictures or presenta-- tion is made, it is the use of the land and what you are recommending is shall the land be used for multiple district or shall it not. It is the only thing we can recommend. Mr. Manietlo: We are aware of the regulations and we are coming beforethe Board to show you the concepts and ideas we have developed. I am Bob Maniello from Land Design Associates. We have alot of experience in land design construction. Mr. Macari andMr. Simeone own the property and have been before you before. They intend to move ahead in the direction we are heading tonight. They are willing and ready to proceed in any direction the Board sees fit. Mr. Maniello showed and explained three sets of plans for development of the property. The first Was a regular subdivision pl~u and the other two were alternate proposals for condominiums. He presented each member and the secretary with a booklet out- lining all that he had said. On motion made by Mr. Grebe, seconded by Mr. Raynor, it was Planning Bo~ -5- ~_ July 22, 1974 RESOLVED that the minutes of the regular meeting of June 24, 1974 be approved, as amended. Vote of the Board: Coyle and Grebe. July 8, 1974 be approved. Vote of the Board: Coyle and Grebe. Ayes: Messrs. Wickham, Moisa, Raynor, *** On motion made by Mr. Moisa, seconded by Mr. Coyle, it was RESOLVED that the date of August 26, 1974 at 7:30 in the evening be set for a hearing on the preliminary map of Col. Ted Dowd, Property located at Mattituck, New York. Vote of the Board: Ayes: Messrs. Wickham, Moisa, Raynor, Coyle and Grebe. The dates for the next meetings are August 5, 1974 and August 26, 1974. Motion was made by Mr. Coyle, seconded by Mr. Raynor and carried that the meeting be adjourned.
