Letter of Permission
Dear Mr. Haggerty:
The Department of State received your September 27th letter indicating the above proposed project may be
authorized by Letter of Permission. On October 24t~ we indicated that we had requested additional information
from the applicant in order to evaluate the effects of the proposal which we have received. The proposed project
was modified on January 16, 2001 to include the restoration of wetlands on the northeast corner, installation of
drywells in the parking area, construction of an earthen berm along the parking area and boat basin border, and
elimination of the western access to the boat basin (copy enclosed).
Based upon the information submitted, the Department of State has no objection to the authorization of the
revised project by Letter of Permission. No further review is required by the Department of State.
We appreciate your referring this information to the Department of State for review.

Request for Additional Information
Dear Mr. Baird:
Pursuant to 15 CFR Part 930.58, additional information is necessary to enable the Department of State to adequately
assess the coastal zone effects of this proposed activity.
The proposed project would occur near the State designated Mattituck Inlet Wetland Significant Coastal Fish and
Wildlife Habitat. The habitat documentation for the ama indicates excessive turbidity, marina pollution, bulkheads,
excavation and dredging should be minimized. Nothing has been provided indicating how the habitat would be
protected from these adverse effects.
In the Town of Southold's draft Local Waterfront and Revitalization Program the Town has identified this sight for
development as a park. It appears that the Town's current zoning standards in the area require a minimum parcel of
800,000 square feet for marinas at this site. It also appears that the proposed redevelopment of the site might result
in conflicts with other adjacent uses which include commercial fishing support facilities and nearby residences.
Given the preceding information please provide a new policy analysis that properly addresses the relevant issues,
especially regarding the appropriateness of the proposed use in the area (Policy #2) and its probable effects on the
habitat (Policy//7).
Pursuant to 15 CFR 930.60(a), the Department of State's review of this proposal and the consistency certification
provided for it will begin after we receive the necessary data and information and determine whether it is adequate
to assess the effects of the proposal on the coastal area.
Please provide the information requested above to the Department of State within thirty days from the date of this
letter. Pursuant to 15 CFR Part 930.64(d), if the necessary data and information is not provided, the Department of

Dear Mr. Haggerty:
The Department of State received your letter dated September 27, 2000 indicating the above proposed project
may be authorized by Letter of Permission.
Based upon the information submitted, the Department of State objects to the authorization of this proposed
project by Letter of Permission without further review. The Department of State has requested additional
information from the applicant in order to adequately assess the effects of the proposed project on the coastal
area. Once we have received the necessary information, we will begin our review of the proposed activity to
evaluate whether it complies and will be conducted in a manner consistent with New York State's Coastal
Management Program.
We will notify the Corps of our decision whether or not we object to the authorization of the proposed project
by Letter of Permission after we have completed our review of the proposal. If you or other Corps

Dear Mr. Mullen:
Per our telephone conversation, I enclose copies of the diagrams for
the Martin Carey property in Mattituck Inlet.
At the present time, my review of the north connnercial properties
in the inlet indicates that this parcel provides the greatest potential
for beneficial development for joint use by Southold and Northville.
To make use of the property for recreational and Northville Industries
Corporation marine purposes it would be necessary to:
1. obtain title.
2. dredge the existing waterfront to the bulkhead.
3. make necessary bulkhead repairs.
4. remove storage tanks.
5. remove accumulated dredge aggregate.
6. surface parking area.
7. construct boat launching ramp.
8. construct and install piles and floats.
9. landscape property.
The Termin~ling Department of Northville has in-house capability which
would permit us to maintain all facilities when completed. How the other
responsibilities would be divided is material for discussion if Southold
expresses an interest in the concept.
Please let me know before August 1st if there is any interest on the
part of Southold Town.
