1.0 INTRODUCTION: LOCATION AND DESCRIPTION OF PROPOSED ACTION
A. Introduction
Pursuant to the New York State Environmental Quality Review Act (SEQR) this
Environmental Assessment Form (EAF) evaluates the potential impacts that could result
from the following action by the Town of Southold Planning Board, Southold, New York:
Approval of an expansion to the existing Peconic Bay Winery.
B. Location and Description of Site
The Peconic Bay Winery is located in the Hamlet of Catchogue in the Town of Southold in
northeastern Suffolk County, New York. Specifically, the project site is located on the
southeast side of State Route 25 (Main Road) roughly beNveen Sterling Lane and Harbor
Lane directly across from the King Kullen Shopping Center (see Figure 1: USGS Map}.
The project site currently consists of wine production and storage facilities and a tasting
room associated with the Peconic Bay Winery (see Figure 2: Aerial}. In addition, there is
also a vacant house, an area for a fruit stand, and vineyards located on the project site,
as well as landscaping. Parking is provided for the tasting room visitors and winery
employees. There are currently three points of entry into the site off of State Route 25;
the major entry, located opposite the King Kullen site, provides access to the tasting room,
the second provides driveway access to the farmhouse and production/storage facility,
and the third provides access to the fruit stand area.
The Town of Southold Zoning Map designates the project site as B - General Business
(see Figure 3 - Town of Southold Zoning Map). Permitted uses within the B zone include
wineries, retail stores, restaurants, auditoriums, theaters, and laundromats.
C. Description and Purpose of Proposed Action
The Peconic Bay Winery proposes to expand and renovate some of the existing winery
facilities (see Figure 4 - Existing Conditions and Figure 5 - Overall Concept Plan).
Although the proposed expansion will occur in hvo phases, the applicant is only seeking
site plan approval for Phase I of the expansion at this time. The applicant will need to
conduct additional SEQR review when they proceed with approvals for Phase II. The
detailed concept plan for the winery is shown in Figure 6; both phases of development are
included in the overall concept plan. Phase I of the expansion, the subject of this EAF,
includes the renovation and expansion of the existing farmhouse into a restaurant, the
relocation of the existing storage facility to agriculturally zoned property to the south and
the construction of a new baffling/storage facility at the west end of the existing wine
production facility, internal circulation improvements, and approximately 92 parking
spaces (see Figure 7: Concept Plan - Phase One). In addition, the expansion project also
includes access improvements in and out of the site; the west driveway will be widened
and improved, a new curb cut will be made at the east end of the site in place of the
current wide entryway, and the current driveway located in the middle of the site will be
closed. The fruit stand will be removed to accommodate the eastern entry.
The existing farmhouse will be renovated and expanded into a 6,282 square foot
restaurant, with seating for approximately 125 diners, as well as ~,vo special
occasion/private dining rooms, located on the second floor, accommodating
approximately 82 additional patrons. The existing wine storage facility (located to the
south of the farmhouse) will be relocated to agriculturally zoned property to the south and
a new boil'ling/storage facility will be constructed at the west end of the existing wine
production facility to provide undisturbed views of the vineyards from the restaurant. The
project site's internal circulation will be improved to provide an internal circulation road
along the perimeter of the project site, providing access to the existing tasting room,
storage and production facility and parking for the restaurant. A new drop off/pick up
point for the restaurant is also proposed. In addition, as Figure 6 illustrates, the project
site will be landscaped with numerous trees and other plantings.
Figure 8: Phase One - Cross Section presents an illustrative cross section of the proposed
Phase I development. The drawing highlights the landscape treatment proposed along the
south side of Route 25 which includes planting of evergreens and flowering trees as well as
other plantings. Earth mounding within the proposed 30 -foot setback will also provide a
continuous buffer be~veen Route 25 and the proposed parking.
As previously mentioned, the project site is located in the Hamlet of Cutchogue; the Hamlet
Plan recognizes a second commercial area, located outside of the Cutchogue Hamlet
Center which includes the King Kullen Shopping Center and the Peconic Bay Winery. In
addition, the Plan states that while this second commercial area is clearly not physically or
perceptually part of the Hamlet Center, it is likely to remain a commercial node, and
therefore, a program of enhancing and improving the area should be initiated. The
proposed restaurant and landscape and roadway improvements are consistent and
compatible with the Hamlet Plan as well as with the Town of Southold Zoning Code.

Re: Peconic Bay Winery
I received from the Architect, Mr. Bogdan, an
overlay of the proposed changes to the exiting house
which my client wishes to convert to a Restaurant.
The architect has provided me with a print of the
2001 approved site plan and an overlay of the proposed
improvements to the restaurant. The overlay provides
detail of the proposed location of parking, curb cuts
and layout of proposed improvements which, to the
extent possible, use existing improvements. Also
enclosed is a simple floor plan for the restaurant and
a front elevation.
We would ask to meet with the Planning Board at the
next work session. We discussed activating one or two
site plans that have been approved for this property.
The latest site plan in 2001 was approved for the
winery (phase I) and restaurant previously approved in
1998(phase II). The new winery will wait, the owner
wishes to improve the restaurant as the fist phase of
the improvements.
I would suggest an amendment to the 2001 approved
site plan which enables the restaurant to be improved.
There is ample parking for the restaurant, specifically
shown on the enclosed drawing. Your guidance is most
appreciated.
