HomeMy WebLinkAboutLP-06/12/2012LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 12, 2012 at 7:00 p.m. Members Present: Members Absent: Aisc present: John Sepenoski, Chairman Anne Murray Allan Connell Eric Keil Sam McCullough Lillian Ball Maureen Cullinane Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison Stephen Searl, Peconic Land Trust Ray Huntington, former LPC member (left 7:35 p.m.) Commencement: · The meeting began at 7:09 p.m. with six LPC members present. The LPC members welcomed Anne Murray as their Town Board newly appointed committee member. Anne is filling vacancy left by resignation of Ray Huntington. Term will end March 31, 2013. Adoption of Meeting Minutes: · Acceptance of meeting minutes from May 29, 2012 MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the Land Preservation Committee meeting minutes from May 29, 2012. Motion carried: 4/0/2 (Eric Keil abstained as he did not attend the 5/29/2012 LPC meeting and Anne was not an LPC member at that time Land Preservation Applications and Inqmnes: · APPLICATION / INQUIRIES Update/discussion re: Farmland PDR applications The members entered into EXECUTIVE SESSION. Update/discussion re: Farmland PDR applications [executive session if discussion includes values and/or appraised values] Update/discussion re: Open Space applications [executive session if discussion includes values and/or appraised values] Melissa gave brief status update on current projects under contract, LPC applications, and inquiries. Melissa to e-mail project spreadsheet to LPC members. Melissa presented CPF financial spreadsheet compiled by John Sepenoski to use as a working tool when reviewing future preservation projects. END OF EXECUTIVE SESSION SCTM #1000-106.-9-2.3 (Cooper AgPDD) Melissa reviewed draft of proposed Cooper Farm AgPDD zone that had been compiled from LPC input from previous meeting discussions. Review of application and discussion regarding specifics for inclusion in creating new zone will continue at future LPC meetings. Applications & Inquiries for Uses or Structures on Preserved Property: · SCTM #1000-59.-10-2 (PLT f/k/a Hubbard) Request for Ag Structure Placement (irrigation well) on Town PDR Land MOTION made by Eric Keil, seconded by Sam McCullough, to approve request made by landowner Peconic Land Trust, Inc. for the installation of a 4" irrigation well to pump @ $0 gallons per minute, at the site indicated on location map dated 5/15/2012 submitted with formal request form pertaining to parcel SCTM #1000-59-10-2. Motion carried: 6/0 Stewardship and Management: · SCTM #1000-53.-1-1.2 (Manor Grove) Review draft RFP (if completed for meeting) HOLD - Not completed in time for meeting discussion. Addition to Agenda: · Sound View Dunes Park Melissa Spiro relayed status update received from Laura Klahre, Land Management Specialist II, regarding progress at Sound View Dunes Park. County has installed park entrance sign. Verizon has removed all but one of the utility poles, leaving poles in removable lengths for disposal by Town DPW. Bike rack has been installed at site. Laura has applied for NYSDEC permits for construction and installation of boardwalks and foot bridge that DPW expects to have completed by July or August 2012. She is waiting for permits for phrag removal. Later in the fall, Boy Scouts will continue the beach grass restoration project. Laura will arrange for a press release and invitation to a small group of reporters to walk the trails to get word out that Sound View Dunes Park trails are officially open to the public. General Land Preservation Items: · None Next Regular Meeting: · The next regular meeting will be held on Tuesday, June 26, 2012 at 7:00 p.m. in the Annex Executive Board Room.
