HomeMy WebLinkAbout03/22/2012 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of March 22, 2012 Present: CouncilmanWilliam Ruland, Jennifer Andaloro, AssistantTown Attorney, Chief Martin Flatley, Peter Harris, Superintendent of Highways, Elizabeth Neville, Town Clerk, Karen McLaughlin, Human Services Director, James McMahon, Deputy Public Works, Christine Foster, Personnel, Sandra Berliner, Secretary to Supervisor, Jim Bunchuck, Solid Waste Coordinator and Phillip Beltz, Special Projects Coordinator. Excused: John Cushman, Comptroller and Supervisor Scott Russell. Review and Approval of Minutes from February 09, 2012 Follow-Up Status of Employee Safety Concerns: · Building surveillance costs- Lloyd presented several ideas and the committee agreed to have the firm of Hello Alert present their product at the next meeting. Sites would include Town Hall, Annex, Highway, Landfill and Human Resource Center. Revisions to Parking Lots of Town Hall and Annex- Jim M. will further review and remediate problem with tree in Annex parking lot. Jim M. stated engineer developed plan with additional 28 parking spaces on Stankevich property that will cost $35k. The committee will recommend at a later date that the Town Board proceed with the project. Hepatitis B Shots Status: Jen reported that notifications of the third series have been sent to employees for April 2nd and 3rd. Some employees have not responded, Jen to send additional correspondence, possibly to Dept. Heads. Amended Emergency Evacuation Policy: Jennifer drafted a resolution for the Town Board, will present to them at future meeting. Workers Compensation Survey: Karen reported that the ventilation of stove at the Recreation center is complete. National Work Zone Safety Training: Employee is not qualified to teach the training and will attend training on his own time. Cell Phone Emergency Notification: Lloyd stated that the new website can provide an alert and this will suffice at the moment unless the committee determines otherwise. Workplace Violence Prevention Training 2012: Phillip will contact National EAP to secure their services for the Town's annual training. Panic Buttons: Inventory as follows: Town Clerk (3), Tax Receiver (1), Supervisor (2) and Town Hall Meeting Room Dais (1). Question arose that when activated, who receives call that activates police response. Possibly Lighthouse Security? Jim M. will follow-up. Develop Safety Survey for 2012: Phillip will send notice from Supervisor requesting participation of employees to develop the survey for this year. OSHA Training for 2012: Susan Boyle stated department heads can contact her directly if they have questions regarding OSHA requirements and training that she can offer, Her number is (516) 22'7,-2300 and email is sboyle(~wrightrisk,com, DVD Library: Sandi is circulating DVD collection as requested. Handbook for Department Heads: Pending. Work-related Injuries/Supervisor Accident Investigation Report- Review of nine injuries, all with supervisor accident investigation reports. Bill requested that Landfill address machine slippage. Jim provided the following via email: All the ladders do have slip resistant steps, i.e., the steps have small holes punched through the bottom, with a rough surface on top designed for traction. There is a special sand-paint that could be added to the steps, but as it turns out when the CEO slipped he said the steps were icy - apparently after one of our few freezes this winter. This was not in his incident report. Enhancing the non-skid surface with paint would not likely have helped in this case. Other: Betty requested that the entrance to Town Hall West have a motion light and a rail installed immediately. Bill questioned capability of tracking accidents that continue to happen and/or by the same individuals. Committee agreed that this responsibility lies with the department heads as they will complete necessary paperwork. Next Meeting Date-To be determined. Respectfully submitted, Phillip Beltz
