A regular meeting of the Southold Town Planning Board was held
at 7:30 p.m., Monday, February 28, 1977 at the Town Clerk's Office,
Main Road, Southold, New York. Present were:
Henry Raynor, Jr., Vice-Chairman
Frank S. Coyle
Frederick E. Gordon
Barzac site plan. Edward Bage, P. E. attended.
Mr. Bage brought in two more copies of the site plan for an
addition to Lisa's Beauty Parlor. The plan shows drainage and
exterior lighting. It will be asphalted by the North Road. It
will be a one-story addition. Mr. Raynor requested a copy of the
plans for the Board. Mr. Howard Terry, Building Inspector, will
have to go over the plan and make his recommendations.
Charles Rand property in Orient. William Smith in.
Mr. Raynor had talked to the Town Attorney and it is his opinion
that lots 4A, 5A and 6A are separate entities and lots there
cannot be included in the other numbered lots for square footage
requirements. Mr. Smith answered that the property to the north
is all over 40,000 square feet. Drainage will be required for a
major subdivision. The area designated as 'private beach' should
be labelled 'park and playground'. Mr. Raynor said the Board takes
a dim view of 15' right-of-ways. Mr. Smith asked if it was 50'
would it have to be paved. They would have to use the right-of-way
for access to the State road. It will be necessary to have
covenants and restrictions on lots I and 2 not to be further
subdivided. There was discussion regarding the State not accepting
four driveways onto the State road. There was discussion as to
what type of right-of-way would be required to a burial ground.

Greenbriar Acres. Mr. Cron brought in four copies of the amended
preliminary map showing the road to Tut's Acres lining up with the
map of Greenbriar Acres.
Centernaial Manor. Richard Cron, Esq., appeared.
It was agreed by the members that Independence Drive and
Constitution Drive come into Concord at right angles. The
intersection with Stillwater should be left as is. It is necessary
to have a fire hydrant or firewell for every twenty lots and one
should be placed in Section I. One of the county's recommendations
about a catch basin being higher than the manhole was pointed out
and will be dealt with. The recharge basin will have to be squared
off.
Soundwood Farm. Richard Cron, Esq. appeared.
The distance between the roads is too great. Lot 23 should not
have access to Oregon Road. This will require a fire hydrant or
firewell as it is over 20 lots. There was discussion about widening
the entrance to the park and playground by ten feet. Mr. Cron was
told to correct the defects and the Planning Board will take another
look at it.
William Pollert - Lighthouse Farm. Mr. Pollert appeared.
Mr. Pollert had presented a five-lot major subdivision and wanted
advice from the Planning Board as to how he should proceed. There
was discussion about making it a four-lot minor subdivision. Mr.
Pollert will make up his mind what he wants to do and come back.
Fischer Estate. Lew Edson and Rene Gendron appeared.
With the permission of Mr. Gendron, Mr. Raynor changed the map
in the file to read 'sketch' rather than 'preliminary'. Mr.
Edson requested sketch plan approval and a date for a public hearing.
Sound Road Estates. Steve Tspntakis appeared.
Larry Tuthill, Town Engineer, asked for 200 foot tangents on the
reverse curves because of difficulty in maneuvering a car. They
are presently about 50 feet. The Board would like to take the
comments of Mr. Young and Mr. Tsontakis and send them, along with
the comments of Mr. Tuthill, to the Soil Conservation District for
its recommendations. An affidavit of ownership has not been
received in this office. Mr. Tsontakis requested that a date be
set for the final hearing for the map. A fire hydrant or firewell

will be required for every 20 lots. Send a copy of the regulations
to Mr. Tsontakis. Mr. Tuthill talked about a concrete wall under
the recharge basin because there could be a washout and children
could get underneath. Mr. Tsontakis said he had talked to Mr. Dean
and he indicated he would rather see a berm. Mr. Tsontakis was told
to meet with Mr. Dean and Mr. Tuthill to work the problem out. Mr.
Tuthill had suggested that access should be on Sunset Drive and
this would eliminate the turnaround by lots 17 and 18.
Richmond Creek Farms (Skwara farm). Mr. John McNulty and Mr.
Neschie appeared.
This is owned by Queens Structure Corporation, the same owners as
listed on the map, individually. It will be required that they
have 5% for park and playground. FOr recreation purposes, any
meadowland must be~cluded. Line of meadowland should be shown
and indicated as such on the map. The intersect with the Main Road
is not at right angles and the County will bounce it back. This
map will come under County Planning Department jurisdiction. The
County usually objects to a grid pattern. It backs against another
sizeable piece of property. When asked if the Skwara's have any
interest in the property, the answer was in the negative. Mr.
Coyle asked if the property goes to the middle of the Creek or just
to the highwater mark. There is no provision made for a recharge
basin. Contours and road profiles will be required. The men
questioned the necessity of a recharge basin and Mr. Ray-nor explained
that the Superintendent of Highways has run into many problems with
drainage and requires recharge basins in all subdivisions. Mr.
McNulty requested a copy of Subdivision of Land regulations and
Highway Specifications.
Olmsted minor subdivision. Mr. & Mrs. John Haas appeared.
The Board of Appeals has approved the underwidth lots subject to
Planning Board approval of the minor subdivision into three lots.
Bank run has to be put in the right-of-way. Lots must be numbered.
Covenants and restrictions will be required to be filed that the
oversized lots will never be resubdivided. This will have to go
to the County Planning Commission because it is on Mattituck Creek.
We need six copies of the map as corrected.
Old Town Park. James Bitses appeared.
Mr. Bitses plaus on putting on all kinds of restrictive covenants,
one of which is forbidding the cutting of some of the trees on the
property. He wants to leave the beachfront area vacant. Mr.
Bitses says all houses will face south or southwest and he will
restrict for architectural approval by him. This should be limited
to a 12 lot development. Either increase the size of the lots or
the vacant land. The building inspector always uses right angles
for measuring so some thought should be given to that. The road

will be required to be paved 36 feet, according to Town Specifications.
He was told to come in with a plan that complies with the Code.
He was asked about provision for drainage and he said it will draiU
on the natural course and disappear as it does now. He is planning
a footpath for access to the rear of the lots facing on Bayview Road.
Mr. Coyle questioned the fact that if certain trees are to be
preserved, there would be the possibility of having to go to the
Board of Appeals for variances on sideyards and setbacks. Mr.
Bitses agreed that would be possible.
On motion made by Mr. Coyle, seconded by Mr. Gordon, it was
RESOLVED to give final approval to the map of the minor
subdivision of Ethel Andersen, located in Orient, and authorize
the vice-chairman to sign the map.
Vote of the Board: Ayes: Raynor, Gordon, Coyle.
Mr. Gordon made a motion, seconded by Mr. Coyle and carried
to approve the minutes of the meeting of February 7, 1977.
C~mmins property in Peconic. Mr. Tuthill said he had discussed
the question of bubble roads in this cluster subdivision with the
Superintendent of Highways and they don't want them.
Country. Club Estates. It will be necessary to have six oopies
of this map presented. At present, there were only two sent in.
On motion made by Mr. Gordon, seconded by Mr. Coyle, it was
RESOLVED to refer the map showing the amended turnaround for
Sleepy Hollow subdivision to the Highway Superintendent and the
Town Board Highway Committee for their comments and recommendations.
On motion made by Mr. Gordon, seconded by Mr. Coyle, it was
RESOLVED to grant sketch plan approval to the map of the
Fischer Estate located on Soundview Avenue, Southold, and dated
January 2~, 1977. A public hearing will be held on the map when
covenants and restrictions as to no further subdivision and six
copies of the final map are received.

Motion was made by Mr. Coyle, seconded by Mr. Gordon and
carried to adjourn the meeting. Meeting was adjourned at 10:30 p.m.
